1.4 Declaration of Pecuniary Interest None 2. DELEGATIONS 2.1 None 3. RESOLUTIONS 3.1 Recreation Accounts R09-17 Moved by: Tim K. Campbell BE IT RESOLVED THAT, the Recreation Committee accepts the Recreation Accounts dated February 7 th, 2017 as information. 4. BUSINESS ARISING FROM PREVIOUS MINUTES 4.1 Trails Observation Boards Staff provided an update on the information gathered for the trails observation boards. Staff was directed to include descriptions of the trees such as the bark, leaves, etc. and what the trees are best used for. The Committee suggested including pictures to identify the tracks in the snow as an idea for next winter. Railway R10-17 Moved by: Joy Hodgkinson BE IT RESOLVED THAT, the Recreation Committee recommends to Council to support that the CP Railway Trail be considered a Multi-use trail through the Township of Beckwith and that construction on the Township of Beckwith portion happen in 2017. AND THAT, this motion be forwarded to the Lanark County Economic Development Committee. Reeve Richard Kidd gave the Committee an update on the new trail cut as an additional loop to the Goodwood Marsh Nature Trail. 4.2 Splash Pad / Playground Initiative Design Review The Committee reviewed the design and pricing including the water treatment system and passed the following motion: R11-17 Moved by: Brian Dowdall 2
BE IT RESOLVED THAT, the Recreation Committee recommends to Council to accept the design and quote from Strathmar Trenching Ltd. in the amount of $286,288.59 plus HST to supply and install a Splash Pad at Beckwith Park including all equipment and installation of the water treatment system. Reeve Richard Kidd provided an update on the playground equipment. Staff was directed to obtain pricing for an agricultural themed structure as outlined by the committee for consideration in the decision making process. Staff informed the Committee that a letter has been sent seeking funding for pourin-place rubber surfacing to Ontario Tire Stewardship. 4.3 Seniors Community Grant 5. BUSINESS Staff provided three (3) different option to be considered for the Seniors Community Grant. Staff was directed to apply on behalf of the Township of Beckwith for the following activities: Seniors Monthly Health and Information Workshops and the Celebrating Canada s 150 th Senior s Hootenanny Social. 5.1 Barrier Buster Grant The Committee discussed the Barrier Buster Grant Opportunity and directed staff to apply for the accessible portions of the playground structure such as the accessible swing and pour-in-place rubber surfacing. 5.2 Learn 2 Skate Program Refund Request 6. REPORTS 6.1 Reports This request has been cancelled. Item was removed from the agenda. a) Youth Committee Staff gave the Committee an update on the Beckwith Youth Committee meeting held this evening February 15 th, 2017 at 6:00 p.m. The Committee reviewed the Beckwith Youth Committee 2016 Financial Statement. b) Beckwith School Council No report at this time. c) Carleton Place Public Library Board Member Robert Drapeau provided an update regarding the Strategic Plan process. d) Carleton Place Parks & Recreation Committee 3
The Committee reviewed the minutes from the January 9 th, 2017 Carleton Place Parks and Recreation Committee Meeting. e) Rural Recreation Association Reeve Richard Kidd gave the Committee an overview of the spring networking event to be held in Beckwith on March 23 rd, 2017. Staff will circulate the information and registration once it s received. f) Beckwith Recreation Complex / Beckwith Park Staff provided an update on the Beckwith Recreation Complex and Beckwith Park. g) Programs / Events Staff highlighted the specialty camps taking place for the 2017 summer such as the Beckwith Hockey Camp, Challenger Sports Soccer Camp and the Tech Camp. Reeve Richard Kidd gave the Committee an update from the Moonlight Cross Country Ski events and that an additional Moonlight Ski was added for March 11 th, 2017 at 6:00 p.m. Staff provided an update on the fundraising and community interest in the Beckwith Splash Pad / Playground Initiative. h) Canteen 7. CORRESPONDENCE Staff provided an update on the Beckwith Recreation Complex canteen operations to date. 7.1 Henderson Recreation Equipment Ltd.
