As a result of internal conflicts in Syria began in March 2011, more than 11 million Syrian Arab Republic citizens were forced to leave their homes while 13.6 million people are still in Syria in dire need of humanitarian assistance. According to the United Nations High Commissioner for Refugees (UNHCR), 4.8 million people have taken shelter in neighboring countries such as Turkey, Lebanon, Iraq, Jordan and Egypt and 6.6 million people have been displaced in Syria. As of September 2017, 3.168.757 Syrian citizens are registered in our country while only 233.249 of them are living in temporary shelters (camps) according to the Prime Ministry Disaster and Emergency Response Agency (AFAD) data. "Syrian Crisis Humanitarian Relief Operation" was initiated on April 29, 2011 within the coordination of Turkish Red Crescent, Ministry of Foreign Affairs and AFAD following the first entry to Turkey from Hatay border in 2011. There are currently 12 tent cities and 11 container cities deployed in 10 provinces in the Southeastern Anatolia. As of September 2017, 112 Turkish Red Crescent personnel serve in the field (10 provinces). All the activities carried out within the scope of the operation are followed up and coordinated by the "Syrian Crisis Country Coordination Office" in Gaziantep and by the "Migration and Refugee Services Department" at the central level, in Ankara. Turkish Red Crescent Operations are structured in four main areas;
Border Relief Operations: For those in need on the Syrian side of the Turkish border. In-Camp Operations: For those residing in 23 temporary accommodation centers in Turkey. Off-Camp Operations: For those residing in urban areas across the country. Irregular Migration Operations: For those returned from Europe or saved at the Aegean Sea. 1. BORDER RELIEF (CROSS BORDER) ACTIVITIES Based on demands received by Syria, humanitarian aid materials (food and non-food items), which have been admitted and examined with great care, are sent to Syria without violating their border rights since August 2012 (at the zero point of Turkey-Syria border). Humanitarian aid materials donated by national and international institutions and individuals are handed over to Syrian needy people from 12 border aid points in Hatay, Kilis, Gaziantep, Şanlıurfa and Mardin provinces. In addition, humanitarian aid materials coming from abroad through air, sea and land are accepted at the customs, ports and airports in the region and are delivered to Syrian needy people from the mentioned border assistance points. Aleppo Emergency Response As a result of the conflicts took place in December 2016 in the Aleppo district of Syria, approximately 45.000 people were evacuated and moved towards the borders of Turkey. Upon the mentioned developments; a donation campaign was launched by the TRC in order to send the most urgent humanitarian needs of the IDPs.

Idleb Emergency Response Due to the conflicts in Syria, many Syrian families were forced to leave their homes. The Turkish Red Crescent currently supports a total of 2.500 families in 12 orphanages and 4 camps inside Syria. Also clothing needs of the poor families are met through 9 clothing stores, free of charge, established Idleb region by TRC. Jerablus Emergency Response TRC also regularly provides support to the camps in the Jerablus region of Syria, especially to those which host people who fled due to the conflicts in the Al Waer region. TRC teams also installed shower and WC containers inside those camps. NON-FOOD SUPPORT PROJECT As a result of negotiations with the United Nations High Commissioner for Refugees (UNHCR), Non-Food Support Project came into force in 2015 with the aim of meeting the nutritional needs of foreigners living in urban centers of Turkey. Within the scope of the project, humanitarian aid items provided by UNHCR are taken into TRC warehouses, and upon jointly agreed distribution plan the goods are delivered by the TRC staff and distributed with the support of the local authorities. Since the beginning of the project, a total of 50.000 hygiene kits were distributed in Hatay, Kilis, Gaziantep, Şanlıurfa, Kahramanmaraş, Mersin, Bursa and Batman. Also the distribution
of 10.000 non-food items (blankets, pillows, sheets, mattresses, baby kits, kitchen kits, hygiene kits, heaters and stoves) for foreigners living in Adana, Mersin, Bursa, İzmir, Ankara, Konya, Kayseri and Osmaniye are completed. The details of distributed items are as follows; 12,000 in Hatay 7,000 in Kilis 3,832 in Kahramanmaraş 7.836 in Gaziantep 15.332 in Şanlıurfa 500 in Mersin 500 in Bursa 3.000 in Batman 3. KIZILAYKART PROGRAMME Nutritional needs of the Syrian Arab Republic citizens residing in temporary shelter centers (camps) in Turkey used to be met as hot-meal distribution by the camp administrations, procured from the markets or cooked in mobile kitchens deployed in the camps. However, it was noticed that the hot meal distribution did not comply with the local taste/cultural habits of the Syrian people, so the practice of hot-meal distribution caused considerable food waste as well as financial difficulties. The "Kızılaykart" programme, which had already been implemented by TRC towards needy people in Turkey, was offered for the use of the Syrian citizens who resided in the Kilis- Öncüpınar camp for the first time on October 5, 2012 as an alternate implementation to hotmeal distribution. With the financial support of the United Nations World Food Programme (WFP) and technical support of Halk Bank, the Kızılaykart programme paves the way for Syrians that reside in urban areas as well as 11 temporary shelters located in 10 provinces to purchase food from the contracted markets as per their preferences. Thus, cardholders are offered the opportunity to socialize within the host community they live in, and enjoy the privilege to control their family budgets.
