OFFICIAL CALL STAFFORD COUNTY REPUBLICAN COMMITTEE 2016 MASS MEETING As Chairman of the Stafford County Republican Committee ( SCRC ), and pursuant to the Plan of Organization of the Republican Party of Virginia and as recommended and directed by the SCRC, I, Dirk Maurer, do hereby issue this call for a Mass Meeting: WHEN AND WHERE 1. To be held at Mountain View High School, 2135 Mountain View Road, 22556, or such alternate location as the Chairman may direct as necessary, at 11:00 AM local time on March 5, 2016. Registration will open no later than 9:00 AM and will close at 11:00 AM, or at such time as registration of all those persons in line to register at 11:00 AM is complete. REASON FOR MASS MEETING 2. For the purpose of: a. Electing the SCRC Chairman, and up to 1893 precinct members and up to 568 at-large members of the SCRC; b. Electing up to 1020 Delegates and an equal number of Alternates to the State Convention of the Republican Party of Virginia to be held on April 29-30, 2016 at the James Madison University Convocation Center, 895 University Boulevard, Harrisonburg, VA 22807 or its alternate site; c. Electing up to 1020 Delegates and an equal number of Alternates to the Quadrennial Convention of the First Congressional District to be held on May 7, 2016 at James Monroe High School, 2300 Washington Ave, Fredericksburg, VA 22401, or its alternate site; and d. For the transaction of such other business as may properly come before the Mass Meeting. QUALIFICATIONS FOR PARTICIPATION 3. All legal and qualified voters of Stafford County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. PRE-FILING REQUIREMENTS 4. Candidates for election to offices elected at the Mass Meeting (including those standing for election as convention delegates and/or SCRC precinct members) shall file a written statement, using the appropriate form attached to this Call, by mail, scanned email attachment, or in person, to Dirk Maurer at 4 Abraham Ct.,

p. 2 of 4 Stafford, VA 22554 or djmaurer@gmail.com, which must be received not later than 9:00 AM local time on March 2, 2016 (postmark does not govern). The filing fees may be paid with each candidate's filing or at the Mass Meeting registration, but must be paid no later than that time in order to be on the mass meeting ballot. 5. If the number of qualified pre-filings for District Convention delegate, State Convention delegate, and SCRC Member do not exceed the total number of available offices, those persons having properly pre-filed for each such office and who are otherwise determined by the temporary Credentials Committee to be qualified under Article I of the Republican Party of Virginia Plan of Organizations shall be deemed elected. If only one qualified candidate is properly pre-filed for SCRC Chairman, that person shall be deemed elected. If, after operation of the two foregoing provisions, no offices will be contested at the Mass Meeting, then the Mass Meeting shall be canceled. Notice of cancellation under this section shall be emailed to all email addresses maintained by the SCRC Chairman as soon as possible after the pre-filing deadline, and shall also be posted on StaffordGOP.com no later than 12:00 PM on March 4, 2016. 6. No nominations for office will be accepted from the floor of the Mass Meeting except for the office of SCRC Chairman, and then only in the event no candidate has properly pre-filed. A majority vote shall be required in any election of SCRC Chairman. FILING FEES 7. Filing fees are as follows: a. $250 mandatory filing fee for Chairman; b. $35 voluntary filing fee for Delegate to the State Convention; c. $5 voluntary filing fee for Delegate to the District Convention; d. $40 mandatory filing fee for election as SCRC member (which shall be credited as that member s annual dues payment). e. There will be no fee for participation in the mass meeting. RESOLUTIONS 8. All Resolutions proposed for consideration at this Mass Meeting must be presented to Dirk Maurer, Chairman, by email (djmaurer1@gmail.com) no later than 5:00 p.m., February 27, 2016. MASS MEETING COMMITTEES 9. The SCRC Chairman shall appoint the Chairmen and members of the following temporary Mass Meeting committees: a. Temporary Mass Meeting Chairman b. Credentials and Nominations c. Rules d. Registration e. Resolutions f. Arrangements

p. 3 of 4 10. All Mass Meeting committees shall meet in advance of the Mass Meeting at the discretion of each committee s Chairman. Once made permanent by the Mass Meeting, each committee shall carry out its business during the Mass Meeting as directed by the presiding officer and in accordance with the final Rules adopted by the Mass Meeting. MILITARY PERSONNEL 11. Any member of the Virginia National Guard, or the United States Armed Forces, Merchant Marine, or Coast Guard, (a Military Member ) who is currently serving on active duty or who expects to be on active duty at the time of the mass meeting or district or state convention who (i) completes and submits the enclosed pre-file form for delegate to the district and/or state convention, and (ii) who produces valid military identification or other proof of active-duty status to the Chairman prior to 9:00 AM on March 2, 2016, shall be certified as a delegate and shall not be required to be elected as a delegate. 12. Military Members who cannot attend the district or state conventions, and whose duties prevent them from electing representatives at the mass meeting, may choose to be represented by a Military Delegation, as set forth in the respective Official Calls for the First District and State Convention published on the Virginia.GOP website.
