We invite all members of the public to attend. 8:00 a.m. CALL TO ORDER 8:03 a.m. CLOSED SESSION: If the Board of Supervisors does not complete the Closed Session items in the time allotted they will reconvene as time permits. A. Under the provisions of Government Code Section 54957, a Public Employee Performance Evaluation will be conducted for the position of Agricultural Commissioner, Sealer of Weights and Measurers, Director of Air Quality Standards, Migrant Housing and Airport Operations (Continued from February 21, 2012.) B. Under the provisions of Government Code Section 54957, the Board will discuss with the Personnel Director departmental updates regarding personnel matters and discipline. C. Under the provisions of Government Code Section 54956.9(b)(3), the Board of Supervisors will meet with County Counsel to discuss significant exposure to litigation, provide direction and take action as appropriate. D. Under the provisions of Government Code Section 54956.9(b)(1), the Board of Supervisors will meet with legal counsel to discuss matters involving significant exposure to litigation against the County of Colusa in one or more cases. Probation 2035 Consider appointing William Fenton, Interim Chief Probation Officer, TFT, DH Range 51, Step 5, $54.76 per hour, effective March 5, 2012. B. Department Health and Human Services 5010 Consider approving a salary increase for the position of Director of Health and Human Services, from DH Range 38, Step 5, $8,237.00 per month to DH Range 44, Step 5, $9,535.00 per month, effective April 1, 2012 and authorize to fill the position. C. Behavioral Health Services 4010 Consider approving a salary increase for the position of Director of Behavioral Health Services, from DH Range 38, Step 5 $8,237.00 per month to DH Range 42, Step 5, $9,081.00 per month, effective April 1, 2012 and authorize to fill the position. D. Consider approving an agreement between the County of Colusa Sheriff s Department and Swatt/Miers Architects for the Colusa County Animal Control Assessment and Building Feasibility Study, effective March 13, 2012, with terms and conditions as set forth in the agreement and authorize Chairman to sign. 9:30 a.m. AG COMMISSION/MIGRANT HOUSING Consider authorizing the Director of Migrant Housing to pursue Community Development Block Grant Program Funding (CDBG) for projects at the Migrant Housing Center. 9:40 a.m. CENTRAL SERVICES A. Ag Commission/Migrant Center/RFPs 1. Further, set April 4, 2012 at 10:00 a.m. to receive and open sealed bids. 3. Correct the minutes of February 7, 2012 to read: PERSONNEL 1040 Authorize the following recommended step increase as a result of the Board of Supervisors completing the performance evaluation held January 24, 2012 for Nicole Berry, Personnel Director, PFT, DH Range 35, from Step 1 to Step 2, $6,609.00 per month, effective December 1, 2011 January 1, 2012. 3. COMMUNITY ADVOCATES FOR PARENTS AND CHILDREN: Approve a request to allow CAPC to place an activity/display on the lawn of the Colusa Historical Courthouse during the month of April 2012.
