By its decision 1/CP.13 (the Bali Action Plan), the Conference of the Parties (COP) launched a comprehensive process to enable the full, effective and sustained implementation of the Convention through long-term cooperative action, now, up to and beyond 2012, in order to reach an agreed outcome and adopt a decision at its fifteenth session. It decided that the process shall be conducted under a subsidiary body under the Convention, the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA). 2. The COP, by its decision 1/CP.15, extended the mandate of the AWG-LCA to enable it to continue its work with a view to presenting the outcome of its work to the COP for adoption at its sixteenth session. * This document was submitted after the due date because there was insufficient time to finalize it before the document deadline. At its first meeting in 2010, the Bureau of the COP decided that the ninth session of the AWG-LCA will be held in Bonn from 9 to 11 April 2010, in conjunction with the eleventh session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP). III. Annotations to the provisional agenda 1. Opening of the session 4. The ninth session of the AWG-LCA will be opened by the Chair on Friday, 9 April 2010, at the Maritim Hotel in Bonn, Germany. 2. Organizational matters (a) Adoption of the agenda 5. The provisional agenda for the session will be presented for adoption. Provisional agenda and annotations. Note by the Executive Secretary (b) Organization of the work of the session 6. Background: The Chair of the AWG-LCA has prepared a note () on the scenario for the ninth session. Delegates are invited to consult this scenario note for further information and proposals on the organization of work. 7. The AWG-LCA will meet in an opening plenary on Friday, 9 April. The Chair will invite statements on behalf of groups of Parties. Delegations are requested to keep their oral statements as brief as possible and to provide a hard copy to the conference officers in advance to facilitate the work of the interpreters. Those wishing to make a written statement available to all delegates should bring copies for distribution. 8. Parties are invited to refer to the overview of the session posted on the UNFCCC website and to consult the Daily Programme, published during the session, for a detailed and up-to-date schedule of the work of the AWG-LCA. 9. The SBI, at its twenty-fourth session, 1 recommended that meetings should normally end by 6 p.m. but may, in exceptional circumstances, continue no later than 9 p.m. This session of the AWG-LCA will be organized accordingly. 10. Background: The COP, at its thirteenth session, established the AWG-LCA to conduct a comprehensive process to enable the full, effective and sustained implementation of the Convention through long-term cooperative action, now, up to and beyond 2012, in order to reach an agreed outcome and adopt a decision at its fifteenth session. 2 The COP, at its fifteenth session, requested the AWG-LCA 1 2 FCCC/SBI/2006/11, paragraph 102. Decision 1/CP.13, paragraphs 1 and 2.

Page 3 to continue its work, drawing on the report of the AWG-LCA presented to the COP at its fifteenth session, as well as work undertaken by the COP on the basis of that report. 3 12. The report of the AWG-LCA on its eighth session containing the draft decisions presented to the COP at its fifteenth session for consideration and adoption has been issued as document FCCC/AWGLCA/2009/17. 13. The work undertaken by the COP on the basis of the report of the AWG-LCA presented to the COP at its fifteenth session has been compiled in document FCCC/CP/2010/2. 14. The COP, at its fifteenth session, adopted decisions that might be relevant to the work of the AWG-LCA in 2010, such as decision 2/CP.15 taking note of the Copenhagen Accord and decision 4/CP.15 on methodological guidance for activities relating to reducing emissions from deforestation and forest degradation and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries. 15. The Chair of the AWG-LCA and the Chair of the AWG-KP invited Parties to submit their views on the need for additional meeting time for the AWG-LCA and the AWG-KP. In addition, the Chair of the AWG-LCA invited Parties to submit their views on how best to advance the work of the AWG-LCA in 2010, including views, ideas and proposals on: organization of the work in 2010, including on how to ensure that the negotiating process remains transparent, inclusive and efficient in delivering substantive outcomes; initiatives the Chair could take to facilitate progress; and other aspects relevant to the work of the AWG-LCA in 2010. 4 The submissions received have been compiled into a miscellaneous document (FCCC/KP/AWG/2010/MISC.1 FCCC/AWGLCA/2010/MISC.1) for consideration by the AWG-LCA at its ninth session. 16. Action: The AWG-LCA will be invited to agree on the organization of its work, including the calendar of meetings in 2010 and methods of work, that will allow the AWG-LCA to resolve outstanding issues in the negotiations while ensuring inclusiveness, transparency and efficiency in reaching substantive outcomes. Action: The AWG-LCA will be invited to adopt the draft report and authorize the Rapporteur to complete the report, under the guidance of the Chair and with the assistance of the secretariat.
