On December 20, 2013, advance written notice of this meeting was filed with the Clerk of the County of Ocean; 4. On December 20, 2013, advance written notice of this meeting was mailed to all persons who, according to the records of the Ocean County Commission, paid for such notices on or after December 20, 2013.
2 I. Roll Call and Announcements II. Administer the Oath of Office to Christopher J. Mullins to fill the unexpired term of James T. Mullins; term to expire December 31, 2015 Legal Counsel Franklin Berry administered the Oath of Office to Mr. Mullins. His wife, Jennifer Mullins, held the bible as his father, retiring Commissioner James Mullins, stood nearby. The Commission welcomed Mr. Christopher Mullins. Mr. James Mullins gifted Commissioner Mullins with his library pin and a ceramic library coaster that he received 25 years ago. Mr. Mullins' wife and children left the meeting at this time. Ill. Director's Report Annual Report: The 2014 Annual Report was passed out to the Commission and Ms. Quinn asked that it be accepted and approved to go to the printers. Mrs. Hutler,, Mr. Mullins,,, Mr. Baglio Ms. Quinn thanked Salvatore Ottaviano and Larry Meegan from Public Relations; Assistant Director Sara Hansen; and the Printing and Graphics Department for their work on the annual report. Technology Upgrade: The Technology Department recently made a major network upgrade to increase band width system-wide for a cost savings of over $68,000 a year. Ms. Quinn complimented David Evans and the technology team for their work and noted our technology is now faster and cheaper. Capital Projects: Ms. Quinn said we are in the process of closing out capital projects and it should be done by next month. Ms. Quinn is meeting with the Facilities Committee go over the projects that we have under way in the next week or two.

Communications Ms. Quinn received a phone call last week from Lavallette Council President Anita Zalom asking the Commission to consider expanding the Upper Shores Branch service hours to open the branch on Saturday from 10:00 a.m. to 5:00 p.m. and some evening hours on the week days. Assistant Director Sara Hansen provided statistics for the cost of operating during the expanded hours of 50 hours per week from 46 hours at an additional cost of $35,000 in staffing costs or further expansion to 54 hours for an additional $70,000 in staffing costs (see attached documentation). Mr. Baglio thanked Mrs. Hansen for working up the preliminary numbers. He asked the Commission to review this possibility. asked if we could possibly delay the opening a few hours and stay open later. Ms. Quinn said we could do a study of circulation statistics during the morning hours to see how busy it is. We will be installing automatic digital door counters in all branches soon to help with the people count. Mr. Baglio noted that there are about 7,000 patrons using the Upper Shores Branch, including the Bay Head area. He is hoping that the expansion of hours will bring in new patrons. Mr. Mullins asked for a study on the hours of other beach-front communities to compare them to Upper Shores Branch. X. New Business Resolutions A. Authorize a resolution ratifying the actions of administration in applying for an American Library Association and National Endowment for the Humanities grant entitled Latino Americans for an amount not to exceed $3,000.00; B. Authorize a resolution honoring Karen Jakubczak, Technology Department, who retires on June 1, 2015, after 30 years of service to the Ocean County Library; C. Authorize a resolution honoring Ellen Brewer, Waretown Branch, who retires on June 1, 2015, after 28 years of service to the Ocean County Library; D. Authorize a resolution honoring Deborah Love, Point Pleasant Beach Branch, who retires on June 1, 2015, after 26 years of service to the Ocean County Library; Bid Awards I Change Orders I Contracts E. Approve Award of Bid for security cameras and other equipment to NJ Business Systems in the amount of $41,201.00; F. Request to extend the current contract with the Library's collection agency DSG which expires end of May 2015 for a one month period; Approvals G. Approve Ryan Calloway to use one of our library locations to shoot a scene in an independent film titled, "The Yearly Harvest", after-hours for an estimated time of three (3) hours; H. Approve the Friends of the Island Heights Library to have a collection bin at the Branch for non-perishable food items for the month of July 2015;

Approve the use of the Lacey Branch parking lot and field behind the library by the Forked River Presbyterian Church for overflow parking on Saturday, September 19, 2015, for their annual Fall Festival; J. Approve the Manchester Branch to be open after-hours on Friday, June 19, 2015, for the summer reading launch from 5:00p.m. to 8:00p.m.; K. Approve the Manchester Branch to be open after-hours on Friday, August 21, 2015, for the end of the summer reading celebration from 5:00 p.m. to 8:00 p.m.; L. Approve the Toms River Branch to be open after-hours on Friday, June 19, 2015, for a performance by folk singer Jonathan Edwards from 6:00p.m. to 10:00 p.m.; Donations M. Accept a donation of $200.00 from Colonel Alan R. Smith, U.S.M.C. (Ret.) to be used for the Children's department at the Stafford Branch; N. Accept a combined donation of $275.00 from Gale and Richard Yetman to be used for the purchase of books at the Island Heights Branch in memory of Dave Cagney, Fred Rudkin, and Jack Huston; 0. Accept a combined donation of $420.00 from the Friends of the Beachwood Branch to be used for summer programming and the purchase of a new book cart; P. Accept a donation of $290.80 from the Friends of the Berkeley Library to pay for the Berkeley Branch's movie license; Q. Accept a donation of $250.00 from the Kiwanis Club of Long Beach Island to be used to purchase t-shirts for the student directors during the 9 1 h Annual Student Film Festival; R. Accept a donation of $301.70 from the Friends of the Manchester Library to be used at the discretion of the Manchester Branch; S. Accept a donation of $850.00 from the Friends of the Point Pleasant Beach Library to be used at the discretion of the Point Pleasant Beach Branch; T. Accept a combined donation of $1,000.00 from the Friends of the Toms River Library to be used for Toms River Youth Services for purchase of bicycles as Summer Reading prizes, the Franklin Institute program in August, and for the Summer Reading kick-off event, "Zoom". Their residents love the Upper Shores Branch and are requesting that the Commission consider expanding the library's service hours on Saturday and during the evenings to allow their residents to use and enjoy the Library after work. Council President Zalom requested consideration to keep the branch open from 10-5 p.m. on Saturday, and later on some of the other days of the week- perhaps to 7 p.m. The Upper Shores Branch's current hours of operation are: Mon. 10-5, Tue. & Wed. 10-9, Thu. & Fri. 10-5, Sat. 10-1, Sun. Closed I let Council President Zalom that I would let the Library Commission know of her request prior to the Commission meeting this Monday.
