OFFICIAL CALL: Stafford County Republican Committee Mass Meeting p. 1 of 4 OFFICIAL CALL STAFFORD COUNTY REPUBLICAN COMMITTEE 2018 MASS MEETING As Chairman of the Stafford County Republican Committee ( SCRC ), and pursuant to the Plan of Organization of the Republican Party of Virginia and as recommended and directed by the SCRC, I, Danielle Davis, do hereby issue this call for a Mass Meeting: WHEN AND WHERE 1. To be held at Mountain View High School, 2135 Mountain View Rd, Stafford, VA 22556, or such alternate location as the Chairman may direct as necessary, at 11:00 AM local time on March 24, 2018. Registration will open no later than 9:00 AM and will close at 11:00 AM, or at such time as registration of all those persons in line to register at 11:00 AM is complete. REASON FOR MASS MEETING 2. For the purpose of: a. Electing the SCRC Chairman, and up to 3004 precinct members and up to 902 at-large members of the SCRC; b. For the transaction of such other business as may properly come before the Mass Meeting. QUALIFICATIONS FOR PARTICIPATION 3. All legal and qualified voters of Stafford County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. PRE-FILING REQUIREMENTS 4. Candidates for election to offices elected at the Mass Meeting (including those standing for election as SCRC precinct members) shall file a written statement, using the appropriate form attached to this Call, by mail, scanned email attachment, or in person, to Danielle Davis, 1650 Brooke Road, Stafford, VA 22554 or staffordgop2016@gmail.com, which must be received not later than 9:00 AM local time on March 17, 2018 (postmark does not govern). The filing fees may be paid with each candidate's filing or at the Mass Meeting registration, but must be paid no later than that time in order to be on the mass meeting ballot. 5. If the number of qualified pre-filings for SCRC Members do not exceed the total number of available offices, those persons having properly pre-filed for each such

OFFICIAL CALL: Stafford County Republican Committee Mass Meeting p. 2 of 4 office and who are otherwise determined by the temporary Credentials Committee to be qualified under Article I of the Republican Party of Virginia Plan of Organizations shall be deemed elected. If only one qualified candidate is properly pre-filed for SCRC Chairman, that person shall be deemed elected. If, after operation of the two foregoing provisions, no offices will be contested at the Mass Meeting, then the Mass Meeting shall be canceled. Notice of cancellation under this section shall be emailed to all email addresses maintained by the SCRC Chairman as soon as possible after the pre-filing deadline, and shall also be posted on StaffordGOP.com no later than 12:00 PM on March 18, 2018. 6. No nominations for office will be accepted from the floor of the Mass Meeting except for the office of SCRC Chairman, and then only in the event no candidate has properly pre-filed. A majority vote shall be required in any election of SCRC Chairman. FILING FEES 7. Filing fees are as follows: a. $250 mandatory filing fee for Chairman; b. $40 mandatory filing fee for election as SCRC member (which shall be credited as that member s annual dues payment). c. There will be no fee for participation in the mass meeting. RESOLUTIONS 8. All Resolutions proposed for consideration at this Mass Meeting must be presented to Danielle Davis, Chairman, by email (staffordgop2016@gmail.com) no later than 5:00 p.m., March 16, 2018. MASS MEETING COMMITTEES 9. The SCRC Chairman shall appoint the Chairmen and members of the following temporary Mass Meeting committees: a. Temporary Mass Meeting Chairman b. Credentials and Nominations c. Rules d. Registration e. Resolutions f. Arrangements 10. All Mass Meeting committees shall meet in advance of the Mass Meeting at the discretion of each committee s Chairman. Once made permanent by the Mass Meeting, each committee shall carry out its business during the Mass Meeting as directed by the presiding officer and in accordance with the final Rules adopted by the Mass Meeting. MILITARY PERSONNEL 11. Any member of the Virginia National Guard, or the United States Armed Forces, Merchant Marine, or Coast Guard, (a Military Member ) who is currently PAID FOR AND AUTHORIZED BY THE STAFFORD COUNTY REPUBLICAN COMMITTEE.

OFFICIAL CALL: Stafford County Republican Committee Mass Meeting p. 3 of 4 serving on active duty or who expects to be on active duty at the time of the mass meeting who (i) completes and submits the enclosed pre-file form and (ii) who produces valid military identification or other proof of active-duty status to the Chairman prior to 9:00 AM on March 17, 2018, shall be certified as a member and shall not be required to be elected.
