Wastewater Treatment Plant (WWTP): Leander has completed all required punchlist items to our satisfaction ahead of the June 30 completion date Fehr Graham is completing final close out documents including the final request for payment B. Waterworks Park Pump Station, Genesee Avenue Pump Station, and Sanitary Sewer Improvements: There are still several punchlist items remaining for Civil constructors, specifically along Fairway Drive. Crews will be working in the coming weeks to address restoration areas. Martin will be completing work along Fairway Drive the week of 7/2/18 (weather permitting). Civil and Martin are expected to have work completed ahead of the new completion date of 7/20/18 C. High Street Improvements Project, 2018 Street Project: Pavement surface removal and paving is completed along the east end of the project Crews to focus efforts on the intersection of Genesee and High Street Curb and pavement removals at the intersection expected to begin the week of 7/9/18 Significant construction expected to be completed by Civil at the end of July D. Sunset Drive/Crack Filling of Various Streets Projects (MFT) All MFT documents have been submitted to IDOT for review Bidding expected in July with bid results presented to Council in August E. Misc. STATE OF ILLINOIS June 25, 2018 COUNTY OF WHITESIDE CITY OF MORRISON OFFICIAL PROCEEDINGS The Morrison City Council met in Regular Session on June 25, 2018 at 7:00 p.m. in the Whiteside County Board Room, 400 North Cherry Street, Morrison, IL. Mayor Everett Pannier called the meeting to order. City Clerk Melanie Schroeder recorded the minutes. Aldermen present on roll call were: Josh West, Vern Tervelt, Dave Helms, Arlyn Deets, Dale Eizenga, Ken Mahaffey, Harvey Zuidema and Mick Welding. Other City Officials present included: City Administrator Barry Dykhuizen, City Engineer Mick Gronewald and Police Sergeant Kevin Soenksen. There was no public comment. Alderman Eizenga moved to approve the Consent Agenda, which consisted of the following: June 11, 2018 Regular Session Minutes; Bills Payable; Utility Billing E-Billing Software, seconded by Alderman Mahaffey. On a roll call vote of 8 ayes (Mahaffey, Zuidema, Welding, West, Tervelt, Helms, Deets, Eizenga) and 0 nays, the motion carried. Items for Consideration & Possible Action: 1) Alderman Mahaffey moved to approve the Waterworks Pump Station, Genesee Avenue Lift Station & Sanitary Sewer Improvements Application for Payment #11/Request for Disbursement #11/Change Order #3, seconded by Alderman Eizenga. On a roll call vote of 6 ayes (Welding, West, Helms, Deets, Eizenga, Mahaffey) and 2 nays (Tervelt, Zuidema), the motion carried. 2) Alderman Helms moved to approve the Request for Contract Extension with Civil Constructors from June 30 th to July 20 th ; seconded by Alderman Eizenga. On a roll call vote of 7 ayes (Helms, Deets, Eizenga, Mahaffey, Zuidema, Welding, West) and 1 nay (Tervelt), the motion carried. 3) Alderman Mahaffey moved to approve the Annual MADC Contribution and Agreement, seconded by Alderman Helms. On a roll call vote of 7 ayes (Zuidema, Welding, Tervelt, Helms, Deets, Eizenga, Mahaffey) and 1 abstention (West), the motion carried. 4) Alderman Deets moved to approve the purchase of a Keypad Door Lock for the city offices interior door at a cost of $1,455, seconded by Alderman Zuidema. On a roll call vote of 8 ayes (Eizenga, Mahaffey, Zuidema, Welding, West, Tervelt, Helms, Deets) and 0 nays, the motion carried. Other Items for Consideration, Discussion & Information: 1) The Historic Preservation Commission draft building improvement program ordinance was in the packet. Mayor Pannier asked that Aldermen contact him or CA Dykhuizen with questions or concerns. 2) Alderman West reviewed some additional information regarding solar energy. Staff will continue to investigate.

ORDINANCE NO 18-18 AN ORDINANCE PROVIDING FOR A VARIATION TO THE ZONING CODE OF THE CITY OF MORRISON, WHITESIDE COUNTY, ILLINOIS, VARYING THE REAR YARD SETBACK REQUIREMENT IN ARTICLE V, SEC. 62-141 (l) ENTITLED MINIMUM REAR YARD SETBACK. WHEREAS, Terry & Kim Newell, owner(s) of 614 W Lincolnway, City of Morrison, Illinois has petitioned the Zoning Board of Appeals of the City of Morrison for a variance to Article V, Sec. 62-141 (l) of the Zoning Code which provides that the minimum rear yard setback shall be 25 feet; and WHEREAS, the petitioner is seeking a Request For Variance to reduce the existing rear yard 25 setback by approximately 14 to build a pergola approximately 11 from the property line in the R-1 Single Family Residential District. WHEREAS, the Zoning Board of Appeals, in a Public Hearing convened in accordance with Article XV, Section 62-426 of the Morrison Zoning Code, has reviewed the facts pertaining to the Request for Variation; and WHEREAS, the Zoning Board of Appeals has filed a Report of Findings and Recommended Action which recommends that the Request for Variation be granted; and WHEREAS, the City Council deems it in the best public interest and the best use of the real estate located at 614 W Lincolnway, City of Morrison, Whiteside County, Illinois that the Request for Variation be granted; NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Morrison, Illinois that a variation to Article V, Sec. 62-141 (l) of the Morrison Zoning Code be granted to Terry & Kim Newell providing for a variation of the rear yard setback requirement. The variation shall apply to the property legally described and as provided in the petitioners' Request for Variation on file with the Zoning Administration of the City of Morrison; and that the City Clerk shall publish the Ordinance in pamphlet form as provided by law.
