Call to Order Ben Champ called the meeting to order at 10:00 a.m. 2. Approval of Agenda Subcommittee members voted to approve the meeting agenda. 3. Approval of Meeting Minutes Subcommittee members voted to approve the March 20, 2017, meeting minutes. 4. Bird Friendly Iowa Lisa Hein provided an overview of the Bird Friendly Iowa program noting that it is model off a program in Wisconsin and is similar to the Tree City U.S.A program. Bird Friendly Iowa is working with Iowa State University s department of landscape architecture and is looking for a community with growth pressure that would be willing to serve as a case study on how to become more bird friendly. Mike Ludwig stated that he would check with Matt Anderson and see if there was any interest from the City of Des Moines to work with ISU. 5. Stormwater Discussion Follow-Up Staff provided an overview of the meeting on May 1, 2017, noting that a summary of the meeting was sent through email. Staff discussed potential steps moving forward. Discussion ensued regarding the challenges facing implementation on a regional level. 6. Drones Staff provided an overview on the potential to use drone footage for transportation projects. Staff asked the committee their thoughts on the usefulness of drone footage for transportation projects. Ben Champ noted that drone footage would be very useful. Mr. Ludwig asked if the MPO would be purchasing drones. Staff stated that purchasing drones is not the plan, but developing a contract with a drone operator is more what staff had discussed. Discussion ensued regarding where drone have been used by communities in the past. 7. Commuting and Congestion Report Staff provided a report on the update Commuting and Congestion Report. 8. Item No. 4 ISSUE: Traffic Analysis Zones (TAZ) Update REPORT: Discussion regarding updating Traffic Analysis Zones (TAZs) as part of the upcoming model and Long-Range Transportation Plan update. MPO staff in conjunction with the update of the Long-Range Transportation Plan is undertaking an update of the traffic demand model for the region. The model is a four-step model consisting of trip generation, trip distribution, mode split, and traffic assignment. As part of the update to the model, traffic analysis zones (TAZs) the geographic area used to determine traffic productions and attractions in the region will be reviewed and updated to improve the model outputs. The update to the traffic demand model will alter the method for trip generation to existing land use classifications and future planned land uses, improving the ability to adapt to changes over time and incorporate elements of the Iowa Statewide Model Standardization process being developed by the Iowa DOT. MPO staff will discuss changes to the trip generation process as it relates to land uses and how that impacts the development of TAZs. Staff will also discuss current efforts to modify TAZs as part to the traffic demand model update process. None. Report and discussion only. Item No. 5 ISSUE: Long-Range Transportation Plan Update REPORT: Discussion regarding the update to Mobilizing Tomorrow, the MPO s long-range transportation plan update. MPO staff is in the process of update Mobilizing Tomorrow, the regions long-range transportation plan. The plan update is due to the Federal Highway Administration in September 2019. Staff will provide an overview of the State of the Transportation System story map, timeline, public outreach, performance measures, and growth scenario at the August meeting. Item No. 6 ISSUE: Regional Water Trails Study Update REPORT: Draft of expected deliverables for regional study and public input process. The two engineering teams for the water trails study have spent the summer gathering data and researching feasibility of the recommendations in the plan: ISG has drafted a final product for Beaver Creek as a model for future streams. Drafts for all streams are expected to be complete in mid-october. Staff welcomes feedback on the prototype report to be given to cities; The downtown team has begun modeling potential solutions for downtown. They expect to have feasible options for in-stream solutions prepared by mid-september and edge of stream concepts by mid-october; and, Both teams will conduct public input the week of October 17. MPO staff has prepared a list of potential stakeholders to participate in stakeholder workshops. Staff seeks feedback on the public input process. Item No. 7 ISSUE: Draft Crash Data Report REPORT: Discussion regarding the Crash Performance Report for the MPO Planning area for 2012-2016. MPO staff has reviewed 2006-2016 crash data for all public roads in Dallas, Madison, Polk, and Warren Counties. Staff analyzed crashes using GIS data provided by the Iowa Department of Transportation (DOT). Crash data can help identify roadway types that tend to be most at risk. Crash-based metrics, such as number of fatalities/major injuries and fatality/major injury rates, have become common performance measures in transportation planning. In addition to vehicle crash data, staff analyzed bicycle and pedestrian crash data for the region. None. Discussion only. Item No. 8 ISSUE: Regional Stormwater Policy UPDATE: Update on the kick-off of the regional storm water policy work with Capital Crossroads regarding the update to Mobilizing Tomorrow, the MPO s long-range transportation plan update. MPO staff has been working on behalf of the Polk Soil and Water Conservation District and area watershed management authorities to implement policy recommendations from area watershed plans. Staff and elected officials from the region chose to work as a region on an update to post-construction stormwater policies. On June 1, MPO staff facilitated a group of area staff around the region to discuss the opportunities and challenges with changes in stormwater management policies. The MPO is collaborating with the Capital Crossroads Local Government Collaborative to convene area experts to write a policy for the region to adopt. Concurrently, the MPO will assist with educating area staff and elected officials on the likely changes. This effort will kick-off in September.
