UN VOLUNTEER DESCRIPTION OF ASSIGNMENT PNGR000064--Reporting Officer The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. The main towns are Buka, Arawa and Buin, with main administration hub located on the Buka Island. Buka island is separated from main Bougainville Island by the narrow Buka Passage from the north-western coast of Bougainville Island. The economy of Buka can be divided into a very small urban component and the village sector. The village sector is characterized by subsistence farming, primarily of sweet potato as a staple food, and the production of copra and cocoa as cash crops by family-sized units and small cooperative work groups. Vanilla, cash crops, tropical spice crops and handicrafts have made a halting progress and remain very minor sources of income for villagers. 26 Feb 2019 Page 1 of 6

The urban sector at Buka Passage includes the Bougainville representatives of major New Guinean business, such as Bank South Pacific, City Pharmacy Ltd, Post PNG, Locally-owned supermarkets and mini-marts, Hardware, International school (multi-grade), and the presence of the Autonomous Bougainville Government. There are a number of small businesses in the island including locally-owned real estates. Basic health care is provided at the public hospital in Buka, and both Arawa and Buin have health centres, with smaller centres scattered around the islands. Most people in Bougainville rely on rainwater for water supply. Buka and Arawa have access to 24-hour power although prolonged power outages are a regular occurrence. Elsewhere, access to power and services is more limited and may be generator-based, available for certain times during the day. Bougainville is still a post-conflict society and there are more restrictions on how volunteers are able to move around than in other locations. It is recommended not to go out alone at night. Social activities normally associated with local communities are limited, although swimming, canoeing, fishing, snorkeling and some trekking opportunities are available. Assignment Details Assignment Title Reporting Officer Organizational Context & Project Description A) The UN Volunteer will report directly to the Liaison Officer/Bougainville, who is under a United Nations Development Programme (UNDP) contract, and reports directly to the Resident Coordinator (RC) and the Department of Political Affairs (DPA). DPA monitors and assesses global political developments with an eye to detecting potential crises before they erupt and devising effective responses. The Department provides support to the Secretary-General and his envoys, as well as to UN political missions deployed around the world to help defuse crises or promote lasting solutions to conflict. The Department of Political Affairs plays a central role in United Nations efforts to prevent and resolve deadly conflict around the world. B) The UN Volunteer will also liaise with UNDP, and its team in Bougainville in charge of the implementation of a package of Peacebuilding Fund (PBF) projects, aimed at, among others, strengthening relationship and trust between the Government of Papua New Guinea and the Autonomous Bougainville Government, Papua New Guinea (ABG) and contributing to effective implementation of autonomy arrangements and of the Bougainville Peace Agreement. C) The UN Volunteer will also deal with colleagues from the Office of the High Commissioner for Human Rights (OHCHR), United Nations Populations Fund (UNFPA) and United Nations Children s Fund (UNICEF), who are implementing a PBF project on Empower women and youth for a free, fair, transparent and 26 Feb 2019 Page 2 of 6

violence-free refendum. Sustainable Development Goals UNV Focus Area Task description 16. Peace, Justice and Strong Institutions Peace building Under the direct supervision of the UN Liaison Officer, the national UN Volunteer will undertake the following tasks: Maintain contact and regular channels of communication with government officials of the ABG, PNG, political party leaders and representatives, civil society, including women, former combatants and youth groups, the media and other relevant actors; Undertake fact-finding missions in the Autonomous Region of Bougainville (AROB) in issues related to the implementation of the BPA, including referendum awareness, weapons disposal, reunification and good governance; Draft reports on political, security and economic developments that may impact the implementation of the Bougainville Peace Agreement (BPA), as required; Support the Liaison Officer in the preparation of visits to Bougainville by UN senior officials/envoys to the AROB; Perform other functions as required. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs The UN s understanding of the context in Bougainville regarding the implementation of the BPA will be further improved; The UN s engagement will be facilitated and enhanced; Communication and coordination and sharing of information and analysis will be strengthened; A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and 26 Feb 2019 Page 3 of 6

funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; 26 Feb 2019 Page 5 of 6
