CALL TO ORDER: President John Kelly called the Regular Meeting to order at 7:15 p.m., Monday, January 9, 2012, in the North Royalton High School Community Room. 2. ROLL CALL. Present: President John H. Kelly, Vice President Anne Reinkober, Barbara Zindroski, Heidi Dolezal, and Dan Langshaw. Also present were Superintendent Edward Vittardi, Treasurer Richard McIntosh, Assistant Superintendent James Presot, Director of Personnel Greg Gurka, staff, media, and visitors. 3. RESOLUTION 2012-15: APPROVE MINUTES. Resolve the Board of Education approve the minutes of the special meeting on December 6, 2011 and regular meeting on December 12, 2011. Moved by Reinkober Seconded by Dolezal Mr. Langshaw made a motion, seconded by Ms. Zindroski, to amend the minutes that the Treasurer includes a listing of all bills to be paid, supplementals, and rates of pay of staff recommendations each month in the minutes of each regular board meeting. RECOGNITION OF GUESTS AND PRESENTATIONS. Superintendent Vittardi presented a certificate to Carol Fisher recognizing her retirement. Several other presentations were made regarding activities throughout the district: Partnership with Baldwin-Wallace College Academic Challenge Team takes First Place Royal View Students demonstrate First in Math 5. PUBLIC PARTICIPATION. The public is invited to speak to any of the agenda items and other school topics at this time. Comments should be limited to five minutes. There were no speakers from the audience.

COMMITTEE REPORTS City Recreation/Building & Grounds Mrs. Zindroski gave the following report: The next meeting of the City Recreation Board is scheduled for January 31, 2012 at 6pm at City Hall. Transportation Dr. Kelly gave the following report: Installation of Portable bus heaters made possible by the Clean Diesel Grant is now completed on 9 buses. Drivers of those buses have given positive feedback. In the Garage, the Mechanics addressed 119 repair orders in the month of December. There were no Transportation Committee Meetings or Bus Inspections to report on due to the holidays. Curriculum & Instruction Mrs. Zindroski gave the following report: The curriculum department has been conducting a series of meetings to make a determination on a K-4 English Language Arts adoption. There are three primary publishers and one of them has been eliminated from consideration through the first round of meetings. Teacher representatives from each grade and from each building met with the publisher representatives, asked questions, examined both the print resources as well as the online resources, and discussed the advantages of each. Next, these grade level representatives me with the entire elementary grade level teachers to present their findings in the examination. Finally, the committee got together again to report and make recommendations. At this time, the curriculum department is negotiating with the publisher representatives to get their best possible price, and a final determination should be made within the next few weeks. Mrs. Dolezal gave the following report: Mrs. Dolezal will be working with the Curriculum Advisory Committee. N. R. Educational Foundation Mrs. Dolezal gave the following report: The next meeting of the NREF is scheduled for February 28, 2012 at 3:30pm in the Board Office Conference Room. Partnership for a Health N. Royalton-Mrs. Reinkober gave the following report: Partnership members were invited to attend the Brecksville CAPA meeting on December 13. Members of their committee guided us in developing a Vision Statement Uniting communities for safe and healthy living; and a Missions Statement The Partnership for a Healthy North Royalton engages the Broadview Heights and North Royalton communities in a collaborative effort to identify and reduce tobacco, alcohol and drug use through targeted communication, education, and support services. They also helped us develop a timeline and strategies for distributing our community survey. The next meeting, on January 25, is a training session on the Strategic Prevention Framework. The Framework was created by the Federal Substance Abuse and Mental Health Services Administration to assist coalitions in developing the infrastructure needed for community-based public health approaches, leading to effective and sustainable reductions in alcohol, tobacco and other drug use and abuse. Financial Advisory committee Mrs. Reinkober No report for the Financial Advisory Committee. Policy Committee- Mr. Langshaw gave the following report: Policy Committee did not have a meeting this month and I have no report. Legislative Liaison Mr. Langshaw gave the following report: 2012 Primary Change Recently, both the House and the Senate approved HB 369 making changes to the 2012 elections. The bill includes the following: Merges the March and June primaries into a single primary on March 6, 2012. Restores the August 2012 special election. Creates new congressional district boundaries based on the 2010 U.S. Census. Establishes a Redistricting Reform Task Force to create a redistricting reform proposal for consideration by the General Assembly during 2012. HB 369 included an emergency clause that made its provisions effective immediately once it was signed by the governor last month. New Legislative Districts For 2012 we will have new legislative districts which are as follows: 16 th US Congressional District 24 th Ohio Senate District 7 th Ohio House District (North Royalton Portion of School District) 6 th Ohio House District (Broadview Heights Portion of School District) HB 136 Update Back in December, Rep. Matt Huffman announced possible changes to HB 136, the statewide Parental Choice and Taxpayer Savings Scholarship Program (PACT) voucher bill. While these possible changes were announced, no actual bill language was presented for review. It is unclear at this time if the changes will be amended into HB 136 or introduced as a new and separate piece of legislation or included in Gov. John Kasich s new school-funding plan. All 40 House Democrats are pledged to oppose the bill and several of the majority Republicans are feeling pressure from concerned taxpayers to do the same. Our Board Resolution opposing HB 136 last month was a huge help. We need to continue to reminder our lawmakers to vote NO on HB 136!
