AC:10:03 Performance Highlights by the Vice-Chancellor 10.3.1 The Vice Chancellor has made a power point presentation showing the performance highlights of the University since the last meeting of the Academic Council in the meeting held in Chintan Bhawan in the forenoon of 20.08.2011 which the House took note of and placed its appreciation on record. AC:10:14 Amendment to Payment Norms for Conducting University Examination 10.14.1 The House considered the agenda item and recommended for deletion of clause 8 of the Payment Norms for conducting University Examination and also for substitution of the new clause 7 as proposed in the agenda item. While approving Prof. Atul Sharma suggested that the payment norms should be designed in an objective way so that the same can be followed over a period of time and also should have scientific basis for its formation. AC:10:15 Issue relating to dealing with cases of M.Phil students who have scored below CGPA 6 in 10 point scale 10.15.1 The House considered the agenda item and discussed the same in detail. The House suggested that there shall be a moderation committee to deal with the cases of reported nature and the recommendation of the Moderation Committee shall be placed before the Academic Council for consideration. To this the Chairperson replied that the Moderation Committee would be constituted from the next semester. The Ordinance on Examination should have a clause mentioning about rounding off of the CGPA Grades between 5.5 and above to 6 so that these problems would not arise in future. Member Prof. Banik enquired as to how a case of a student who had scored CGPA of 5.495 would be dealt with. To this it was clarified that it would be rounded off to 5.5 and in such cases no further higher rounding off would be allowed. The amendment should duly take into account of such anomalies the House mentioned. 10.15.2 The House thereafter accorded its recommendation for consideration of the issue by the Executive Council. AC:10:16 Constitution of Inspection Committee for Sikkim Government College 10.16.1 The House considered the agenda item. While discussing the agenda item the following issues have also been raised by the Hon ble Members. 10.16.2 Prof M.K.Das has pointed out that there are certain Monastery related educational institutions in Sikkim which conduct courses on Buddhism and he desired to know whether these institutions have been affiliated to Sikkim University. The Chairperson replied that no monastery in Sikkim is affiliated to the University for any academic purpose. Prof M.K.Das has assured that he would be in a position to provide more details on this if University could write to him formally. The Chairperson agreed to this. 10.16.3 The Hon ble Member further stated that perhaps these monasteries are running these courses affiliating themselves with Nalanda Open University or some other. The Chairperson replied that this will be looked into. To overcome such things, the House suggested that Sikkim University shall open the Department of Buddhism / Centre for Buddhist Studies for which large scope for admission of students from India and abroad is available. The Chairperson replied that the Page 8 of 24

suggestion of the House would be considered. It was further stated for opening of Department of Buddhism, the University can approach the Ministry of Culture for funds. 10.16.4 Prof Atul Sharma while considering the agenda for inspection of Sikkim Government College enquired as to how the University has so far given affiliation to these colleges without inspection. The Chairperson replied that these colleges were in existence for more than 20 years and some of them were permanently affiliated to North Bengal University. When Sikkim University was established the poor state of affairs of these colleges have been noticed and hence only temporary affiliation and that too on yearly basis alone is being given by the University. 10.16.5 The House suggested that the University should write to Government of Sikkim for a panel of names for forming of various inspection committees for which the Chairperson agreed to. 10.16.6 The House authorised the Vice-Chancellor to constitute the Inspection Committee Council for ratification. 10.16.7 Hon ble Members Prof M.K.Das, Dr GS Yonzone and Prof Neelima Deshmukh have given their concurrence for nomination of themselves to the inspection committees to be constituted. AC:10:17 Constitution of Inspection Committee for Namchi Government College 10.17.1 The House authorised the Vice-Chancellor to constitute the Inspection Committee Council for ratification. AC:10:25 Constitution of Inspection Committee for Loyola College of Education 10.25.1 The House authorised the Vice-Chancellor to constitute the Inspection Committee Council for ratification. AC:10:26 Application for Affiliation of Government College, Gayzing 10.26.1 The House considered the agenda item and discussed the same elaborately. The Chairperson informed the House though the college has been affiliated temporarily to the Vinayaka Mission Sikkim University, the future of the students enrolled is uncertain as VMSU cannot affiliate any college. Prof M.K.Das enquired that without completing the formalities the University should not give the affiliation to the college. The House enquired how the University would treat the students enrolled after affiliation to Sikkim University. To this the Chairperson replied that their first semester with Vinayaka Mission would be treated as Zero semester and they can continue their studies from the Spring Semester 2012. Prof Atul Sharma directed the University to start the process of inspection so that if everything is in order the college may get affiliated from