NEW BUSINESS.1 Abbotsford Motorcade - Six Full-size Passenger Vehicles with Police Package (1210-01) Report No. PUR 97-23 dated May 1, 1997, from the Purchasing Supervisor, recommended the purchase of six full-size passenger vehicles with police package from Abbotsford Motorcade. The City was notified that General Motors will not be producing any new full-size police vehicles for 1997, and that M.S.A. Ford will not be accepting any orders for police vehicles after May 1, 1997. As these are the only two sources for police vehicles, it was recommended that six vehicles be acquired immediately. Five of the vehicles would be funded by the Equipment Replacement Reserve Fund, and funds received from I.C.B.C. for a previously written-off vehicle would be used to pay for the sixth.
000428 4:18 p.m. in the Matsqui Centennial Auditorium Page 16 Moved by Councillor Gibson, seconded by Councillor Gill that, as recommended in Report No. PUR 97-23 dated May 1, 1997, from the Purchasing Supervisor, the lower quote from Abbotsford Motorcade, for six 1996 Chevrolet Caprice vehicles with police package, be approved for a total delivered price of $174,924.60. In response to Council concerns, the Service Centre Superintendent advised that a delay in purchasing the vehicles could result in increased costs as 1996 and 1997 models would no longer be available. The life expectancy for police vehicles is only about two years, so a one-year model difference would not be a factor in the salvage or resale value of the vehicles. Abbotsford Motorcade is holding six vehicles pending a Council decision, and General Motors will continue to stock vehicle parts even if the models are discontinued. 000430 4:18 p.m. in the Matsqui Centennial Auditorium Page 18.7 1997 Charitable Casino Referendum or Other Voting - Arrangements and Procedures (4200-01) Mayor Ferguson outlined his concerns regarding the cost of the 1997 Charitable Casino Referendum, given that the results were not binding and there were only six voting divisions. The option of hand-counting ballots, at an estimated cost of $20,000, rather than using automatic voting machines, costing in excess of $30,000, and adding two or three rural voting divisions were discussed. Moved by Councillor Peary, seconded by Councillor Gill, that: (1) the Automated Vote Counting System Authorization and Procedure By-law be amended to authorize a hand-count for the 1997 Charitable Casino Referendum; and (2) the Voting Division Authorization By-law be amended to add voting divisions in the Bradner and Barrowtown areas.
