REQUEST FOR DECISION Date of City Council Meeting: November 1, 2010 Subject: Citizen Appointments to City Council Committees, Boards and Commissions Submitted By: Dianne Nemeth, City Clerk Recommendation: That this report be received as information and filed. Purpose: To provide City Council with information regarding Citizen Appointments to various City Council Committees, Boards and Commissions Background: City Council Committees are divided into three categories, defined as follows: Legislative Committees those required pursuant to legislation or a Bylaw and to which citizens and/or Elected Officials are appointed by City Council. These Committees have the responsibility for legislation and oversight on a particular subject. External Committees those which are external to the City and to which City Council appoints citizen representatives and/or Elected Officials. Special Interest Committees those which are established and remain in existence either permanently or for a period of time in order to deal with a particular issue and to which City Council appoints citizen representatives and/or Elected Officials. Attached is a list of Committees in each category identifying the number of citizen appointments and terms. Committee members whose term has expired but who have not reached the maximum allowable term are contacted to determine their interest in continuing to serve. City Council, by resolution, reaffirms the appointment of these individuals but are not obliged to do so. An Official Business Resolution to reaffirm these individuals, eligible for reappointment, will be presented for City Council approval at the November 15, 2010 Regular Meeting. -1-6.1
When a Committee vacancy occurs due to a resignation or retirement, the City Clerk s Office advertises and gathers applications from interested citizens. City Council members, sitting as an interview panel, recommend candidates for appointment to fill the vacancies to City Council. In addition to the citizen appointments, City Council also ratifies the appointment of individuals identified to represent their organization as required on specific Committees. Prior Decisions: City Council Committee review resulting in changes to City Council involvement on certain Committees, Boards and Commissions, November 2007 City Council Committee review resulting in changes to membership composition and terms, April 2006 Major restructuring of City Council Committees occurred in 1990, 1999 and February 2002 Attachments: List of City Council Committees which have Citizen Appointments Leader: City Treasurer: City Solicitor: City Manager: Comments: 6.1-2-