Spring 2012. Prof M.K.Das agreed to head the inspection team which can be of a five member committee and the committee may conduct the inspection in the last week of August 2011. The House also expressed its unanimous opinion that the request of the State Government for relaxation in terms of subsection 2 of Section 6 of the Sikkim University Act, to allow the said college for affiliation to VMSU should not be allowed by the Ministry of Human Resource Development and the University should suitably appraise this point to the Government of India. AC:10:27 Introduction on New Course on Pharmaceutical Analysis and Quality Assurance in B.Pharm and Increase in Intake Capacity in three disciplines of M.Pharm 10.27.1 The House considered the agenda item and recommended that the University may constitute an inspection team to verify the request of the College for increase in intake capacity and introduction of new PG programme and take appropriate action based on the recommendations of the inspection team. The House also suggested that the University shall address the AICTE of the procedure it followed in granting of new courses/increase in intake capacity without consulting the affiliating university or in the absence of any representative from the affiliating university in the AICTE inspection team which visited the HPI for the above purpose. AC:10:28 Application of permanent affiliation by Loyola College of Education. 10.28.1 The House considered the agenda item and recommended that the University may constitute an inspection team to verify the request of the College for permanent affiliation and take appropriate action based on the recommendations of the inspection team. AC:10:29 Request for permission to start M.Ed Course by Loyola College of Education 10.29.1 The House considered the agenda item and recommended that the University may constitute an inspection team to verify the request of the College for starting of M.Ed course and take appropriate action based on the recommendations of the inspection team. AC:10:30 Inspection by the Bar Council of India 10.30.1 The House considered the agenda item and suggested that the University may immediately take up the case with the highest level in the Bar Council of India for a resolution. AC:10:31 Constitution of Library Committee 10.31.1 The House considered the agenda item and constitution of the Library Committee and Resource Selection Sub-Committee (including the powers and functions, term of office etc) and approved the same. AC:10:32 Delegation of Powers to the Vice-Chancellor till the constitution of the second Academic Council. 10.32.1 The House considered the agenda item and noted that in terms of Section 12 (3) of the Act, the Vic Chancellor may exercise the powers as an interim arrangement till such time the next academic council is constituted and in place and report all the action taken by him in the interim period in the first meeting of the second Academic Council. AC:10:33 Constitution of Selection Committee for recruitment of Teaching Faculty 10.33.1 The House authorized the Vice Chancellor to prepare a panel of names to the selection committee for recruitment to the various teaching positions on permanent basis. The Chairperson requested the House that the members of the first Academic Council may also provide their names for inclusion in the panel. AC:10:34 Preparation of Manuals for Laboratory 10.34.1 The House suggested that the Laboratory Manuals are available in the websites of many leading universities which the University can download and make use by way of inclusion of relevant provisions in its Laboratory manuals. AC:10:35 Proposal to upgrade the General (Pass) Program to Honours level 10.35.1 The House considered the agenda in depth and discussed the same elaborately. The views expressed by the Hon ble members are summed up below:- 10.35.2 Prof. Atul Sharma suggested that there should be separate measures for undertaking converting such programmes into Honours including the syallbuses. 10.35.3 Dr. GS Yonzone stated that in reality all may not have like to take Honours courses for various reasons, so if the University desires to upgrade the General pass cause to Honours course this point should be considered. 10.35.4 Dr. C.B. Sunwar, Fellow Academic mentioned that if the University upgrades the pass courses to Honours level, upgradation of syllabus shall be done prior hand. 10.35.5 The Chairperson stated that before embarking on this exercise all the affiliated colleges should be suitably sensitized so that the colleges are mentally prepared for the change. He has further emphasized that the upgradation will help uniformity in teaching and learning pattern. 10.35.6 The House approved the agenda item and directed the Vice Chancellor to initiate further necessary action. AC:10:36 Introduction of PG Course in Limbu Language 10.36.1 The House considered the agenda item and Prof. Teesta Bagchi suggested that the University follow in such cases the UNESCO model of language courses. The House thereafter authorised the Vice- Chancellor to initiate further action in this regard. AC:10:37 Introduction of PG Course in Lepcha Language 10.37.1 The House considered the agenda item and Prof. Teesta Bagchi suggested that the University follow in such cases the UNESCO model of language courses. The House thereafter authorised the Vice- Chancellor to initiate further action in this regard. Page 14 of 24

