Pabla, 2467 Clearbrook Road - Development Permit No. 1085 (3020-20/ D96-45) Report No. DEV 97-153 dated April 29, 1997, from the Manager, Current Development, recommended that Development Permit No. 1085, for the K., J., and J. Pabla property at 2467 Clearbrook Road, be approved for issuance. The permit would allow for a 64-seat restaurant with 16 surface parking spaces and one loading space. The owners, K., 1., and 1. Pabla, have agreed to the contents of the permit, and surrounding property owners and occupiers have been notified that they may comment on the proposal. In response to a Council concern, the Manager, Current Development, clarified that the number of required parking spaces is determined by the Zoning By-law. There were no further comments or questions.

Pabla property at 2467 Clearbrook Road, be approved for issuance, subject to provision of the required security for landscaping in the amount of $8,000 and an inspection fee of $200. R325-97 CARRIED..2 Visions One-Hour Optical Ltd., 34479 South Fraser Way - Development Permit No. 1084 (3020-201 D96-50) Report No. DEV 97-154 dated April 29, 1997, from the Manager, Current Development, recommended that Development Permit No. 1084, for the Visions One-Hour Optical Ltd. property at 34479 South Fraser Way, be approved for issuance. The permit would vary Abbotsford Zoning By-law, 1996, to allow a 140-seat restaurant and a 60-unit four-storey motel, with a rear building height of three storeys on the rear interior lot line, rather than the maximum two storeys. The owner, Visions One-Hour Optical Ltd., has agreed to the contents of the permit, and surrounding property owners and occupiers have been notified that they may comment on the proposal. The Manager, Current Development, provided a breakdown of costs associated with the required landscaping security of $70,410, which included trees and shrubs, as well as installation costs, ground cover, topsoil, perimeter fencing, and concrete pavers related to the exterior of the restaurant. There were no further comments or questions. Moved by Councillor Warawa, seconded by Councillor Fast that, as recommended in Report No. DEV 97-154 dated April 29, 1997, from the Manager, Current Development, Development Permit No. 1084, for the Visions One-Hour Optical Ltd. property at 34479 South Fraser Way, be approved for issuance, subject to provision of the required security for landscaping in the amount of $70,410, and an inspection fee of $1,500. With regard to item 5.2.2, minutes of the Central Fraser Valley Fairs Association Board of Directors meeting, it was Moved by Councillor Fast, seconded by Councillor Gibson, that the Central Fraser Valley Fairs Association be requested to review its procedure for the contracting of ticket printing, in light of the potential conflict of interest for two directors. With regard to item 5.2.12, it was Moved by Councillor Gibson, seconded by Councillor Warawa, that Mayor Ferguson correspond with the Premier of British Columbia, the Governor of Washington State, the Prime Minister of Canada, and the President of the United States, regarding the erosion of the Nooksack River banks and flood potential. Moved by Councillor Warawa, seconded by Councillor Ross, that the Dyking and Drainage Superintendent be requested to make a presentation to Council highlighting the 1990 flood on Sumas Prairie and areas of floodplain. The City was notified that General Motors will not be producing any new full-size police vehicles for 1997, and that M.S.A. Ford will not be accepting any orders for police vehicles after May 1, 1997. As these are the only two sources for police vehicles, it was recommended that six vehicles be acquired immediately. Five of the vehicles would be funded by the Equipment Replacement Reserve Fund, and funds received from I.C.B.C. for a previously written-off vehicle would be used to pay for the sixth.

000428 4:18 p.m. in the Matsqui Centennial Auditorium Page 16 Moved by Councillor Gibson, seconded by Councillor Gill that, as recommended in Report No. PUR 97-23 dated May 1, 1997, from the Purchasing Supervisor, the lower quote from Abbotsford Motorcade, for six 1996 Chevrolet Caprice vehicles with police package, be approved for a total delivered price of $174,924.60. In response to Council concerns, the Service Centre Superintendent advised that a delay in purchasing the vehicles could result in increased costs as 1996 and 1997 models would no longer be available. The life expectancy for police vehicles is only about two years, so a one-year model difference would not be a factor in the salvage or resale value of the vehicles. Abbotsford Motorcade is holding six vehicles pending a Council decision, and General Motors will continue to stock vehicle parts even if the models are discontinued. 000430 4:18 p.m. in the Matsqui Centennial Auditorium Page 18.7 1997 Charitable Casino Referendum or Other Voting - Arrangements and Procedures (4200-01) Mayor Ferguson outlined his concerns regarding the cost of the 1997 Charitable Casino Referendum, given that the results were not binding and there were only six voting divisions. The option of hand-counting ballots, at an estimated cost of $20,000, rather than using automatic voting machines, costing in excess of $30,000, and adding two or three rural voting divisions were discussed. Moved by Councillor Peary, seconded by Councillor Gill, that: (1) the Automated Vote Counting System Authorization and Procedure By-law be amended to authorize a hand-count for the 1997 Charitable Casino Referendum; and (2) the Voting Division Authorization By-law be amended to add voting divisions in the Bradner and Barrowtown areas. The City Clerk said that increasing the number of voting divisions, which use arterial roads for their boundaries, would increase the cost of the referendum accordingly.
