MINUTES Minutes of a Regular Meeting of the Town Council of the Town of Massena, held on January 24 th, 2018 at 5:30 pm at the Town Hall. PRESENT: Supervisor Steve O Shaughnessy Councilman Albert Nicola Councilman Thomas Miller Councilman Samuel Carbone Jr. Councilman Melanie Cunningham ALSO PRESENT: Jeannine Brouse, Brenda Mossow, Frank Diagostino, Members of the Public, Members of the Media. The Supervisor opened the meeting with the Pledge of Allegiance. The Supervisor continued the meeting with a 15-Minute Public Comment Period. Tom Seguin: Would like the Town Board to discuss with the Village Board regarding the placement of the salt barn. They feel that it should not be located in a residential area. He asked that the Board keep a fair and open mind. Steve assured him that he would look into the matter, and that the Board will always have an open mind. Janet Otto Cassada, Mayor of Waddington: Has been approaching all the surrounding communities to consider making a donation to the Waddington Bassmaster Tournament that is scheduled for August 20-26, 2018. Janet stated that Massena benefits very well financially from the tournament with the added business in the restaurants and hotels. In 2015 Massena donated $5,000.00. Janet was asked if they are getting better donations from the people who are benefitting from the tournament, and she stated that they are not. The Board agreed to discuss the matter and will get back with Janet. Presentations and Discussions Boutique Air (To be rescheduled) Discussion: Water District Alignment. If accepted, there will have to be a public session. What are the benefits for the people in the affected district? What are the legal aspects of everything? Tom Miller stated that the Board has been going around and around with this for a long time, and that it needs to be settled. Eric Gustafson explained that it is being worked on; however, there are a lot of legal aspects to figure out. Eric Gustafson stated that he will put together a checklist for the Board. Tom said that would be very helpful. Sam Carbone raised the issue of a Canton-Potsdam bypass I-98. He feels that it deserves being supported to help build up the area for tourism. The Supervisor will direct correspondence to the Governor in support of the project. Page 1 of 6

Carried, 5-0 On a motion offered by Councilman Nicola, and seconded by Councilman Miller: To authorize the supervisor to sign the FY 2018 Pre-Application for the Taxiway A Rehabilitation Phase II (Construction) of the Massena International Airport prepared by C&S Engineers and all corresponding documents. Carried, 5-0 The following motion was offered by Councilman Miller, and seconded by Councilman Nicola: To authorize the supervisor to sign the FY 2018 Pre-Application for the Taxiway C Rehabilitation (Design) of the Massena International Airport prepared by C&S Engineers and all corresponding documents. Financial Reports (Provided by Supervisor) Revenue/Expense Report for December 2017. Year To Date Fund Summary for December 2017. Committee Reports Massena Electric Department: Councilman Nicola gave his report and stated that the Emerald Ash Borer is now on Barnhart Island and moving closer. MED is trying to alleviate the problem by cutting down the trees on the main line. They are working on CR 37 right now and will be starting on CR 45. Library: Councilwoman Cunningham stated all the numbers are down from the previous year. They are looking into some new ways to try to get the numbers up. A deed proving ownership of the Library to the Town of Massena cannot be located. Museum: Councilman Carbone noted that, at the present time, they are working on an expansion for the large exhibit room. They need donations or have discussed a fundraiser. Recreation: Councilman Miller stated that Senator Griffo has been able to obtain grant money for anew roof for the Arena. The Arena has been holding Rock-n-Skate and renting out skates, and it has been very successful. BDC: No updates at this time. Chamber of Commerce: Will be holding their luncheon next week. Next Town Board Meeting: Wednesday, February 21, 2018 at 5:30 PM. 15-Minute Public Comment Period (Closing Comments) The Board will hold a public work session next Wednesday (January 31, 2018) at 4:00 PM. Don Meissner and Linda McQuinn were offered a free booth in Niagara Falls. They stated that there is a great deal of interest from people regarding the camping and boating and fishing in our area.
