If you are present as part of a delegation the context of your presentation will be recorded in the minutes of the committee meeting. 14.4 Disclosure of Conflict of Interest There were no conflicts of interest. 14.5 Delegations Max Christie introduced Gemma Boag who is doing a research project on public participation and drinking water source protection process. Gemma Boag is visiting Source Protection Committees in Ontario and asking them to complete a Page 2 of 5
questionnaire about their experiences as a member of Source Protection Committee. The results will be distributed to all Source Protection Committees and provincial policymakers in Ontario as well as other regions. 14.6 Adoption of the Previous Minutes By consensus the Quinte Region Source Protection Committee approved the minutes of April 23, 2009, Meeting. 14.7 Role of Ministry Of Environment Liaison Wendy Lavender and Role of Ministry of Health Liaison- Andrew Landy Wendy Lavender, Ministry of Environment Liaison member and Andrew Landy, Ministry of Health Liaison member gave a presentation on their non-voting roles on the Quinte Region Source Protection Committee. 14.8 Report from Chair s Meeting Grand Bend Max Christie Max Christie gave a report from the Chair s Meeting in Grand Bend. Max Christie directed the committee members to the handout, Source Protection Plans under the Clean Water Act. It is a discussion paper on requirements for the content and preparation of Source Protection Plans and needs to be reviewed for comments within ninety days. A regulation will be written this fall after comments have been reviewed Max Christie was copied on a letter from Bryan Brown regarding a new development in Stone Mills. Max Christie told the committee that there is a rural subdivision being planned and Bryan Brown suggested that the committee should get involved. Max Christie noted this is not a municipal water supply and asked the committee for their views on a response. The committee decided Max Christie should send a letter acknowledging the receipt of the letter. 14.9 Status of the Proposed Assessment Report Keith Taylor reported on the status of the Proposed Assessment Report. Keith Taylor directed the committee to their handouts, Table of Contents and Completing the Assessment Report and then proceeded to discuss them. Keith Taylor mentioned a proposal to write common sections jointly with our eastern Page 3 of 5
partners, Cataraqui Source Protection Area, Mississippi-Rideau Source Protection Region and Raisin South Nation Source Protection Region. 14.10 Status of Municipal Studies Keith Taylor updated the committee members on the status of municipal studies on the wells and intakes. He has given a deadline of August 19 for this work to be completed by the consultants. 14.11 Lake Ontario Collaborative Study Update Keith Taylor reported to the committee that the modeling for the Intake Protection Zone 3 for Wellington should be complete by mid August. Environment Canada will be doing a two year study on the pathogens that are present in Lake Ontario. Two pathogens of concern are Cryptosporidium and Giardia which are microscopic parasites that are a common cause of diarrheal illness. 14.12 Threats and Issues Wendy Lavender Wendy Lavender presented information about identifying threats and issues to our drinking water sources. Keith Taylor directed the committee members to look at their handouts, tables for the Provincial Threat Categories with Circumstances that could pose a Significant Risk in a Well Head Protection Area and Intake Protection Zone. He proceeded to discuss them. Keith Taylor told the committee members that Mississippi-Rideau Source Protection Region was the creator of the tables. 14.13 Municipal Meetings Keith Taylor reported that staff had attended the following council meetings: Tweed, Marmora and Lake, Hastings County, Madoc, Prince Edward County, Belleville, Deseronto, Greater Napanee, Centre Hastings, and Lennox and Addington. He also mentioned that County of Frontenac will be done jointly with Cataraqui Source Protection Area. A presentation to Quinte West will need to be arranged as well. Keith Taylor reported that we acquired all our Intake Protection Zone One resolutions needed for the early Action Funding. 14.14 Open Houses Page 4 of 5
Lucille Fragomeni reported on seven open houses held in May and June. 14.15 Water Budget Update Keith Taylor reported that the Tier 2 and 3 water budgets for Madoc wells are proceeding. He also thanked Wendy Lavender for her help in getting up to date information on the permits to take water. Keith Taylor mentioned the Tier 3 water budget will have to be peer reviewed. He also reported that the Roblin Lake Tier 2 Water Budget was underway. A survey of residents was done for Roblin Lake. The timeframe for completion is the end of August. 14.16 Review of Timelines Gantt Chart Keith Taylor directed the committee to the Gantt chart showing the expected timelines and where we are in terms of completing the various tasks. 14.17 Communication Update Lucille Fragomeni reported on the Maude Barlow Event on May 5, 2009 at Albert College. Lucille Fragomeni also updated the committee on the Stream of Dreams Program at Quinte Mohawk School, Madoc Public School and with the Rotary Club at Quinte Conservation. She also noted that this summer, all the day camps at Quinte Conservation will be doing the Stream of Dreams Program. Lucille Fragomeni reviewed the website stats with the committee members and mentioned our groundwater video is one of the most popular items on the website. 14.18 Other Business Max Christie asked Curtis Maracle to present the First Nations Declaration of Water in September. There will be no July 2009 meeting. 14.19 Adjournment Upon consensus the Quinte Region Source Protection Committee adjourned at 9:27 pm.