3.1. In-Camp Implementation Within the scope of the in-camp implementation, which is currently being implemented in 11 camps, 50 TL are uploaded monthly per person living in a household. Since October 2012 453.186.695,00 TL were transferred to the cards, and 140.231 Syrians were reached through the mentioned implementation. 3.2. Emergency Social Safety Net (ESSN) As a result of negotiations between the officials of the Turkish Red Crescent, the Ministry of Family and Social Policy (ASPB), the United Nations World Food Program (WFP), AFAD and the European Commission General Directorate of Humanitarian Assistance (ECHO) It has been decided that the program will include 1.3 million foreign beneficiaries with a Foreign Identity Document that started with 99 which is issued by the General Directorate of Immigration of the Ministry of Interior. In the planned system, the applications of the families were planned by using MoFSP's data system, and the operational support and technical support provided by WFP was reached by the Turkish Red Crescent for all the remaining processes. Within the context of ESSN, family applications are received by TRC and MoFSP staff through 1.002 Social Assistance and Solidarity Foundations in Turkey, in addition to 23 "Service Centers" provided by TRC in 18 provinces. Online MoFSP database system is used to add and select the eligible families to benefit from the programme as per the programme
eligibility criteria. 100 TL are uploaded monthly per person living in a household. The amount has been increased from 100 TL to 120 TL by June 2017. Programme Related Information According to negotiations with relevant institutions and organizations, 1. Through the Emergency Social Safety Net (ESSN) Programme, carried out nationwide through the Kızılaykart since November 28th, 2016, in partnership with TRC, the Ministry of Family and Social Policies and the United Nations World Food Programme, a total of 941.079 vulnerable foreigners meeting the demographic criteria were paid 137.387.830,00 TL as of August 2017. The total uploaded amount from the start date of the program to the day is 513.161.110,00 TL. Pilot implementation of the Kızılaykart -ESSN Program was initiated in October of 2016 in the central district of Sivas along with the districts of Ayaş and Altındağ in Ankara. After the pilot application, 539 household with program criteria were uploaded via Kızılaykart. 2. With the changes in the criteria (the number of people with disabilities was reduced from 2 to 1, the dependency ratio was reduced from 2 to 1), and the new target was increased by 1.3 billion (TL 120 per TL 100) person. 3. In line with the applications for September, it is expected that the number of estimated beneficiaries will exceed 1 million and total payment amount will exceed TL 121,492,680.00 ESSN Project loading amount in September is foreseen 121.492.680,00 TL. ESSN Project September beneficiary number is foreseen 1.012.439 people. 4. Card distribution rate is around 97%.

There are currently 109 interpreters serving in the District Social Assistance and Solidarity Foundations and whose employment is provided by the Turkish Red Crescent in order to support the application process of the applicants. 6. Our program partner under the ESSN Program Four staff members were employed by our institution to work in the General Directorate of Social Assistance of the Ministry of Family and Social Policy. 3.3.Call Center In October 2015 with the aim of providing free support for the Kızılaykart beneficiaries in 6 different languages including the Arabic and Turkish languages, a call center was opened in Gaziantep completely free of charge for the application processes, password and cash issues and updating user information. All sorts of inquiries related to the cards (balance problems, applications, withdrawal failures, etc.) are being received and answered by TRC operators working in the call center. Gaziantep Call Center was later integrated with the "168 Red Crescent Call Center". The total number of records received at the call centers is 307.043 most of these calls are "getting information about the status of the applicant period, 43,78% of the election process and 20,37% of informing the applicant".
3.4. Joint Management Cell The Joint Management Cell has been established to evaluate possibilities, problems and solutions within deadlines by identifying the targets for the programme. JMC reduces the workload of staff by grouping topics and assignments which have been mapped. It also carries out the discussion, classification and progress in topics of previous meetings and asking for opinions and ideas of participants for topics which needs to be solved in each meeting. Each task force carries out their duties with targets and solutions needed within the deadline. 4. CHILD PROTECTION PROGRAMME In cooperation with the United Nations Children's Fund (UNICEF) and TRC, the Child Protection Programme was initiated in May 2013. Within the framework of the programme, 56 TRC Youth Workers perform recreational activities to school-aged (4-18 ages) Syrian children and adolescents in child friendly spaces (CFSs). The programme is currently operational in 19 Temporary Accommodation Centers, 10 Community Centers, 2 Mobile Units and 1 Child Protection Center (Ankara). Basic psychosocial activities, complementary education, entertaining and skill-building activities for children and youth are provided in CFSs.
