Request for Comments on Mineral & Coal Notice of Work, Report by C.Speaker, CAO # 16843 Moved, Seconded THAT Council send a letter of support to the Ministry of Energy, Mines and Petroleum Resources supporting Centremount Coal's request for exploration of Bingay Creek subject to the following conditions; THAT Centermount Coal be responsible to treat and maintain the Elk Valley Forest Service Road North of Highway 43 to minimize the dust generated with the increased activity on the road; THAT Centermount Coal be required to decommission and remove the camp facilities once the exploration work is completed; AND THAT Centermount Coal be required to report to the District of Elkford every three months regarding the progress of the work plan. BYLAWS OTHER BUSINESS Teck Coal Limited 2009 Annual Air Quality Report for Waste Management Permit PA- 6249 MAYOR AND COUNCILLOR'S REPORTS & COMMITTEE BUSINESS COUNCILLOR MCGREGOR Councillor McGregor would like the staff to be aware that soccer season is approaching again and there could be another issue with storage for the soccer equipment. Councillor McGregor attended the Centermount Coal meeting on March 3, 2010. COUNCILLOR CONIBEAR Councillor Conibear attended the Columbia Basin Trust meeting on February 24 and found it interesting. He also attended the Centermount Coal presentation on March 3, 2010. Page 3 of 5
Councillor Conibear announced that the Rod and Gun Club are having their annual get together at the Union Hall Saturday March 13 from 5:00-9:00. (c) COUNCILLOR ROBINSON Councillor Robinson was pleased to see the street sweeper out. (d) COUNCILLOR WILDEMAN Councillor Wildeman will be attending an MIA meeting April 8 in Victoria. March's meeting was a conference call. Councillor Wildeman asked what the streamers frozen behind the arena were from? Director, Leisure Services replied that they are the shavings from the curling ice. (e) COUNCILLOR ZAROWNY Councillor Zarowny attended the Columbia Basin Trust luncheon. Attended the Centermount Coal presentation to the public on March 3, 2010. The on call phone number that is in the phone book is wrong. A resident tried to phone it when needed assistance and found that the number was incorrect in the phone book. Councillor Zarowny asked if the District had heard from Invest Kootenay yet? CAO replied not yet. (f) JESSICA BOHN, YOUTH REPRESENTATIVE Jessica mentioned that youth in Elkford would like a dirt jump park. Sparwood and Fernie both have one and Elkford's youth drive to the towns to use the parks. Mayor McKerracher asked how much is involved? Director, Fire Rescue commented that having a BMX park would give the youth something to do in town. CAO suggested that if Council would like staff to look further into it they can. Maybe set up a youth committee that can help with input. Councillor McGregor asked Jessica to research what Fernie and Sparwood wished they have done differently? Mayor McKerracher asked Jessica to see how much land would we need. Jessica said that she will look into it further. Jessica also attended the Ice show. She enjoyed it. Page 4 of 5
(g) MAYOR MCKERRACHER PUBLIC QUESTION PERIOD Mayor McKerracher attended the Early Childhood Development Committee meeting held on March 1. He met the new coordinator, thanked Carmen Murray, former coordinator, for her hard work and encouraged the group to continue sending minutes. Attended the RDEK meeting. The budget was passed. Cranbrook is shooting for Hockeyville. Baynes Lake seniors housing is proceeding. Voted in support of a sculpture at the Cranbrook Regional Airport. RDEK is working on a regulatory bylaw to regulate the sale of fireworks. Master Elkford womens curling team came in third at the provincials.
