What is ICZM? ICZM is a dynamic, multidisciplinary and iterative process to promote sustainable management of coastal zones. It covers the full cycle of information collection, planning (in its broadest sense), decision making, management and monitoring of implementation. ICZM uses the informed participation and cooperation of all stakeholders to assess the societal goals in a given coastal area, and to take actions towards meeting these objectives. ICZM seeks, over the long-term, to balance environmental, economic, social, cultural and recreational objectives, all within the limits set by natural dynamics. 'Integrated' in ICZM refers to the integration of objectives and also to the integration of the many instruments needed to meet these objectives. It means integration of all relevant policy areas, sectors, and levels of administration. It means integration of the terrestrial and marine components of the target territory, in both time and space. European Commission readability index score = 18

the case of the Mediterranean

of all the world's continents only the Mediterranean is liquid Jean Cocteau a true nexus Africa, Europe and Asia diverse and volatile - politics, cultures and economies

Mediterranean Action Plan 1975 Initial focus was on marine pollution control The focus of MAP shifted to include ICZM as the key tool through which solutions are being sought

Mediterranean Action Plan 1975 Barcelona Convention 1976 Convention for the Protection Of The Mediterranean Sea Against Pollution

Mediterranean Action Plan 1975 Barcelona Convention 1976 Key Players: Contracting Parties 21 States, plus UNEP, EU Albania, Algeria, Bosnia and Herzegovina, Croatia, Cyprus, Egypt, France, Greece, Israel, Italy, Lebanon, Libya, Malta, Monaco, Montenegro, Morocco, Slovenia, Spain, Syria, Tunisia, Turkey

Mediterranean Action Plan 1975 Barcelona Convention 1976 Key Players: Contracting Parties 21 States, plus UNEP/MAP, EU Regional Activity Centres network, notably the centre for ICZM in Split, Croatia

2011 a unique legal instrument entered into force Protocol on Integrated Coastal Zone Management in the Mediterranean the Little Red Book the most significant global development in ICZM since Rio in 1992

First supra-national, legally-binding agreement on ICZM in the world Ratification includes the EU legally binding on all Member States States ratifying rapidly (latest are Morocco and Croatia, October 2012)

Sets definitive boundaries for the coastal zone transcending land and the coastal waters Strategic hierarchy of regional sea and national ICZM strategies, local and transboundary plans and programmes

Action Plan 2012-2019 Support the implementation of the ICZM Protocol Strengthen the capacities of Contracting Parties to use ICZM policies, instruments, tools and processes Promote the ICZM Protocol within the region and worldwide

ICZM has been slow to evolve and is losing ground to rivals Status quo is not an option ICZM needs to continually reinvent itself, to make itself relevant - but from a practical and legitimate foundation It needs to be easy to use, interactive and essential iczm 2.0
