Mayor Mullin called the regular meeting to order with the Pledge of Allegiance. Resolution 2016-18 Bridge Improvement Resolution -- Jacobson made a motion to approve the resolution 2016-18, Hoskins 2nd, 4 Ayes, 0 Nays, 2 Absent. Motion passed. RESOLUTION 2016-18 WHEREAS, the City of Garretson wishes to submit an application for consideration of award for the Bridge Improvement Grant Program: for the 5th Street Bridge, Garretson, SD and WHEREAS, the City of Garretson certifies that the project is listed in the county's Five-Year County Highway and Bridge Improvement Plan*; and WHEREAS, the City of Garretson agrees to pay the 20% match on the Bridge Improvement Grant funds; and WHEREAS, the City of Garretson hereby authorizes the Bridge Improvement Grant application and any required funding commitments. NOW THEREFORE BE IT RESOLVED: That the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant application. Street Signs -- Mullin suggested waiting until Jesse James Days and have an auction to allow the community to purchase the surplused street signs. Splitrock Park -- Discussed the possibility of placing a cabin on campsite #28 as sell as a picnic shelter near the playground equipment. New Business: Insurance - Uhl and Nussbaum presented information concerning the current property insurance coverage for the city. Gnadt's were denied the claim to cover sewer backup into their basement. January Meeting Date - Uhl requested the meeting date for January to be moved a week ahead. Council discussed and agreed to move the regular council meeting to January 9, 2017. SF Humane Society - Hoskins made a motion to authorize the Mayor to sign the 2017 agreement with Sioux Falls Humane Society, Beaner 2nd, 4 Ayes, 0 Nays, 2 Absent. Motion passed. Committee Reports: Minnehaha County Sheriff No representative present. Hoskins made a motion to authorize the Mayor to sign the 2017 Minnehaha County Sheriff contract for services within the City of Garretson, Beaner 2nd, 4 Ayes, 0 Nays, 2 Absent. Motion passed. Garretson Fire Department Rozeboom presented. The GFD had 0 calls in November and completed 111 work/training hours. YTD, the GFD has had 120 calls, and 2039 work/training hours. Garretson Ambulance No representative present. Uhl stated that call count was down from this same time last year.

Natural Gas Natural Gas Prices - Uhl presented. Council member Sanders made a motion to accept natural gas prices as recommended, Beaner 2 nd, 4 Ayes, 0 Nays. 2 Absent. Motion passed. Water, Sewer and Streets Nussbaum presented. Parks & Cultural Recreation Split rock Park Discussed above. Devil s Gulch - closed for season. JC Complex no report. Pool -- Heitkamp presented. Pool will be installing a Rhino System Liner in the pool prior to the 2017 season. No additional repairs will be needed prior to installation and it will include swimming lane markings. The wading pool will be completed also. They have currently received $20k+ in donations with a goal of $75k. Heitkamp stated that the pool spoke with Prairie Wind and will be returning the original grant money received for playground equipment and reapplying to receive grant money for the liner. Sanders asked about the removal of the old merry go round for safety reasons, K. Godbey stated that they never intended on removing the merry go round. Garretson Industrial Development Brinkman presented. Finance Uhl presented. Jacobson made a motion to authorize the Finance Officer to pay any reoccurring monthly bills as received, Beaner 2nd, 4 Ayes, 0 Nays. Motion passed. Grow Garretson - Hanisch presented.
