BUSINESS OUT OF MINUTES.1 Bekar Brothers Industries Ltd., 2545 McCallum Road - Development Permit No. 1094 (3020-20/ D97-23) The Manager, Current Development presented Report No. DEV 97-182 dated May 28, 1997, from the Senior Planner, which recommended that Development Permit No. 1094, for the Bekar Brothers Industries Ltd. property at 2545 McCallum Road, be approved for issuance. The subject site is in the Central Business District Development Permit of the Abbotsford Official Community Plan, which ensures that buildings and projects are architecturally distinctive, carefully integrated in function, attractive in appearance, and compatible with adjacent land uses. If approved, the permit would allow construction of a 2,036 m 2 commercial retail building, and Abbotsford Zoning By-law, 1996, would be varied to reduce parking to 64, rather than the required 70 parking spaces. The owner, Bekar Brothers Industries Ltd., has agreed to the contents of the permit, and surrounding property owners and occupiers have been notified that they may comment on the proposal. Lehman Developments Ltd. lands at 2476 Mt. Lehman Road, be approved for issuance. The subject site is located in the Natural Environment and Hazardous Condition Development Permit Area of that Abbotsford Official Community Plan. NEW BUSINESS.1 City of Abbotsford Fire Department 1996 Annual Report (0645-20) Moved by Councillor Wiebe, seconded by Councillor Ross, that the City of Abbotsford Fire Department 1996 Annual Report, be received. R438-97 CARRIED..2 City of Abbotsford Public Works Department and Precision Service and Pumps - Buchanan Water Booster Station - Tender (5330-50/15) Report No. ENG 97-43 dated May 23, 1997, from the Manager, Utilities, presented the results of quotations for the Buchanan Water Booster Station. The quotation was separated into two lump sum items for Siteworks/ Building and Pumps/ Pipeworks in order to obtain the most competitive price for the work. The Terms of Reference for the project allowed the City to choose the lowest bidder in each category. Quotations were received from four private companies, plus the City's Public Works Department submitted a quote for Item 1 - Siteworks/ Building. Moved by Councillor Ross, seconded by Councillor Lee that, as recommended in Report No. ENG 97-43 dated May 23, 1997, from the Manager, Utilities: (1) the budget for the Buchanan Water Booster Station be increased to $50,000; (2) the 1997 Capital Budget be amended to include this project cost; (3) Buchanan Water Booster Station, Item 1, Siteworks/ Building, be awarded to the low bidder, the City of Abbotsford Public Works Department, for a price of $17,333.44, including G.S.T.; (4) Buchanan Water Booster Station, Item 2, Pumps/ Pipeworks, be awarded to the low bidder, Precision Service and Pumps, for a price of $25,916.00, including G.s.T.; and (5) the Mayor and City Clerk be authorized to execute all documentation related to this award.

Staff gave assurances that the project would be completed for the tendered price, and clarified that 15% of the Public Works Department's quoted price was allotted to overhead costs and administrative fees.
