Parks and Recreation Sponsorship Opportunities 2019 Summary: The Parks and Recreation Department offers partnership opportunities with local businesses and organizations to fit any budget. BILLS PAYABLE REPORT For Information Only Summary: For your information and transmittal to the City Council, attached is a list of paid invoices from December 6, 2018 through January 9, 2019 in the amount of $941,166.47. UNFINISHED BUSINESS NEW BUSINESS 2. Bill No. 5747 - an Ordinance Adjusting the Municipal Boundary of the City of Creve Coeur for Property Located on Part of Lots 3 and 4 of the Farm of S.S. Matson, Deceased, in US Survey 1962 Township 45 North Range 5 East. First Reading Summary: Mark Huck, owner of the subject property, is seeking a subdivision boundary adjustment along with a municipal boundary adjustment to formally include approximately 0.86 acres of land within the City of Creve Coeur, currently located within unincorporated St. Louis County. The Planning and Zoning Commission recommended approval in review of subdivision boundary adjustment on January 7, 2019. 3. Bill No. 5748 - an Ordinance Amending the City Code of Ordinances Regarding Penalties for Ordinance Violations. First Reading Summary: Consideration of an ordinance to enable City staff to withhold the issuance of a new building permit for delinquent applicants with continuing ordinance violations. 4. Resolution No. 1403 - a Resolution Authorizing Submittal of an Application to the Missouri Development Finance Board s Tax Credit for Contribution Program, in Support of the Donald Danforth Plant Science Center Greenhouse Expansion Project. Summary: The Donald Danforth Plant Science Center has asked the City to submit an application on their behalf to the Missouri Development Finance Board, for tax credits to help fund a greenhouse expansion project. The application does not require any financial obligation of the city, but the application must be made by a governmental entity. City of Creve Coeur Page 2
5. Resolution No. 1404 - a Resolution of the City of Creve Coeur, Missouri, Approving a Notice of Completion of Developer Project and a Waiver, Confirmation and Release of Claim in Connection with the Second Amended and Restated Transportation Development Agreement by and Between the City and the Koman Group, L.L.C., Approved by Ordinance No. 5152 Summary: The Koman Group, developer for the Olive Boulevard Transportation Development District, requests acknowledgement of a Notice of Completion of Developer Project and Waiver, Confirmation, and Release of Claim from the Developer as per the Olive TDD Development Agreement Exhibit F. The Developer also is requesting the City waive its obligation to construct the Screening of the Ameren substation and confirm its satisfaction, in full, of all its obligations with respect to the Developer Project in exchange for a release of all claims to the Excess Assessments, which total $217,772. These funds will then be available for use by the Olive Boulevard TDD. 6. Resolution No. 1405 - a Resolution of the City Council of the City of Creve Coeur, Missouri Authorizing the Execution of a Contract with George L. Crawford and Associates, Inc. Dba CBB for Engineering Services Related to the Development of Conceptual Improvement Plans to Craig Road for the Lump-Sum Amount of $39,800.00. Summary: City staff recommends that the City Council authorize a contract with George L. Crawford and Associates, Inc. (otherwise known as CBB) for traffic and civil engineering services for the development of conceptual plans fortwo intersections along Craig Road. These intersections - Craig at Olde Cabin and Craig at Office Parkway - are not standard intersections and can be confusing to motorists. The conceptual plan will be used to for future budgeting purposes and will lead the way toward a future application for federal funding. 7. Resolution No. 1406 - a Resolution of the City Council of the City of Creve Coeur, Missouri Authorizing the Execution of a Contract with Amcon Municipal Concrete, LLC for the New Ballas Sidewalk Improvement Project for the Amount of $136,614.45. Summary: Public Works staff recommends that the City enter into a contract with AMCON Municipal Concrete for the construction of the New Ballas Sidewalk Improvement Project. Up to 80% of the construction costs of this project will be reimbursed through a federal grant. City of Creve Coeur Page 3
8. Resolution No. 1407 - a Resolution of the City Council of the City of Creve Coeur, Missouri, Authorizing the Execution of a Contract Decrease with Paric Corporation through Change Orders #1 & #2 to the Owners Representative Contract for Construction Project Management Services for the Creve Coeur Police Building, for a Total Decreased Amount of $177,843.75. Summary: Due to a delay in the schedule for the renovation of the Government Center the city plans to terminate the Government Center Project management phase of the existing contract with PARIC. Secondly the construction of the new Police Building is expected to take longer than anticipated in the contract so additional costs will be incurred for Project Management Services. Net change is a contract decrease of $177,843.75. 9. Resolution No. 1408 - a Resolution of the City Council of the City of Creve Coeur, Missouri, Authorizing the Exercise of the Option to Extend the Contract with Munie Outdoor Services D/B/A Munie Greencare Professionals for Mowing Services in City Parks for the Estimated, Not-To- Exceed Contract Sum of $37,767.47 for the 2019.Growing Season. Summary: Public Works staff recommends that the City exercise the option for a one-year extension of the contract for mowing the City's parks, as is provided for in the contract. The contract for these services is with Munie Greencare Professionals, and staff has been satisfied with the performance of Munie Greencare Professionals for the past two years. The cost of the services is estimated to have a 5% increase over 2018, which is the maximum allowed by the contract. The actual mowing costs will be determined by the consumer price index once those figures are available later this winter, but these costs will not exceed the 5% increase that has been estimated for this resolution. 10. Resolution No. 1409 - a Resolution of the City Council of the City of Creve Coeur, Missouri, Authorizing the Exercise of the Option to Extend the Contract with the Greenwood Group, LLC for Right of Way Maintenance Services and Grounds Maintenance Services for the Interstate 270/Olive Boulevard Interchange for the Estimated, Not-To-Exceed Contract Sum of $61,402.25 for the 2019 Growing Season. Summary: Public Works staff recommends that the City exercise the option for a one-year extension of the contract for mowing various areas of the City's right of way and the interchange at Interstate 270 and Olive Boulevard, as is provided for in the contract. The contract for these services is with The Greenwood Group, and staff has been pleased with the performance of The Greenwood Group for the past two years. The cost of the services is estimated to have a 5% increase over 2018, which is the maximum allowed by the contract. The actual mowing City of Creve Coeur Page 4
