GLOUCESTER TOWNSHIP COUNCIL MEETING JUNE 10, 2013 MUNICIPAL BUILDING, CHEWS LANDING NEW JERSEY Pledge Allegiance to the Flag Invocation: Pastor Bill Wilson of Chews United Methodist Church gave the invocation. Statement: Mr. Bianchini read a statement setting forth the time, date and place of this meeting, that it was properly advertised, posted and filed in the Office of the pursuant to the Open Public Meetings Act. Deputy Chief Harkins, Police PRESENTATION: Chief Earle recognized the graduates of the Citizens Police Academy. He stated that the Vision Center Logo was created by a student at Timber Creek High School. A presentation was made to Dorothy Jones who was instrumental in retrieving the names for the WWI Memorial located at the Gloucester Township School in Blackwood. Sgt. Gerard Boberick was sworn in as Sergeant of the Gloucester Township Police Department by Mayor Mayer. Mr. Bianchini called for a five minute recess. Roll call: All members present. PUBLIC PORTION: Mr. Bianchini opened the public portion. Mr. Peter Heinbaugh of 2 Morning Star Court asked why there is a separate levy for Open Space and it is not part of the adopted budget. Mr. Carlamere stated that the Referendum stated that if it is not collected it does not affect the budget. Mr. Paul Di Bartolo of Ohio Avenue asked about Resolution 179 and asked about the need for cameras at Veteran s Park. The Deputy Chief stated that the cameras are needed for the protection and safety of the children in the park. He also stated that with the cameras the township would have evidence and could avoid vandalism at the park. Joanne Carr stated since the reevaluation of homes within Gloucester Township she has noticed that the amount of short sales and foreclosures have increased which is bringing the values of the properties down and is creating concern. She also stated the ratings of our Public Schools have decreased significantly. There being no further comment, the public portion was closed. BID REPORT: Gloucester Township Recreation Building Addition Mr. Mercado made a motion to accept, seconded by Mr. Hutchison. Roll call vote: All in favor. BID PROPOSAL: A straw poll was taken awarding the proposal for High Street Sidewalk to Kernan Engineering for Engineering. All council members voted yes. 7-0. RESOLUTIONS: CONSENT AGENDA R-13:06-164 RESOLUTION AUTHORIZING REFUNDS FROM THE DEPARTMENT OF RECREATION

BE IT RESOLVED by the Township Council of Gloucester Township that the following refunds be and are hereby authorized: Colleen Knopka Refund for fall PreK-Child attending BOE program $250.00 ADOPTED: June 10, 2013 R-13:06-165 RESOLUTION AUTHORIZING THE ADVERTISING OF BIDS FOR RADIO/POLICE ELECTRONICS MAINTENANCE WHEREAS, the 2013 Budget provides funds for the purchase of certain materials and supplies and equipment whose aggregate value will exceed $36,000.00, and WHEREAS, the State Statutes require that items exceeding $36,000.00 be properly advertised and bids received. NOW, THEREFORE, BE IT RESOLVED that the Advertising of Bids is hereby authorized, in accordance with the respective specifications for the following items: RADIO/POLICE ELECTRONICS MAINTENANCE TOWNSHIP CLERK R-13:05-166 RESOLUTION OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF GLOUCESTER, CAMDEN COUNTY, NEW JERSEY AUTHORIZING THE AWARD OF A CONTRACT PURSUANT TO N.J.S.A. 40A:11-12 STATE CONTRACT WHEREAS, Township Council of the Township of Gloucester has determined the necessity to purchase Police Body Armor, and WHEREAS, N.J.S.A. 40A:11-12, of the laws of the State of New Jersey permits a contract for purchase to be awarded without prior advertising when said purchase is pursuant to an existing State Contract for supplies, materials or equipment provided that a State Contract number is provided and available for the material, supplies or equipment to be purchased, and WHEREAS, Township Council has determined that it is in the best interest of the Township of Gloucester to award the purchase pursuant to the State Contract. NOW, THEREFORE, it is herein resolved that a contract for the purchase of Police Body Armor be and is hereby awarded to Municipal Emergency Services/Lawmen Supply Company pursuant to State Contract Number A81351.

