Jones, Division Superintendent Dr. Anita Wallace, Assistant Superintendent Mrs. Maureen Hijar, Director of Instruction Dr. Rebecca Beale Broaddus, Clerk of the Board Mr. Wendell Sims called the meeting to order at 6:01 p.m. and Dr. Rebecca Beale Broaddus proceeded with the roll call. 07-08-145: Rezonin2: in the Ladvsmith Attendance Zone James Satterwhite, Supervisor of Transportation, gave an overview of the proposed changes in the Ladysmith Attendance Zone and distributed maps showing the proposed attendance areas. The proposed changes would result in two K-5 schools with enrollments of 700-750 at the new Lewis and Clark Elementary School site and 300-350 at the current Ladysmith Primary School site. 07-08-146: Open Public Hearin1! Mr. Wendell Sims1 School Board Chairman, opened the public hearing at 6:05 p.m, 07-08-147: Public Comments 1 2. Lou Simpson shared his concerns that the new school should be shared by all of the students and that it was wrong to divide the community when the schools are not equal. He suggested building 3 new schools. Denise Blasiol stated that K-5 schools and the attendance zone are related to each ' other and that K-5 should not be implemented until everything is equal. She also stated that she was in favor of the K-5 concept. Lori Payne addressed the Board the about the K-5 concept stating that she supported comments made at the Public Hearing regarding the need to wait. She also expressed concern about protecting the children if construction was to take place at Ladysmith Primary School. Kay Loving spoke to the Board about the Career Coach position at School and the partnership with Gemlanna Community College for this position. She described many of the job functions of this grant funded position. Charles Tillapaugh addressed the Board to express his thanks for the support during the Polar Plunge and indicated that over $10,000 had been raised for heating assistance. He also requested that the Board review the recommendations that would be presented by the Special Education Advisory Committee (SEAC) and stated that he appreciated last year's support. J ayme Herndon addressed the Board to request that the Board consider the addition of a teacher for the IT and Business Department at School. 07-08-152: Consent Ae:enda A motion was made by Mrs. Watkins, seconded by Mr. Anderson, and unanimously approved by the Board to adopt the consent agenda. Item e. VSBA's Superintendent Search Service was pulled from the Consent Agenda and voted on in the open session following the closed session.
Evelyn Rogers presented the Special Education Advisory Committee Report. The report included a summary of on-site visits from last year. It highlighted three areas of focus and recommendation including Community Based Instruction (CBI), a Vocational/Technical Center for job and life skills training, and transition planning. Stanley Jones reviewed the policy for naming schools. Suggested names for schools must be in writing, state the name of the person or group making the suggestion, and must state the reasons supporting the suggestion. Schools may not be named for a living individual and may be named for individuals who have been deceased for at least ten years. Michelle Hinegardner presented a report from a renaming committee suggesting the name Madison Elementary School to replace the name of Ladysmith Primary School when it becomes a K-5 school.
Anita Wallace reviewed the procedures in place for the posting of vacancies and the hiring process. Vacancies are advertised and notifications are posted in the schools and the Central Office and notifications are mailed to placement/career services departments of colleges, universities and professional publications in addition to posting on appropriate websites. The process includes the receiving of applications, personal interviews, reference checks, recommendations being sent to the superintendent, and recommendations to the School Board for approval. Tami Redding presented a report on the CBGS Board Meeting on January 10, 2008. Students from King William, King George and Caroline currently attend the Bowling Green site. King William is planning to move its students to the Glenns site over the next three years opening slots for other school systems or additional slots for current participating school divisions. The Bowling Green site was recently upgraded and equipment was added. 07-08-162: ReDort on Census Un formational Item) Maureen Hijar presented a report on the 2008 Triennial School Census. School divisions are required to submit a summary count of all persons ages 5-19 residing in their respective counties, cities, and towns. January 1 through July 15,2008 has been announced as the time period for the conduction and completion of the census. 07-08-163: Closed Session -- The board convened into closed session under Section 2.2-3711 (A) (1) of the Code of Virginia, 1950, as amended, to discuss appointments, resignations, temiinations, a FMLA (Family Medical Leave) request, a salary increase, and the substitute teachers list; and for consideration of a recommendation for disciplining a student enrolled in the school division, as authorized by Section 2.2-3711 (A)(2), of the Code of Virginia, 1950, as amended- Discipline Case-02-11-08.07. A motion to convene into closed session was made by Mrs. Redding,
seconded by Mr. Anderson, and unanimously approved by the Board. The Board convened into closed session at 8:13 p.m. On a motion by Ms. Watkins, seconded by Mr. Anderson, and unanimously approved by the Board, the Caroline County School Board reconvened into regular session at 9:24 p.m. An approved Certification of Executive Meeting, which includes a statement concerning items discussed in closed session, is attached to the minutes. 07-08-164: Action on Superintendent's Personnel A!!enda A motion to approve the personnel agenda of the Superintendent as amended was made by Mrs. Redding, seconded by Mr. Anderson, and was approved by the Board by a vote of 4 (Anderson, Redding, Watkins, and Sims) to 1 (peatross). 07-08-165: Action on Superintendent's Discipline A!!enda A motion that Discipline Case 02-11-08.07 be admitted to school with time served and a meeting with the family was made by Ms. Watkins, seconded by Mr. Anderson, and was approved by the Board. Mrs. Redding abstained from the vote. 07-08-166: Other Motion- VSBA's Superintendent Search Service A motion to employ VSBA to assist with the superintendent search was made by Ms. Watkins, seconded by Mrs. Redding, and was approved by the Board by a vote of 4 (Redding, Watkins, Anderson, and Sims) to 1 (Peatross). 07-08-161: Other Matters A discussion was held regarding transition to K-5 schools. No action was taken. 07-08-168: Adionrnment A motion to adjourn was made by Ms. Watkins, seconded by Mr. Peatross, and unanimously approved by the Board.
