INAUGURAL COUNCIL MEETING MINUTES DECEMBER 8, 2014 An Inaugural Meeting of the Council of the City of Vancouver was held on Monday, December 8, 2014, at 5:08 pm, in the Council Chamber, Third Floor, City Hall. PRESENT: CITY MANAGER S OFFICE: CITY CLERK S OFFICE: Mayor Gregor Robertson Councillor George Affleck Councillor Adriane Carr Councillor Melissa De Genova Councillor Heather Deal Councillor Raymond Louie Councillor Geoff Meggs* Councillor Andrea Reimer Councillor Tim Stevenson Penny Ballem, City Manager Mukhtar Latif, Chief Housing Officer Janice MacKenzie, City Clerk Laura Kazakoff, Meeting Coordinator *Denotes absence for a portion of the meeting. MAYOR S ADDRESS The Mayor advised that the Inaugural Council Ceremony took place earlier in the day at Creekside Community Centre, at which time he delivered his Inaugural Address and the members of Council took their Oaths of Office. The Mayor noted that a video of the ceremony would be available for viewing on the City s YouTube channel. COMMUNICATIONS 1. Deputy Mayor, Acting Mayor, and Roster of Councillors to Represent Council The Mayor reviewed his recommendations and noted he would be bringing forward a request in the New Year asking staff to prepare terms of reference for a third party review that looks at the proposed new structure of Acting and Deputy Mayor and Council Representatives, Council compensation and the current workload of Council members.

Minutes, Monday, December 8, 2014 2 MOVED by Mayor Robertson SECONDED by Councillor Louie carried THAT Councillor Andrea Reimer be appointed as Deputy Mayor in accordance with Section 207 of the Vancouver Charter for the period of December 8, 2014, to December 31, 2015; FURTHER THAT Councillor Raymond Louie be appointed as Acting Mayor in accordance with Section 209 of the Vancouver Charter for the period of December 8, 2014, to December 31, 2015; FURTHER THAT the following roster of Councillors to represent Council when requested, be approved: 2014 December 8-31 Councillor Tim Stevenson 2015 January Councillor Heather Deal February March Councillor Geoff Meggs April May Councillor Adriane Carr June Councillor George Affleck July Councillor Melissa De Genova August Councillor Tim Stevenson September Councillor Heather Deal October November Councillor Geoff Meggs December The City Clerk responded to questions about the Acting and Deputy Mayor functions as set out in the Vancouver Charter. POSTPONEMENT MOVED by Councillor Affleck SECONDED by Councillor Carr THAT consideration of the above motion be postponed until after the third party review on roles of Deputy and Acting Mayor is completed, and until that time Council continue with the usual rotation of Acting and Deputy Mayors as set in out in Communication 1. LOST (Councillors Deal, Jang, Louie, Meggs, Reimer, Stevenson and the Mayor opposed. The postponement having lost, the Motion was put and CARRIED with Councillors Affleck, Ball, Carr and De Genova opposed.

Standing Committee Chairs and Vice-Chairs, and Nomination Sub-Committee MOVED by Mayor Robertson SECONDED by Councillor Louie THAT the following Councillors be appointed Standing Committee Chairs and Vice-Chairs for the term December 8, 2014, to December 31, 2015: Standing Committee on City Finance and Services Councillor Geoff Meggs (Chair) Councillor Tim Stevenson (Vice-Chair) Standing Committee on Planning, Transportation and Environment Councillor Heather Deal (Chair) (Vice-Chair); FURTHER THAT Council approve a Nomination Sub-Committee for the purpose of recommending nominees to Civic Agencies, with the following members, for the term December 8, 2014 to December 31, 2015: Councillor Andrea Reimer Councillor Tim Stevenson. 3. REFERRAL MOVED by Councillor Reimer SECONDED by Councillor Carr THAT the amendment be referred to staff to ensure the language aligns with the requirements of Directors as set out in the Metro Vancouver procedural by-law and takes into consideration emergency situations. LOST (Councillors Affleck, Ball, Carr, De Genova, Deal, Jang, Louie, Meggs, Reimer, Stevenson and the Mayor opposed) AMENDMENT TO THE AMENDMENT MOVED by Councillor Louie SECONDED by Councillor Reimer THAT the amendment be amended to read as follows: THAT the motion be amended to add the following at the end: FURTHER THAT should a Metro Vancouver Director be unable to attend a Board meeting, the Council member will inform their alternate whenever possible. The referral having lost and the amendment having carried, the main motion as amended was put and, with Councillor Meggs absent for the vote.