R-13:06-167 RESOLUTION OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF GLOUCESTER, CAMDEN COUNTY, NEW JERSEY AUTHORIZING THE AWARD OF A CONTRACT PURSUANT TO N.J.S.A. 40A:11-12 STATE CONTRACT WHEREAS, Township Council of the Township of Gloucester has determined the necessity to purchase police supplies and equipment, and WHEREAS, N.J.S.A. 40A:11-12, of the laws of the State of New Jersey permits a contract for purchase to be awarded without prior advertising when said purchase is pursuant to an existing State Contract for supplies, materials or equipment provided that a State Contract number is provided and available for the material, supplies or equipment to be purchased, and WHEREAS, Township Council has determined that it is in the best interest of the Township of Gloucester to award the purchase pursuant to the State Contract. NOW, THEREFORE, it is herein resolved that a contract for the purchase of police supplies and equipment be and is hereby awarded to Municipal Emergency Services/Lawmen Supply Company pursuant to State Contract Number A81295. R-13:06-168 RESOLUTION OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF GLOUCESTER, CAMDEN COUNTY, NEW JERSEY AUTHORIZING THE AWARD OF A CONTRACT PURSUANT TO N.J.S.A. 40A:11-12 STATE CONTRACT WHEREAS, Township Council of the Township of Gloucester has determined the necessity to purchase Sig Sauer Pistols, and WHEREAS, N.J.S.A. 40A:11-12, of the laws of the State of New Jersey permits a contract for purchase to be awarded without prior advertising when said purchase is pursuant to an existing State Contract for supplies, materials or equipment provided that a State Contract number is provided and available for the material, supplies or equipment to be purchased, and WHEREAS, Township Council has determined that it is in the best interest of the Township of Gloucester to award the purchase pursuant to the State Contract. MOSLOWSKI EXCAVATING WHEREAS, the Township Council of the Township of Gloucester, County of Camden, determined that there is a need for Stormwater Outfall Repairs at Madison Drive WHEREAS, sufficient funds have been provided, and WHEREAS, the Township Council received bids or quotes NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Gloucester that the proper Township Officials are hereby authorized to enter into an agreement with R. Moslowski Excavating for Stormwater Outfall Repairs at Madison Drive in the amount of $63,937.00 which was the lowest bid or quote received. R-13:06-170 RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT BETWEEN THE TOWNSHIP OF GLOUCESTER AND JH WILLIAMS ENTERPRISES WHEREAS, the Township Council of the Township of Gloucester, County of Camden, determined that there is a need for the Recreation Center Building Addition, WHEREAS, sufficient funds have been provided, and WHEREAS, the Township Council received bids or quotes NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Gloucester that the proper Township Officials are hereby authorized to enter into an agreement with JH Williams Enterprises for the Recreation Center Building Addition in the amount of $143,000.00 which was the lowest bid or quote received. R-13:06-178 RESOLUTION APPROVING OPEN SPACE TAX LEVY FOR 2013 WHEREAS, the New Jersey Division of Local Government Services has determined the requirement for approval of the Local Municipal Open Space Tax Rate for the municipality for Calendar year 2013, and WHEREAS, the procedure provides for the calculation of a Municipal Tax Open Space Levy on the basis of an Open Space Trust fund as approved by the voters of the Township of Gloucester via referendum on November 6, 2001, and WHEREAS, the Township Council of the Township of Gloucester via resolution R-02:02-070 has authorized a Trust Account entitled AOpen Space Trust Fund@ and said account is to be dedicated by rider to the Budget of the Township of Gloucester in accordance with P.L. 1997, Chapter 24, N.J.S.A 40:12-15.7 et seq. NOW, THEREFORE BE IT RESOLVED by the Township Council of the Township of Gloucester that the Municipal Open Space Tax Levy is hereby approved reflecting a separate Municipal Open Space Tax Levy of $896,132.78 with certified rateables of $4,480,663,900 resulting in a rate of.02 per $100 of assessed value of the calendar year 2013. R-13:06-180 RESOLUTION AUTHORIZING APPLICATION TO THE U.S. DEPARTMENT OF JUSTICE FOR THE FY 2013 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT AND ENTERING INTO AN INTER-LOCAL SERVICES AGREEMENT WITH THE CITY OF CAMDEN, OTHER CAMDEN COUNTY MUNICIPALITIES AND THE COUNTY OF CAMDEN

