October 27, 2015 Wastewater Presentation and Field Trip @ Angelo s Pizza. See page 2 for details. I would like to express my appreciation to our Communications Committee member and Secretary Rachel McVean for taking on the challenge of resuscitating our newsletter The Voter. We hope to publish it at least bimonthly. We'd like it to be a source of useful information for our members, so if you have a hot tip or link you think we should include, please let me know (aahbell@gmail.com) and I'll pass it on to Rachel. Our Health Committee, Program Committee and Communications Committee have been busy this past month doing the work of our local League. I think you will be pleased with this coming year's program. You'll learn about local issues from the horses' mouths, so to speak: wastewater, homelessness, Brown Act training, media's influence on politics, human trafficking, an update on the status of health care in Shasta County and the Wintu's Cultural Center are some of the topics you'll hear about at our meetings and events. I'm looking forward to another great year! Alice Bell, President LWVRA President s Note

Voter Services Update Shasta College Welcome Day The LWVRA had a booth at the Shasta College campus for the Welcome Day on Wednesday, August 26th. President Alice Bell, with help from League members Michele Schroeder and Janet Tyrrel, provided materials for students to register to vote. Six students were selected for local student membership. Wastewater Treatment Plant Presentation and Field Trip Do you wonder what happens to the water that goes down the drains/toilets in your home? At our October 27th general meeting at Angelo's Pizza, Ryan Bailey, Wastewater Utility Manager for the City of Redding, will show us! The presentation, from noon to 1:00 p.m., will be followed by a field trip to one of Redding's wastewater treatment plants. For more information about Redding's Wastewater Department and operations, go to http://www.ci.redding.ca.us/mu nicipalutilities/wastewaterutility.c fm President Alice Bell speaking to a student at Shasta College Welcome Day. Brown Act Training September 29, 2015 5:30 6:30 p.m. Angelo s Pizza 1774 California Street RSVP to aahbell@gmail.com to attend! Are you interested in learning about what the Brown Act requires our local governmental agencies to tell us about when they meet and what they talk about and how they make the decisions that impact us all? Come join the League at Angelo s Pizza on Tuesday, September 29 th at 5:30 and learn about the Ralph M. Brown Act, California s Sunshine Law! (If you d like to eat while you learn, please come early and order some pizza!) California Motor Voter law goes to the governor for signature On September 11, 2015, the California State Legislature passed Assembly Bill AB-1461, the California New Motor Voter Program. The Motor Voter law would automatically register every eligible California citizen when they obtain or update their driver s license. Voters can opt out of automatic registration as well as cancel it or change their party affiliation at any time. The legislation was sponsored by California Secretary of State Alex Padilla, with the hope that it will increase voter turnout and participation. The bill now heads to Governor Brown for his consideration and (hopefully) his signature.

LWVRA Health Study Committee Update At LWVRA s Annual Meeting in May 2013, the general membership brainstormed questions that they would like answered about the resources available for health care in our community. Although health is an important topic relating to the well being of our citizens, our local League had never studied the topic and it was therefore difficult for the League to take a position on important health topics that were in the news on a daily basis. A list of questions was assembled by the League members present at this meeting. These included thirty-six items such as: 1. How many people use health centers? 2. What is the cost of not having a home for primary care? 3. How can we change our culture to address the affects of poverty and abuse on our families and children? 4. How do you educate the community and motivate citizens to use resources? Our stalwart committee tackled these questions for months before finding a focus. At our last meeting, we decided on a position statement with objectives. There is significant data available on every health issue but it is not in an easily accessed format that allows an average person to use it. Our committee will be spending the next few months synthesizing and understanding this information so that we can present a Study Report Summary to the community when our position is formally adopted next year. In the interim, a draft position has been adopted by the Health Study Committee and will be presented to the General Membership at the Annual Meeting in May for input and discussion. Karen Frost, Health Committee Chair DON T FORGET TO PAY YOUR DUES!! Annual Dues are Due! Follow the Money! http://powersearch.sos.ca.gov/ September 3, 2015 - In partnership with the California Secretary of State Alex Padilla, MapLight, a 501(c)(3), nonprofit, nonpartisan research organization that tracks money in politics, announced the launch of a new open source campaign finance search tool that will greatly increase political transparency in California. "Both the public and the press should have quick and easy access to campaign finance information," California Secretary of State Alex Padilla said. "Power Search is the first step in modernizing and upgrading Cal-Access." Power Search allows citizens and journalists to swiftly and easily review the source, recipient and amount of state-level campaign contributions from 2001 to the present. The data can then be filtered by recipient, date, amount, location, and other fields, or downloaded into a spreadsheet for additional analysis. "With the influence of campaign money far too pervasive in our government, we commend Secretary Padilla for his visionary approach to increasing political transparency in California," said Daniel G. Newman, President and Co-Founder of MapLight. "It's now easier than ever for the public to get a clear picture of the money behind California elections." To use this search tool to find out what contributions your state representatives have received, what organizations or individuals have financed particular state ballot measures, or how much Donald Trump and Steven Spielberg contributed to Governor Schwarzenneger s 2006 campaign (for example), go to http://powersearch.sos.ca.gov/ and click on Power Search Contributions. Chief Justice Cantil-Sakauye was nominated to the office in 2010 by then-governor Schwarzenegger and approved by the voters in the November 2010 general election. She is only the second woman to serve as the state s chief justice, and the first Asian-Filipina American. Chief Justice Cantil- Sakauye spoke of her upbringing in the Filipina community and its impact on her, and specifically on her willingness to take on positions that others (and sometimes even she) may have thought she was not yet qualified for. When asked for her definition of justice, she emphasized access to justice, procedural fairness, and an equal opportunity to be heard. The Chief Justice also attended the Shasta-Trinity County Bar Association dinner that evening.
