MINUTES OF A REGULAR MEETING SIGNAL HILL CITY COUNCIL A Regular Meeting of the Signal Hill City Council was held in the Council Chamber of City Hall on. CALL TO ORDER 6:00 P.M. ROLL CALL PRESENT: CLOSED SESSION a. A closed session was held pursuant to Government Code Section 54957.6 to discuss labor negotiations with the Signal Hill Employees Association. PUBLIC BUSINESS FROM THE FLOOR ON CLOSED SESSION ITEMS There was no public business from the floor. RECESS TO CLOSED SESSION AT 6:02 P.M. Council Member Wilson entered closed session at 6:04 p.m. RECONVENE REGULAR MEETING AT 7:04 P.M. PLEDGE OF ALLEGIANCE Mayor Woods led the audience in the Pledge of Allegiance. COMMUNITY ANNOUNCEMENTS Mayor Woods made the following announcements: In-N-Out Cover to Cover Reading Incentive Program will take place at the Signal Hill Library, October 1 - November 12, 2016 where children ages 4-12 can earn an In-N-Out Burger certificate for a free hamburger or cheeseburger. Details and sign up available at the Library by calling (562) 989-7323. Planet Paranormal investigator and author Bob Davis will be available at the Signal Hill Library on Wednesday, October 12, 2016, 6:00-7:00 p.m., to discuss his investigations into paranormal events in the Los Angeles area with his books available for sale. Register at the Library or by calling (562) 989-7323. Annual Halloween Carnival at the Signal Hill Park will take place on Saturday, October 29, 2016, 3:00-6:00 p.m., with crafts, music, and food. Tickets are $3 per person for ages 2 and up. Please call (562) 989-7330 for more information. Signal Hill Police Department Tip-A-Cop Fundraiser event at Applebee s benefiting the local Special Olympics athletes will be on Wednesday, November 9, 2016, 5:00-9:00 p.m., and additional information is available by calling (562) 989-7205. National Emergency Alert System test by the Federal Emergency Management Agency and the Federal Communications Commission will be conducted on Wednesday, September 28, 2016, at 11:20 a.m. across radio, television, cable and direct broadcast satellite systems to verify the delivery and broadcast, and assess the readiness for distribution of a national level test message. Signal Hill will participate in the Los Angeles County Registrar-Recorder/County Clerk Vote by Mail (VBM) Drop-Off program for the November 8, 2016 Presidential General Election. From October 11 - November 7, 2016, voters may drop off their VBM ballot in a secure ballot box located on the main floor of City Hall at 2175 Cherry Avenue, Signal Hill Monday through Thursday, 7:30 a.m. - 5:30 p.m. and Friday from 7:30 a.m. - 4:30 p.m. INTRODUCTIONS a. Mayor Woods introduced Wendy Kelley, recently promoted Senior Account Specialist and Enisha Matthews, new Account Specialist II with the Finance Page 2 of 15

Department. Finance Director commented the Finance Department is excited to have Ms. Matthews join the team and that Ms. Kelley has been a great asset to the Department. PRESENTATIONS a. Mayor Woods presented Certificates of Recognition to the Signal Hill Rotary Club donors who assisted with the annual School Supply and Backpack Program. Signal Hill Rotary Club President, Fredy Dominguez accepted the certificate on behalf of the Club volunteers and donors. The following major donors were present at the meeting to accept their certificates: Debra Russell on behalf of Signal Hill Petroleum, Dave Slater on behalf of the Signal Hill Police Foundation, Sandra Valle and staff on behalf of Traffic Management, Inc., Efrain Ramirez of EDCO Disposal, Captain Chris Nunley on behalf of the Signal Hill Police Department, and Roxanne Gallegos on behalf of Costco. The following major donors were not present at the meeting to accept their certificates: Boulevard Cadillac, Larry Stanley, Glenn E. Thomas Dodge, Juan Mendoza of EDCO Disposal, and the Long Beach Islamic Center. Mr. Dominguez thanked all the volunteers and donors and expressed the children were very happy when they received their donated backpacks. Staff played a slide show of the Signal Hill Rotary Club School Supply Backpack Program. Council Member Wilson commented about a friend who is a teacher at Signal Hill Elementary remarking that the children were very thankful for their backpacks. b. Mayor Lori Woods introduced the twelfth week s presentation in a series focusing on the Red Cross program 21 Weeks to Prepare. The series is aimed at assisting individuals and families prepare for an emergency. Each City Council meeting will focus on items to add to your emergency supply kit and after 21 meetings your kit will be complete. Community Services Director presented the week s shopping list for the 21 Weeks to Prepare program, suggested community members could save $1.75 per week for the purchase of a weather radio at the end of 21 weeks, and announced Community Services Department has assembled emergency kits available for purchase by contacting (562) 989-7330. Mayor Woods announced the Signal Tribune will post the 21 Weeks to Prepare shopping list with emergency preparedness tips in the Friday editions following the Council meeting. CITY MANAGER REPORTS CHAIR WOODS RECONVENED THE CITY COUNCIL AS SUCCESSOR AGENCY TO ORDER PRESENT: CHAIR WOODS VICE CHAIR HANSEN MEMBER FORESTER MEMBER NOLL MEMBER WILSON a. 2008 Property Acquisition Program Amended and Restated Loan Agreement City Manager introduced the Economic Development Manager who presented the staff report. Mayor/Chair Woods asked Council Members/Members if there were any