INFORMATION AND PROPOSALS B-1-a Visitor Comments The school board and administrative staff encourage and appreciate citizen interest in meetings of the board of education. This section of the agenda is designed to hear the views of citizens about their schools and items on the agenda. Persons wishing to address the board may make written requests in advance of the meeting or indicate their name, address and the item which they wish to address on the Visitor Form located along with tonight s agenda materials. Each speaker is asked to address the board at the visitor s podium so the speaker s remarks may be clearly heard. The speaker should give his or her name and address and limit comments to five minutes. The board meeting is being digitally and visually recorded. We provide a time for citizen remarks at every regular meeting. At no time do we allow particular grievances about an employee to be aired. These remarks will be declared to be out of order and will be terminated when they are made about a specific employee. Any such discussion is not allowed in a public meeting, but may be discussed in an executive session at the board s discretion. Board members may ask questions of the speaker for information or clarification and may or may not make comments in response to a speaker s remarks. No board member has the power or authority to act for the board; therefore, no response from an individual board member should be interpreted as an official action. Requests for information about any subject should be made in writing to the board president or superintendent. Requests for information at the board meeting will be referred to the superintendent for review and report to the board. Thank you for your cooperation. FUND OBJECT AMOUNT 001 100-Personal Services 200-Benefit 400-Purchased Services (-$1,500.00) 500-Supplies $1,500.00 600-Equipment 700-Replacement 800-Dues/Fees 900-Other Uses of Funds TOTAL $0.00 C-1-c RESOLUTION APPROVING AXA AS AN ADDITIONAL PROVIDER UNDER THE DISTRICT S SECTION 457 PLAN Recommended motion: to approve the following resolution: WHEREAS, the Worthington School District (the District ) previously adopted and maintains an eligible deferred compensation plan under Section 457(b) of the Internal Revenue IRC ( IRC ) through the Ohio Association of School Business Officials ( OASBO ) OASBO 457 Deferred Compensation Plan (the Plan ); and WHEREAS, in prior years, OASBO has maintained a Plan Provider Agreement with Voya Retirement Insurance and Annuity Company ( Voya ), pursuant to which Voya has provided (i) group annuity contracts that meet the requirements of IRC Section 457(g)(3) ( Provider Contracts ), and (ii) assistance with certain aspects of Plan administration; and and WHEREAS, the Plan provides that it may be amended from time to time by OASBO; WHEREAS, OASBO has amended and restated the terms of Plan and the Plan Provider Agreement, effective as of April 1, 2017; and WHEREAS, under the amended Plan and Plan Provider Agreement, AXA Equitable Life Insurance Company ( AXA ) also is permitted to (i) offer Provider Contracts, and (ii) assist with certain aspects of Plan administration; and WHEREAS, as a Participating Employer under the Plan, the District wishes to permit Eligible Employees under the Plan to be able to select Provider Contracts from either or both of Voya and AXA for receipt of their employee contributions under the Plan; - 3 -

NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Worthington School District, Franklin County, Ohio, that: Section 1. Inclusion of AXA as a Plan Provider. Effective as of November 27, 2017, in connection with the administration of the Plan, both Voya and AXA shall be permitted to offer Provider Contracts for receipt of employee contributions under the Plan. Voya and AXA shall do so pursuant to, and in accordance with, the terms of the Plan Provider Agreement between OASBO and Voya and AXA. The Treasurer is hereby authorized to execute the OASBO Plan Provider Selection Agreement and any other documents that may be necessary for inclusion of AXA as an additional Provider under the Plan. Section 2. Compliance with Open Meeting Requirements. This Board finds and determines that all formal actions of this Board and any of its committees concerning and relating to the adoption of this Resolution were adopted in an open meeting of this Board or committees, and that all deliberations of this Board and any of its committees that resulted in those formal actions were in meetings open to the public, in compliance with the law. Section 3. Captions and Headings. The captions and headings in this Resolution are solely for convenience of reference and in no way define, limit or describe the scope or intent of any Sections, subsections, paragraphs, subparagraphs or clauses hereof. Section 4. Effective Date. This Resolution shall be in full force and effect from and immediately upon its adoption. ACTIONS RECOMMENDED BY THE SUPERINTENDENT ROUTINE BUSINESS Superintendent recommends that the Board of Education approve the consent agenda Items C-2-a through C-2-c. Action by the Board of Education in "Adoption of the Consent Agenda" means that all items listed under the Consent Agenda are adopted by one single motion unless a member of the Board or the Superintendent requests that any such item be removed from the consent agenda and voted upon separately. Employments, where applicable, are contingent upon: 1. Verification of education and experience. 2. Proof of proper licensure certification. 3. Clean results from a criminal records check. 4. All employment is subject to a properly executed contract. Knox Michelle Umali Terrence Dritz Russel Johnson ACTIONS RECOMMENDED BY THE BOARD OF EDUCATION D-1-a RESOLUTION ADOPTING BOARD OF EDUCATION S DESIGNATED EXPULSION APPEAL HEARING OFFICER S FINDINGS OF FACT AND CONCLUSIONS AND RECOMMENDATION Recommended motion: to approve the following resolution: WHEREAS the Superintendent of the Worthington City School District ( School District ) expelled a student ( student ), from the School District for violations of the student code of conduct; and WHEREAS the Superintendent expelled the student with the expulsion beginning on October 23, 2017 and the student to return to school on October 23, 2018; and WHEREAS the parent of the student appealed the Superintendent s expulsion; and WHEREAS the Worthington City School District Board of Education s ( Board of Education ) designated expulsion appeal hearing officer, Attorney Jennifer Readler, held an expulsion appeal hearing on November 10, 2017; and WHEREAS pursuant to Ohio Revised Code Section 3313.66 and Board of Education policy and rules and regulations, the designated expulsion appeal hearing officer has made findings of fact and conclusions and a recommendation to the Board of Education with regard to the expulsion appeal; and WHEREAS the Board of Education s designated expulsion appeal hearing officer has recommended that the expulsion be affirmed; and WHEREAS the Board of Education believes that its designated expulsion appeal hearing officer s recommendation is well taken; - 9 -

NOW, THEREFORE, BE IT RESOLVED that the Board of Education, pursuant to its authority under Ohio Revised Code Section 3313.66 and Board of Education policy and rules and regulations, hereby adopts the Board of Education s designated expulsion appeal hearing officer s findings of fact and conclusions and recommendation to the Board of Education with regard to the expulsion appeal; and BE IT FURTHER RESOLVED that the Board of Education, pursuant to its authority under Ohio Revised Code Section 3313.66 and Board of Education policy and rules and regulations, hereby affirms the expulsion. BE IT FURTHER RESOLVED that the Treasurer of the Board of Education will notify the student and parent of the Board of Education s decision by certified mail to be postmarked November 28, 2017. D-1-b Appointment of Worthington Library Trustee Recommended motion: to appoint Gary Sandefur to serve on the Worthington Public Library Board of Trustees. Mr. Sandefur will fill the vacancy created when John Butterfield s term expires on December 31, 2017. The new seven-year term will run from January 1, 2018 through December 31, 2024. The committee completed its discussion of the candidates on November 8. The Board of Governance Committee presented Gary Sandefur as the trustee candidate to the Board of Trustees at the regular board meeting on Tuesday, November 14, 2017, and the Board approved the nomination.
