JANUARY 2, 2009 REILLY X VAN PELT X KRAFT X STATEMENT: Pursuant to the provisions of the New Jersey Open Public Meetings Act, adequate notice of this meeting was properly provided by sending copies of the Notice of Meeting to two newspapers The Press of Atlantic City and the Asbury Park Press. The Notice was posted at the office of the Township Clerk and on the bulletin board in the Administration Building. CALL TO ORDER: by Municipal Clerk, Diane B. MEETING OFFICIALLY turned over to Chairperson: Mayor Robert Kraft thanked the electorate for their support on this past election. It is an honor and a privilege to sit in this seat. To follow a Mayor with such a distinguished, long list of accomplishments and achievements is a hard thing to do. I will do my best to fulfill my obligations. I am always driven by what is best for this town and its residents.

Our Assemblyman, Daniel Van Pelt, has committed eleven years of his life to this job. It has been full-time job, not a part-time job. It was a complete effort. I have never met anyone who has been more committed and dedicated to a position and a cause. On behalf of 8,000 residents of the Township, thank you for your service. 1. MOTION OF AUTHORIZATION for the CMFO to go out for bids on Bond Anticipation Notes. A motion of approval was moved by Committeeman Van Pelt, seconded by Deputy Mayor Reilly. Roll Call: Van Pelt: Yes, Reilly: Yes, Kraft: Yes. COMMENTS FROM MAYOR & TOWNSHIP COMMITTEE: Committeeman Van Pelt wished everyone health and happiness in 2009. Committeeman Van Pelt enjoyed his tenure as Mayor and thanked Mayor Kraft for his graciousness. Historically Mayors would rotate. Mayor Kraft, Committeeman Fonseca and Committeeman Reilly were kind enough to give Daniel Van Pelt the freedom to hold the position as Mayor. It is a happy day for Committeeman Van Pelt, as his good friend gets to sit in the position that he has worked just as hard to be in. Mayor Kraft has his own vision and ideas on how to move this municipality forward. It is time for a fresh perspective. Mayor Kraft has 110% of Committeeman Van Pelt s support in whatever direction he takes this municipality. Committeeman Van Pelt has every confidence in his leadership ability. He understands the municipality. He is starting his tenth year. Committeeman Van Pelt wishes Mayor Kraft all the best in his policy initiatives and will continue to be his colleague and his friend and will offer advice if he chooses to seek it. He deserves a tremendous amount of respect for holding that position. It is an honor and one that he is fully capable of doing. He understands what his responsibilities are to the residents of the Township of Ocean. Committeeman Van Pelt wished Mayor Kraft the best of luck in 2009. Deputy Mayor Richard Reilly stated he has been here just over a year. The support of Dan Van Pelt as Mayor and Bob Kraft as Deputy Mayor has afforded him the opportunity to take hold of his responsibilities and his support of our new Mayor in 2009. It is going to be a challenging and exciting year. Everyone is facing a very difficult time. Deputy Mayor Reilly is confident with Mayor Kraft s leadership and Committeeman Van Pelt s experience. Collectively, they will do the best job they possibly can for all the residents and continue to provide services and live up to the residents expectations, even thought things are going to be challenging next year. Deputy Mayor Reilly stated he looks forward and is excited about the year 2009. Mayor Robert Kraft stated it is an understatement to say how challenging this year is going to be going forward. The Town has exciting initiatives. One is the solar initiative at the landfill. Resolution 2009-67 introduced the Request for Proposal for the generation system. Proposals will go out next Monday to design, build, and implement the installation of 30-60 acres of solar at the landfill. It is progressive thinking and gives the potential to add revenue to the municipal budget. If the town can make it happen, the town can get state agency approval. The RFP for the town center has been sent back out to mirror the economic times we are in. When we first started the process, the economy was going well and the RFP included all the bells and whistles. The town will put it back out and hopefully get more responses. Volunteer Way is clearly a high priority. Without Volunteer Way the town center is dead in the water. The town will be looking to our Assemblymen and local Senators for support. Once the town gets that permit, the town center will open up and economic development will start to move.

Mayor Kraft stated he is excited and thankful for this opportunity. Mayor Kraft thanked his wife, Linda for enabling him to be away from home and away from the business to do the work of the people. Ocean Breeze Diner was kind enough to give a congratulation cake and coffee for after the meeting. COMMENTS FROM PUBLIC: Motion to open to the public was moved by Deputy Mayor Reilly, seconded by Committeeman Van Pelt. Roll Call: Van Pelt: Yes, Reilly: Yes, Kraft: Yes. Joe Randazzo, Greenbriar Oceanaire, thanked Daniel Van Pelt for his years of service, creativity and forward-thinking. Daniel Van Pelt will be helping us from Trenton in the long run. Mr. Randazzo inquired who was appointed in Resolution 2009-01. Deputy Mayor Kraft stated the Bonding Counsel is Gluck Walrath and Jack Kraft/Lomurro. Mr. Randazzo is given a copy of the professionals. Joe Lachowiecz, Bay Haven, thanked Daniel Van Pelt, Dick Reilly and Bob Kraft for doing a great job and being a real team. Mr. Lachowiecz asked for the state report regarding low-income housing. Mr. Lachoweicz stated there are problems with the bay. The power plant is sucking in all the fish and crab larvae and killing them. Mr. Lachowiecz asked the Committee to go to the power plant and ask them to consider cooling towers on site and possibility on Waretown property. Mr. Lachowiecz agreed with the initiative for solar power. The town should look to the County Directors about doing interlocal agreements with buying power and other goods for the entire county. Jack Kraft congratulated the members of the Township Committee and thanked them for designating him as Bond Counsel to serve the township for 2009. Township Clerk, Diane Ambrosio, stated starting this Thursday, January 8, 2009, the Township Committee is going to be having a work session at 7:00 pm. The township meeting will be immediately following the work session. The meetings will be starting at 7:00 pm for the year 2009.
