MINUTES OF A REGULAR MEETING OF THE BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT A regular meeting of the Board of Education of the Long Beach Unified School District, County of Los Angeles, California, was held in the Community Room of the Administration Building at 1515 Hughes Way, Long Beach, California, on. Present: Members Craighead, Kerr, McGinnis, Meyer, and Williams Student Member Marjorie Ibasco, Cabrillo HS Absent: Call to Order Closed Session Call to Order of Closed Session Hearing Call for Agenda Items/ Adopt Agenda Approval of Minutes Communications NJROTC Meritorious Achievement President Meyer called the meeting to order at 2:45 p.m. in Room 464. President Meyer announced that the Board would be considering Items 4, 7 and 9 as listed on the Closed Session agenda. Having completed the Closed Session, President Meyer called the Open Session meeting to order in the Community Room at 5:00 p.m. with the Pledge of Allegiance, led by Student Member Ibasco. President Meyer reported that the Governing Board had been meeting in Closed Session regarding matters listed on today s Closed Session agenda and wished to announce that no reportable actions were taken in Closed Session. President Meyer asked if Board Members had any items listed on the agenda for separate action. It was moved by Member Williams that the agenda be adopted as published. It was moved by Member Kerr that the minutes of September 7, 2016 be approved as written. Captain Donald McMackin, Senior Naval Science Instructor at Lakewood HS, recognized Raymond Santos for receiving the NJROTC Meritorious Achievement Ribbon. Cadet Santos saved a fellow cadet who was choking this past June.
Page 2 Ribbon LA County Teachers of the Year President Meyer presented Cadet Santos with a certificate of recognition. Jennifer Crocket, Program Specialist, Professional Development Center, shared information on the application process for LA County Teacher of the Year. This year s winners are: Susan Watson, Poly HS Irma Magana, Lakewood HS Deborah Holland, Poly HS Principals Mario Jimenez and Diane Prince shared information on their respective teachers. Ms. Holland and Ms. Watson will also be considered for the state level. Hearing of Testimony Staff Hearing of Testimony Personnel President Meyer asked if there was anyone present who wished to address the Board on matters of school district business listed on the agenda. There was no reply. President Meyer asked if there was anyone present who wished to address the Board on matters of school district business not listed on the agenda. Yvonne Camper, parent, spoke regarding middle school math. Cathy Arakaki, parent, extended an invitation to the Taste of CAMS fundraiser. Member Williams presented the Certificated and Classified Recommendations, prepared by the Deputy Superintendent of Education Services, Human Resource Services, and approved and recommended by the Superintendent. It was moved by Member Williams that the Certificated and Classified Recommendations of the Deputy Superintendent of Education Services, Human Resource Services, be approved and authorized. Instruction Member Williams moved approval of the Instruction. Member Kerr thanked the members of the Community Advisory Committee (CAC) for Special Education, for their service and contributions. Finance Member McGinnis moved approval of the Finance.
Page 3 Purchasing & Contract Superintendent's Items Student Readmit Member Craighead moved approval of the. Member Williams moved approval of the Purchasing & Contract. The Superintendent of Schools, presented the following recommendation: That the Board of Education approve the Readmit for Student #200075144. It was moved by Member McGinnis that the Superintendent s Recommendation be approved and authorized. Unfinished New LCAP Amendments Member McGinnis moved approval of the Amendments to the Approved Local Control and Accountability Plan (LCAP). Superintendent Steinhauser stated that the district s Plan is submitted to and reviewed by the Los Angeles County Office of Education. This year, the County recommended that certain items be moved to specific areas, and also asked for additional information regarding textbooks and employee benefits. These changes are highlighted in the Plan that is posted online. BP 4133, Employee Travel Member Craighead moved approval of Board Policy 4133, Delegating Employee Travel Authorization to the Superintendent. Res. 092116-A, Supporting Proposition 55 Member Kerr moved approval of Resolution 092116-A, Supporting Proposition 55: The California Children s Education and Health Care Protection Act of 2016.
Page 4 Res. 092116-B, Member Meyer Absence Member Williams moved approval of Resolution 092116-B, Authorizing Chief & Financial Officer to Compensate Member Jon Meyer for Absence at Board Meeting. CBFO Employment Contract Member McGinnis moved approval of the Chief and Financial Officer Employment Contract. Supt. Employment Contract of Board Members Member Williams moved approval of the Superintendent s Employment Contract. Student Member Ibasco thanked the Board members for their support of Cabrillo HS. She shared information on past and upcoming events, which included the celebration of the school s 20 th anniversary and 9/11 remembrance event. Member McGinnis joined Secretary of State Alex Padilla, City Clerk Maria De La Luz and Councilmember Roberto Uranga at Cabrillo HS for an event to encourage 18-year-old students to register and vote. He thanked Chris Itson, Linked Learning Coordinator, for putting the event together on such short notice. He also thanked Joe Battle, Academy of Law & Justice, for the tour of the new courtroom. Mr. McGinnis also visited the temporary location for Renaissance HS, and he commended the new principal and new vice principal on a very smooth move and set up. Member Kerr shared about the opening of the Michelle Obama Library, which had about 4000 attendees and was spectacular. The facility has study rooms and a community area, making it a great asset for North LB. Member Craighead commended the elementary schools on a great Back to School night. Member Williams shared his visit at Washington MS. He spoke to a group of 8 th graders on the importance of getting an education and they certainly asked great questions. President Meyer thanked Elio Mendoza, Cabrillo principal, for the great support to the students. Mr. Meyer shared a thank you note from Margie Masterson, retired music teacher and board member of the Long Beach Symphony. She thanked the district for continuing to transport so many students to the concerts.
Page 5 He also shared a note from Bob Skidmore, with the Boys & Girls Club, thanking the district in transporting 150 students to the beach volleyball tournament during the summer. Lastly, Mr. Meyer shared that his absence at the previous meeting was due to him visiting Avalon. Tom Sutherland from the Rotary Club of Catalina, welcomed the new principal and seven new teachers to Avalon School.