questions of staff. Council Member/Member Forester and Council Member/Member Noll asked questions regarding the loan agreement. Economic Development Manager addressed the question posed by Council Member/Member Forester and Council Member/Member Noll. Mayor/Chair Woods asked Susanne Harrell of Harrell & Company to come forward and introduce herself. Ms. Harrell came forward and provided additional comments about the loan agreement. Council Member/Member Wilson asked about the loan agreement. Ms. Harrell and City Manager addressed the questions posed by Council Member/Member Wilson. It was moved by COUNCIL MEMBER/MEMBER NOLL and seconded by COUNCIL MEMBER/MEMBER FORESTER to approve the amended and Restated Loan Agreement between the City of Signal Hill and the Successor Agency to the Signal Hill Redevelopment Agency for the Repayment of the Loan for Redevelopment Agency s Property Acquisition Program for Remediating Oilfield Blight and Expanding the Auto Center, subject to approval of the Page 4 of 15

Oversight Board and in a form approved by the City Attorney. Mayor Woods asked Council Members if there were any questions of staff. Council Member Wilson asked about the water bonds. Ms. Harrell addressed the question posed by Council Member Wilson. It was moved by and seconded by COUNCIL MEMBER FORESTER to 1) Authorize the City Manager to execute an engagement letter with Harrell & Company Advisors to serve as Municipal Advisor in connection with the refinancing; and 2) Authorize Harrell & Company Advisors and Aleshire & Wynder, Bond Counsel, to prepare the necessary documents for City Council consideration on October 11, 2016. c. Commemorative Language Policy City Manager introduced Community Services Director who presented the staff report. Mayor Woods asked Council Members if there were any questions of staff. Council Member Noll asked about the Commemorative Language Policy. Community Services Director addressed the questions posed by Council Member Noll. Vice Mayor Hansen asked City Attorney about the Commemorative Language Policy. City Attorney addressed the question posed by Vice Mayor Hansen. Mayor Woods asked for any public comments. There was no public comment. Vice Mayor Hansen announced she would be voting no on the motion. It was moved by and seconded by COUNCIL MEMBER FORESTER to approve the proposed Commemorative Language Policy. Page 7 of 15

d. Certification of Petition - An Initiative Measure to Tax Medical Marijuana Facilities in the City of Signal Hill City Manager introduced City Clerk who presented the staff report. Mayor Woods asked Council Members if there were any questions of staff. City Council asked the initiative and the initiative process. City Attorney and City Manager addressed the questions posed by City Council. Mayor Woods asked for any public comments. Sebastian Echeverry, Signal Tribune staff writer came forward and asked questions about the initiative. City Manager and City Council addressed the questions posed by Mr. Echeverry. Tom Benson, Signal Hill resident addressed Council and expressed his opposition stance on the legalization of marijuana measures. Council Member Forester and Council Member Noll asked City Attorney for clarification regarding the initiative. City Attorney addressed the question posed by Council Member Forester and Council Member Noll. City Council and City Attorney discussed the two staff recommendation options for Council to move on at the meeting. It was moved by and seconded by COUNCIL MEMBER NOLL to 1) Receive and file the City Clerk s Certificate of Sufficiency of Initiative Petition; and 2) Submit the ordinance, without alteration, to the voters pursuant to Elections Code Section 1045(b) at the next general municipal election of the City unless the initiative is withdrawn by the proponents. Approval of the 2016 Engineering and Traffic Study for Speed Limits and Introduction of an Ordinance Amending Chapter 10.40 of the Signal Hill Municipal Code Relating to Speed Limits City Manager introduced Public Works Director who presented the staff report. Public Works Director introduced Bill Zimmerman, Traffic Engineer who presented the 2016 Engineering and Traffic Survey report. Mayor Woods asked Council Members if there were any questions of staff. Council Member Forester, Council Member Noll, Mayor Woods, and Council Member Wilson asked questions regarding the traffic study and speed limits. Mr. Zimmerman addressed the question posed by Council Member Forester, Council Member Noll, Mayor Woods, and Council Member Wilson. City Manager commented on the process of speed assessments, and discussed with City Council and Mr. Zimmerman. Mayor Woods asked for any public comments. There was no public comment. It was moved by and seconded by VICE MAYOR HANSEN to 1) Approve the 2016 Engineering and Traffic Study for Speed Limits; and 2) Waive further reading and introduce the ordinance amending a portion of Chapter 10.40 of the Signal Hill Municipal Code relating to the speed limit on several street segments within the City. City Attorney read the title of Ordinance No. 2016-09-1491: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AMENDING A PORTION OF CHAPTER 10.40 OF THE SIGNAL HILL MUNICIPAL CODE RELATING TO THE SPEED LIMIT ON SEVERAL STREET SEGMENTS WITHIN THE CITY f. Authorize Solicitation of a Request for Proposals to Provide Contract Professional Staffing and Plan Check Services City Manager introduced Community Development Senior Planner who presented the staff report. Mayor Woods asked Council Members if there were any questions of staff. Vice Mayor Hansen, Council Member Wilson, and Mayor Woods asked questions regarding the Request for Proposals. Community Development Senior Planner addressed the question posed by Vice Mayor Hansen, Council Member Wilson, and Mayor Woods. Mayor Woods asked for any public comments. There was no public comment. It was moved by and seconded by COUNCIL MEMBER FORESTER to Authorize the Community Development Director to issue the Request for Proposals (RFP). Page 10 of 15

