CITY OF SOUTH GATE REGULAR CITY COUNCIL MEETING MINUTES TUESDAY, FEBRUARY 12, 2013 CALL TO ORDER Mayor W.H. (Bill) De Witt called a Regular City Council meeting to order at 6:53 p.m. INVOCATION Bishop Juan Carlos Mendez of Centro Christiano Bet-El led the Invocation. PLEDGE OF ALLEGIANCE Elizabeth Gramillo, Youth Advisory Board President, South East High School led the Pledge of Allegiance. ROLL CALL Carmen Avalos, City Clerk PRESENT Mayor W.H. (Bill) De Witt, Vice Mayor Gil Hurtado, Council Member Henry C. Gonzalez, Council Member Jorge Morales and Council Member Maria Davila; City Treasurer Maria Belen Bernal, City Manager Michael Flad, City Attorney Raul F. Salinas 1 PROCLAMATION The City Council issued a Proclamation declaring the month of February as National Teen Dating Violence Prevention and Awareness Month. 2 PROCLAMATION The City Council issued a Proclamation declaring the week of February 17-23, 2013 as "National Engineers Week." 3 PRESENTATION The City Council heard a presentation from a representative of the American Cancer Society presenting information regarding the Relay For Life 24-hour walk/run scheduled for July 13-14, 2013, beginning at 9:00 a.m. at South East High School. 4 PUBLIC WORKS/ ENGINEERING ADMIN The City Council opened the Public Hearing introducing an Ordinance - amending the Municipal Code Chapter 1.54.110, 1.54.440, 1.54.450, 1.54.460, and 1.54.610, pertaining to signature authority, bidding requirements and procedures, and change orders for City purchases and public projects, in order to conform to State Law and unanimously continued the Public Hearing to the City Council Meeting of March 12, 2013, by motion of Council Member Davila and seconded by Vice Mayor Hurtado.
5 ART/MUSEUM/AUDITORIUM FACILITIES/PROGRAMS The City Council unanimously conducted a Public Hearing approving the proposed restoration work on both the Civic Center Building and tile mosaic in accordance with Municipal Code Section 7.68 (Preservation of Cultural Heritage), by motion of Mayor De Witt and seconded by Council Member Davila; and a. Authorized the Building Official to issue the required permits for the proposed work; and b. Allocated $7,000 from the Art in Public Places Fund for the tile mosaic restoration work; and c. Directed staff to restore the tile mosaic as part of the current Civic Center project. COMMENTS FROM THE AUDIENCE Manuela Silva, 5910 Wilson Avenue presented a petition to council requesting her sidewalk be painted blue. She has many health issues. She was informed that the costs would be $1,500. Virginia Johnson, 5751 McKinely Avenue is very pleased to see that the Police Department's website is progressive and up to date. She informed Council that Jenny Wrenn the Hollydale Librarian will be retiring soon. Nick Godoy, 8611 San Gabriel Avenue informed Council that at the last Council meeting he dropped off some letters for Council, City Manager and City Attorney regarding the ROTC Air Force program at the South Gate High School. Council Member Gonzalez reported receiving a letter from the new high school teacher (Sgt Henderson) running the ROTC asking for a donation. Mr. Gonzalez mailed a check for $450.00. Nick Godoy asked if Council could recognize high school students that will be joining the service. He will be meeting with Sgt Henderson and the recruiters for the names of the students. Simona Ramirez works for Assembly Member Anthony Rendon and their office is located at 12132 Garfield Avenue. Mayor De Witt welcomed Ms. Ramirez to the City of South Gate. Alice Cueto, 2911 Willow Place commended the Police Department for helping Ms. Cueto's tenant. Page 2 of 6
REPORTS AND COMMENTS FROM CITY OFFICIALS Mohammad Mostahkami, Public Works Director informed Council that the Firestone/Atlantic intersection project is on schedule. In the last four weeks, TLC has trimmed over seven hundred (700) trees. Paul Adams, Parks & Recreation Director informed Council and the public about some renovation projects at Circle and Hollydale Parks. Steve Lefever, Community Development Director informed Council and the public about the local hire program for the Azalea project. Carmen Avalos, City Clerk mentioned attending the swearing in ceremony of Cristina Garcia, Assembly District 58. She informed Council and the public that all of the Permanent Vote by Mail ballots have been mailed as well as the sample ballot booklets. Council Member Morales asked City Manager if we could have a little ceremony for all the participants that completed the CERTs program. He's also encouraging everyone to attend a short film having to do with a Latino family who has a grandmother