AC:10:38 Introduction of PG Course in Bhutia Language 10.38.1 The House considered the agenda item and Prof. Teesta Bagchi suggested that the University follow in such cases the UNESCO model of language courses. The House thereafter authorised the Vice- Chancellor to initiate further action in this regard. AC:10:39 Modification in Syllabus in respect of One time Zero Semester Students 10.39.1 The House considered the agenda item and approved the same. AC:10:40 Amendment to Credit Distribution Scale for B.Com (General/Hons) 10.40.1 The House considered the agenda item and approved the amendment retrospectively from Monsoon 2010. The House accordingly recommended the same may be taken up to the Executive Council for formal clearance. AC:10:41 Opening of Department of Hindi in Sikkim University 10.41.1 The House considered the agenda item and discussed the same at length. It was suggested that initially the University may start Integrated Programme in Hindi Language and Literature / Popular Hindi. 10.41.2 The House accordingly recommended for taking up the agenda item to the Executive Council for approval. AC:10:42 Introduction of Aircraft Maintenance Engineering Course approved by DGCA 10.42.1 The House considered the agenda item. Prof Atul Sharma mentioned that many children who took admission to this course could not clear it. Moreover, for conducting such a programme Page 15 of 24

the University also requires well established facilities and faculty. The House accordingly advised that the proposal may be deferred. AC:10:43 Request for introduction of new courses of study in Govt. College, Rhenock. 10.43.1 The House considered the agenda item. Prof Neelima Deshmukh suggested that before allowing the introduction of new courses of study the University shall first ensure about compliance of the college of the commitments made for the earlier courses for which permission was accorded. It was suggested that the University may write to the College on this. 10.43.2 Thereafter, the House authorised the Vice-Chancellor to constitute an Inspection Team for the above purpose and proceed further thereafter based on its recommendation. AC:10:44 Quality Assurance of Teaching Staff and introduction of Self Appraisal Format 10.44.1 The House studied the format of self appraisal and the related agenda item and expressed satisfaction. The House suggested that the University may review the progress after a period of six months. AC:10:73 All India Survey on Higher Education 10.73.1 The House considered the agenda item. Prof Iftekhar Ahmed mentioned that what would be the position in respect of the Universities in the Survey which were not under Ministry of Human Resource Development. It was mentioned that there are several universities administered by other Ministries also. It is not clear how the survey will take into account the statistics of these Universities. 10.73.2 Prof M.K.Das suggested that each department of PhD programme to be inclusive of survey research. 10.73.3 The House thereafter noted the agenda item for information. EC:10:74 Grant of Meritorious Awards to Teachers of University and Affiliated Colleges 10.74.1 The House noted the item for information and placed on record of the efforts of the University in recognizing the meritorious services of the teachers of the University and the affiliated colleges. AC:10:75 Any other items with the permission of the Chair 10.75.1 The Hon ble Members made the following suggestions Dr. GS Yonzone The University should start brainstorming sessions and the various points arrived at in these sessions can be used as inputs for the growth. The University may consider establishing a Publicity wing of its own. It may also consider bringing out an In-house Magazine for the benefit of students and staff members. Prof M.K.Das In Mongolia there is lot of scope for educational tie up with Indian Universities in the field of Higher Education. Sikkim University should consider entering into Memorandum of Understanding with some of the leading institutions of higher learning in Mongolia. Prof Neelima Deshmukh The University should start the courses on Public Administration and also on GSU. Prof Atul Sarma The University should start the Department of Mathematics early. Also it can consider opening up of new courses on Biodiversity and Biotechnology. 10.75.2 Thereafter the House passed the following resolutions 1. Resolution for re-appointment of Prof Lama as Vice-Chancellor of Sikkim University for the second term. The House has taken note that Sikkim University had made substantial progress during the last four years despite several constraints under the leadership of Prof. Mahendra P Lama, Founding Vice Chancellor. The House strongly felt and recommended that in order to keep the momentum generated by the University and also to take it to further heights it is absolutely essential that Prof. Lama should continue for the second term. (Annexure) 2. Resolution on reports of personal attack and vilification campaign against the University. The House was informed by the Chairperson that the University is getting reports of personal attack and vilification campaign by certain vested interests including from a political party particularly against the Vice Chancellor and other University officials. The House expressed its deep regret against such cheap political gimmicks based on unsubstantiated allegations done with a clear intent of undermining the position of a national institution like Sikkim University. Thereafter, the House passed a resolution mentioning that the Govt. of Sikkim to usefully engage all its official machinery in the University building project and to convey its grievances through proper means. The House reaffirmed its conviction that Sikkim University will play a critical role in both building capacity among the students and the young minds in Sikkim and in generating the critical mass of experts, professionals and academicians in the State for the overall growth and development of the State.