CONSENT CALENDAR a. Resolution Amending Conflict of Interest Code Summary: Government Code Section 87300 et. seq. requires local governments to review their conflict of interest code to determine its accuracy or make amendments. It is necessary to amend the City s Conflict of Interest Code to add the position of Deputy Administrative Services Officer/Finance Director. Recommendation: Waive further reading and adopt Resolution No. 2016-09- 6189 amending Resolution No. 2016-01-6154, amending the Conflict of Interest Code for the City of Signal Hill. b. Resolution Appointing the Deputy City Manager as the Alternate Member to the Governing Board of the Los Angeles Gateway Region Integrated Regional Water Management Authority Summary: The City of Signal Hill is a member of the Los Angeles Gateway Region Integrated Water Management Authority and serves on the Governing Board. Recommendation: Waive further reading and adopt Resolution No. 2016-09- 6190 appointing Deputy City Manager Hannah Shin-Heydorn as the alternate member to the Governing Board of the Gateway Region Integrated Regional Water Management Authority Board representing the City of Signal Hill. c. Agreement for Public Works Services with Excel Paving for 28th Street Storm Water Treatment (Tree Well Filters) Project, No. 121 Summary: The City Council will consider approving an Agreement with Excel Paving to install two tree box Filterra filter units at the catch basins located at the northwest and southwest corners of Junipero Avenue and 28th Street. Recommendation: Authorize the City Manager to enter into an Agreement for Public Works Services for the installation of two tree box Filterra filter units, subject to City Attorney approval as to form, with Excel Paving, Inc., in the amount of $53,920. d. Claim for Damages Summary: The City has received a claim for financial reimbursement from Minesha Allen for bodily injury. Recommendation: Deny the claim of Minesha Allen. e. Schedule of Investments Summary: The Schedule of Investments is a listing of all surplus funds invested for both the City and the Successor Agency of the former Signal Hill Redevelopment Agency as of the date shown on the report. Recommendation: Receive and file. f. Warrant Register Dated Summary: The Warrant Register is a listing of all general checks issued since the prior warrant register and warrants to be released upon City Council approval. Recommendation: Authorize payment of Warrant Register dated September 27, 2016. g. Minutes of the Following Meetings Special Joint Meeting of Sustainable City Committee, City Council and Planning Commission of September 6, 2016. City Council Regular Meeting of September 13, 2016. COUNCIL AGENDA--NEW BUSINESS Council Member Wilson requested tonight s meeting be adjourned in memory of his nephew, Jonathan Austin Williams, who passed away on September 20, 2016, at the age of 25. Council Member Noll requested extra patrol around the southbound corner at Hathaway Avenue and Temple Avenue due to a recent traffic accident where utility poles were struck. Police Captain came forward and confirmed extra patrol will be designated to the location. Council Member Noll complimented Public Works staff for their quick response to a recent water main break on Molino Avenue, and provided the following tips on repelling unwanted skunk visits as result of community complaints: Cover and remove pet food dishes, remove outdoor water sources such as pet water dishes, secure trash bin lids, remove fallen fruit, cover access points and entries to decks where skunks may seek shelter, and combine 8 oz. castor oil, 8 oz. liquid detergent and a gallon water to spray on areas of skunk sightings. Council Member Forester expressed apologies to residents of Hathaway Court and Bixby Ridge communities for his inability to help address the speed limit issues, and announced the League of California Cities 2016 Annual Conference and Expo will be held at the Long Beach Convention Center on October 5-7, 2016, where he will be representing the GLBT Local Officials in presenting a breakout caucus on Transparent 101. Vice Mayor Hansen asked for an update on the Charter Communications project with street paving, and voiced concern of worker safety at the job sight. Public Works Director provided an update on the Charter Communications project and confirmed he will address the issues with the project Superintendent. Mayor Woods announced the Mayor s Cleanup event over the prior weekend was a success and thanked the 41 volunteers, including a great turn out from Jesse Elwin Nelson Academy, and 9 Sustainable Cities Committee Members who helped with the cleanup of the North Neighborhood. Council Member Forester thanked the Signal Hill Historical Society for hosting the Pancake Breakfast event on September 24, 2016. City Treasurer, representing the Signal Hill Historical Society announced the Pancake Breakfast was successful and thanked City Council for their support. Page 14 of 15