with Alzheimer's at the Weaver Library on Tuesday, February 19 th. After the film there will be a presentation by the Alzheimer's Association. He and his wife's prayers and thoughts are with the families that were impacted by the tragedies of the last couple weeks. He thanked the Police Department for everything they do. Council Member Gonzalez mentioned receiving a phone call the other day from Mike Gonzalez on Garfield Avenue thanking Council and Police Department for a great job in taking care of the problem. Council Member Gonzalez is not very happy with the post office situation. Vice Mayor Hurtado mentioned the post office's intention in closing its operation of delivery for Saturdays effective August 5, 2013. He has a request from the Tweedy Mile to place on the agenda an issue about the street fair. He had an opportunity to attend a meeting that was held at South Gate High and speak to a group of parents concerning attendance issues. Mayor De Witt attended the County Sanitation District meeting two weeks ago. The Board of Directors held off on a vote on the county flood control issue on clean water and clean beaches. Carmen Avalos, City Clerk mentioned that next Thursday, February 21St there will be a South Gate forum for all current candidates for the upcoming March election at the Girl's Clubhouse from 6:30 p.m. to 8:30 p.m. Page 3 of 6
CONSENT CALENDAR Agenda Items 6, 7, 8, 9, 11, 12, 13, and 14 were unanimously approved during consideration of the Consent Calendar by motion of Council Member Gonzalez and seconded by Vice Mayor Hurtado. Item 10 was removed from the agenda. 6 PERSONNEL RECRUITMENT & SELECTION The City Council unanimously adopted Resolution No. 7542 entitled A Resolution of the City Council of the City of South Gate amending Resolution No. 6454 (Salary Resolution and Position Classification Plan) by amending the job specification for the Street & Sewer Superintendent, during consideration of the Consent Calendar. 7 PERSONNEL RECRUITMENT & SELECTION The City Council unanimously approved Amendment No. 1 to Contract No. 2881 with the City of Hawthorne for the California Work Opportunity and Responsibility to Kids (CalWorks) and Greater Avenues for Independence (GAIN) Programs to reflect the Agency name change to South Bay Workforce Investment Board, Inc. (SBWIB), during consideration of the Consent Calendar; and a. Authorized the Mayor to execute the Amendment in a form acceptable to the City Attorney. 8 LAW ENFORCEMENT The City Council unanimously approved the Subrecipient Agreement (Contract No. 2892) with Los Angeles County for the 2010 State Homeland Security Grant Program for the purchase of an Automated License Plate Reader (ALPR) Server, installation of ALPR cameras at Atlantic Avenue and Firestone Boulevard, and the purchase and installation of a Relay Point at the Salt Lake Water Tower, during consideration of the Consent Calendar; and a. Authorized the Mayor to execute the agreement in a form approved by the City Attorney. 9 STREETS/SIDEWALKS/ LANDSCAPING The City Council unanimously approved Amendment No. 1 to as-needed services Contract No. 2807 with Ron's Maintenance Inc., for additional maintenance services of stormwater catch basins within the City; City Project No. 479-GEN, during consideration of the Consent Calendar; and a. Authorized the Mayor to execute the Amendment in a form acceptable by the City Attorney. Page 4 of 6
10 This Item has been removed from the Agenda 11 PARKS The City Council unanimously accepted as complete the South Gate Park Infrastructure Improvement Project Areas 1-3, City Project No. 418- PRK, during consideration of the Consent Calendar; and a. Directed the City Clerk to file a Notice of Completion with the Los Angeles County Recorder's Office. 12 PARKS The City Council unanimously accepted as complete the South Gate Park Infrastructure Improvement Project Area 4, CDBG Activity No. 496 and City Project No. 477-PRK, during consideration of the Consent Calendar; and a. Directed the City Clerk to file a Notice of Completion with the Los Angeles County Recorder's Office. 13 INVESTMENTS The City Council unanimously received and filed the Quarterly Investment Report for December 31, 2012, during consideration of the Consent Calendar. 14 MINUTES The City Council unanimously approved the Special and Regular City Council meeting minutes of January 8, 22 and 24, 2013, during consideration of the Consent Calendar. 15 WARRANTS AND CANCELLATIONS The City Council unanimously approved the Warrants and Cancellations for February 12, 2013, by motion of Council Member Gonzalez and seconded by Vice Mayor Hurtado.