WHEREAS, the U.S. Department of Justice has made available grant funds in the form of the 2013 Byrne Justice Assistance Grant (JAG) Program for the purpose of carrying out activities to prevent and control crime; and WHEREAS, the Township of Gloucester has been invited to apply for these funds in conjunction with six other municipalities including, Camden, Cherry Hill, Lindenwold, Pennsauken and Winslow Twp. for a grant in the amount of $262,700.00, Gloucester Township s allocation being approximately $22,353.00; and WHEREAS, the Township of Gloucester is required to enter into an Inter-Local Services Agreement with the Camden City Police Department, designating them as the lead agency; NOW, THEREFORE, BE IT RESOLVED, by the Township Council of the Township of Gloucester, Camden County New Jersey, that the Mayor and are hereby authorized to execute, on behalf of the Township of Gloucester, an Inter-Local Services Agreement with the City of Camden, other Camden County Municipalities and the County of Camden as required by the U.S. Department of Justice for the application seeking funding from the 2013 Byrne Justice Assistance Grant (JAG) Program. A copy of said Agreement shall be attached hereto and made a part hereof by reference and copies shall be maintained available for public inspection in the Office of the of the Township of Gloucester. TOWNSHIP CLERK Mr. Hutchison made a motion to adopt, second by Mr. Mercado. Roll call vote: All in favor. MAYOR S REPORT: Mayor Mayer stated that Gloucester Township Day was very successful. He thanked everyone for all their efforts. He congratulated Tracey Trotto for all her hard work with the Relay for Life. Mayor Mayer reminded everyone that the Township will be holding Movie Night and also a Bike Rodeo. He stated that Gloucester Township received first place for Traffic Safety in the NJ Law Enforcement Challenge and he congratulated the Police Department. PUBLIC PORTION: Mr. Bianchini opened the Public Portion. Mr. DiBartola stated that he had a grievance with the timing of the traffic lights with the red light cameras. He asked Mr. Carlamere who he would speak to concerning any problems with the lights and if he would have to hire a private attorney. Mr. Cantwell stated that the timing of the lights has all been checked and all cameras are operating accurately. Joanne Carr stated that she had a great time at the Relay for Life Walk. Ms. Carr asked Council again to appoint a liaison to the schools. She stated that she would like to see someone from the township in the loop and avoid children falling behind. She further stated that in the current economic situation it is not good to have low rated schools and depreciating property values. Mr. Peter Heinbaugh thanked Mr. Cardis for his answers. He asked about the unqualified opinion in the Financial Statement and stated that it did not include the GTMUA sewage and solid waste fees. Mr. Cardis stated State Statute rules it is the responsibility of the Municipality for collection if the fees are not paid prior to the deadline of the tax sale. These collected fees are then transferred to the G.T.M.U.A and C.C.M.U.A.. Patricia Kline of Terrestria questioned why it seems all the functions are at the parks in the northern area of town and asked why the Relay For Life is at Veteran s Park. She stated that she would like to see more educational programs taking place in town. Mrs. Trotto explained multiple reasons for the location of the Walk at Veteran s. Mrs. Kline stated she would like it

her questions noted. She proceeded to ask about the railroad tie issue in her development and if anything is being done for replacement. There being no further comment, the public portion was closed. POLLING OF COUNCIL: Mr. Hutchison congratulated the graduates of the Citizens Police Academy. Mr. Schmidt thanked Mr. Moffa for all his hard work at Lake Mathilda and congratulated the Mayor and the Police Department on the 1 st place win for Traffic Safety. Mr. Siler thanked the Police Department for holding the Citizens Police Academy. He also thanked Mrs. Jones for her dedication and assistance. Mrs. Trotto thanked everyone for their help with the Relay for Life in Veteran s Park. She congratulated the Citizens Police Academy graduates and congratulated the Sergeant on his promotion. Mrs. Trotto also thanked the Police Department and Public Works for all their help with the Relay for Life. Mrs. Winters congratulated the graduates of the Citizens Police Academy. She stated that Gloucester Township Day had great entertainment and she stated that the Relay for Life was a great experience. She stated that the Eagle Scouts are amazing. Mr. Mercado congratulated Sgt.Boberick. He congratulated the graduates of the Citizens Police Academy and Miss Dorothy Jones for her help to Mr. Siler in getting the names for the World War I Memorial. He thanked Mrs. Trotto for her role in the Relay for Life event at the Veteran s Park. He stated that it was a huge success. Mr. Bianchini thanked all the residents of the township. He congratulated Sgt. Boberick on his promotion and thanked Mrs. Jones for all her help. He thanked Mr. Siler for all his help with the Veterans of the Township and he thanked Mrs. Trotto for all her hard work on the Relay for Life. Mr. Bianchini also stated Gloucester Township is a fantastic place to live and all of the things experienced at this meeting are examples of how the people of the Township coming together is what makes it the place it is. It was stated that the Girl Scouts have utilized Lake Mathilde as a vacation camp. He stated that it was a beautiful transition and he is very proud of the township.