Through this particular programme, it is aimed to increase the adaptation and social harmonization of school-aged Syrians by enhancing their resilience in the host community. Within the scope of the project, a large majority of the children living in camps, including children with disabilities have been reached. RC/RC MOVEMENT COOPERATION PROGRAMME Red Cross-Red Crescent Movement Cooperation Programme came into force in 25 March 2016, in order to manage and maintain the collaboration with the movement actors such as the International Federation of Red Cross and Red Crescent Societies (IFRC), the stakeholder National Societies as well as the International Committee of the Red Cross (ICRC). Within the framework of the Red Cross-Red Crescent Movement Cooperation Programme, projects are developed to find solutions to the problems of foreigners in Turkey. The current projects that Red Crescent-Red Crescent Movement Collaboration Programme is working on are; Community Center Project, Ankara Şehit Serhat Önder Child Protection Center, Ulucanlar Soup House Project. Also, Restoring Family Links (RFL), ESSN - Protection
Programme Component and CCTE - Protection Programme Component are the other programmes. 5.1. Supporting Urban Refugees Project Supporting Urban Refugees Project was carried out with the aim of supporting the Syrians living outside of camps with the financial support of the IFRC. 586.400 people were reached in Ankara, Adana, Bursa, Konya, İzmir and İstanbul and in other cities in need. Within the scope of the project; food items, kitchen sets, hygiene sets and blankets are distributed by TRC staff. Community Center Project Most of the Syrians that escaped from the conflicts in their country and now live under temporary protection in Turkey prefer city centers to camps. Therefore there had been a serious increase in the Syrian population in urban areas of Turkey, especially in the border provinces such as Gaziantep, Şanlıurfa and Kilis within a rather short period of time. In January 2015, the Community Center Project came into existence with the support of the IFRC to respond to the increasing human needs in line with the population growth in urban areas. The first Community Center was launched in Şanlıurfa on January 20, 2015. As of July 2017, there are 10 Community Centers in Turkey [Şanlıurfa, İstanbul (Asian side and European side), Konya, Ankara, Kilis, Bursa, İzmir, Adana and Mersin]. The services and activities given at the Community Centers are as follows: Psychosocial support services Protection Child and youth programs Information and referral services Livelihood development and compliance activities Health care Advocacy activities Volunteer activities
5.3. Ulucanlar Soup Kitchen Project "Ulucanlar Soup Kitchen", which has been providing daily meals to needy people since 1919 within the supervision of the Turkish Red Crescent Ankara Branch in the Ulucanlar area of Ankara, has been restored in 2016 with IFRC financial support to serve foreign residents in the neighborhood. In addition to the hot food service in the soup kitchen, two meals of hot food are also delivered daily with mobile catering vehicles to the houses of Syrian and Iraqi families, who do not have the opportunity to come to the soup house. Through the mentioned project around 5.000 people are reached per day.
5.4. Ankara Şehit Serhat Önder Child Protection Center Şehit Serhat Önder Child Protection Center provided services in March 2017, in which activities, workshops, seminars and trainings were organized under various topics to provide psychosocial support with the children in the Child Friendly Space and Youth Friendly Space for 6-18 age group. At the center, a need-based education method is followed. The center also monitors the psychological and developmental processes of the children and the related activities are carried out by professionals. The meals from Turkish Red Crescent Ankara Branch Soup Kitchen are served to children who come to the center both in the morning and in the afternoon. There is also shuttle servie for children. 733 children are reached through the activities as of September 2017. 5.5. Restoring Family Links (RFL) The over six-year crisis in Syria has displaced more than 4,8 million people into the neighboring countries and thousands of people have become separated from and/or lost their family members on the migration routes. Tracing activities for both people who are living in Turkey and want to locate their family members abroad, and people who are living abroad and want to locate their family members in Turkey; family reunification between especially family members who cannot come to Turkey by regular ways from Syria and who have gone to Europe; and Red Cross/Red Crescent message for maintaining family links and preventing the losing contact are needed especially in the irregular migration cases to or throughout Turkey. ESSN - Protection Programme Component Within the cash support applications covered by the ESSN Project, Service Centers has encountered some complaints and problems requiring intervention based on protection, along with the cash transfer. To answer this need, ESSN Protection Programme has been initiated with the support of IFRC in March 2017. Within this context, complaints and problems has been taken and those are followed and referred by field teams. 5.7. CCTE - Protection Programme Component TRC and UNICEF have created collective access teams to engage and evaluate a significant proportion of the families in the disadvantaged group who have the necessary conditions to benefit from CCTE (15 in the first stage). These teams will ensure that problems in the field
of child protection, including domestic violence, child labor and child marriage are identified and referral to relevant services is provided. In addition, adults who are encountered in the household visits are taken as cases or redirected to relevant places if necessary.
