NOTES: Table 1: Data on population came from 1985-1986 Wisconsin Blue Book 747. The state population figure excludes the population of Milwaukee County. All other information carnefrom Report 13A of the State of Wisconsin Director of State Courts Office of Court Operations, Madison, Wisconsin (Feb. 2, 1986) [hereinafter referred to as Report 13A]. The "tort" category consisted of products 1iabiIity, personal injury-auto, medical malpractice- other, medical malpractice-after PCP, wrongful death, intentional tort, other personal injury and property damage. "Contract" consists of money judgment, other contracts, and other debtor actions. "Property" includes condemnation review, foreclosure of mortgage, and other real estate. "Other" consists of all the other categories within the "civil" area not included in "tort," "contract," or "property." Divorce corresponds to "divorce" in Report 13A. Similarly, the table's category "paternity" reflects the Report 13A category "paternity." "Other" refers to all family cases not included in "divorce" or "paternity." "Total" is the total of civil plus the total of family cases. ~ Table 2: Table 2 uses all the same categories as Table 1. population estimates were computed against "filed" in Report 13A to yield filings per 1000 population. Table 3: This information carne from Report 13A. The information

on the "Clean-up" of inactive caseload came from Tables 7 and 8, and Appendix B of a press release dated April 2, 1986 from the Office of J. Denis Moran, Director of State Courts, Madison, Wisconsin. Table 4: The category "settled before trial" corresponds to ---- Report 13A's column "STP/PLD Before Trial," which was compiled using classification codes "settlement prior to court activity," "settlement at pre-trial conference," "settlement before trial," "default/uncontested judgment," and "settlement at trial." "Dismissed"corresponds to Report 13A's column "Dis~issed before trial" which was compiled using classification codes "dismissednew jurisdiction," and "dismissed." The category "other" corresponds to Report 13A's classification "other" comprised of classification codes "other" and "change of Venue-Case to be Refiled out of County." "Court" corresponds to Report 13A's category "court trial," which included the disposition classification "judgment after court trial," or the activity class of "court trial." "Jury" corresponds to Report 13A's category "jury trial" which comprises "judgment after jury trialbefore verdict," and "judgment after jury trial-after verdict," or the activity class of "jury trial." "Tota 1 Disposed" corresponds to the figures in Report 13A for the "total disposed" column. "Per cent to trial" is computed by adding "Court" and "Jury" together and computing as a percentage of cases disposed, the number that went to trial. "Total" refers to the number of "jury" plus the number of "court."
