Attachment A Page 2 of 10 RESOLUTION OF BOARD OF EDUCATION COOPERATIVE PURCHASING SCHOOL YEAR 2015-2016 The Cooperative Purchasing Service is a plan of a number of public school districts in the Delaware-Chenango-Madison- Otsego BOCES Area in New York, to bid jointly equipment, supplies and contract items, and The Sullivan County BOCES named below is desirous of participating with other districts in the Delaware-Chenango-Madison- Otsego BOCES in the joint bidding of the items mentioned above as authorized by General Municipal Law, Section 119-o, and The BOCES named below wishes to appoint the Delaware-Chenango-Madison-Otsego BOCES to advertise for bid, accept, tabulate bids and award bids on their behalf; therefore BE IT RESOLVED, That the Board of Education of the Sullivan County BOCES listed below hereby appoints the Delaware-Chenango-Madison- Otsego BOCES to represent it in all matters relating above, and designates the Evening Sun Newspaper as the legal publication for all Cooperative Purchasing bid notifications, and, That the Board of Education of the Sullivan County BOCES listed below authorizes the Delaware-Chenango-Madison-Otsego BOCES to represent it in all matters leading up to the entering into a contract for the purchase of the above mentioned commodities, and, That the Board of Education of the Sullivan County BOCES listed below agrees to (1) assume its equitable share of the costs of the Cooperative Bidding; (2) abide by majority decisions of the participating districts; (3) abide by the Award of the BOCES Board; (4) and that after the award of the bid it will conduct all negotiations directly with the successful bidder(s). Policy Review - 2nd Reading and Approval BE IT RESOLVED the Board of Education adopts the following revised policies: Personnel - Health Examinations - #5140 Personnel - Health Insurance - #5320 Ice Cream Bid Award BE IT RESOLVED, the Sullivan County BOCES Board of Education hereby awards the DCMO BOCES Ice Cream Bid #2015-125 to Gillette Ice Cream per the DCMO BOCES Bid Analysis for Ice Cream products for the 2015-2016 School Year. Milk Bid Award BE IT RESOLVED, the Sullivan County BOCES Board of Education hereby awards the DCMO BOCES Milk Bid #2015-125 to Balford Farms, 4 Manhattan Drive, Burlington, NJ per the DCMO BOCES Milk Bid Analysis for dairy products for the 2015-2016 School Year. Financial Matters Approval of the Treasurer's Reports On a motion by Linda Fisk, seconded by Frank Conklin the Board approves the Treasurer's Report with balances ending May 31, 2015. Upon a roll call vote being taken, the vote was: Aye: 6 Nay: 0. The motion Carried. 6-0 Deputy Superintendent Report Summer Project Update Susan Schmidt stated that the summer projects are in full swing and everything looks very nice. The Early Childhood program has been moved back to campus from the Liberty Elementary School, Auto Shops floors have been painted, the CTE Asst. Principal s office has been renovated and the transportation coordinator has been moved in her new office space. Other projects in the works include, painting classrooms, offices and hallways at RPEC, renovating the Precision Machinery classroom, replacing floor tiles as well as ceiling tiles in various locations throughout the RPEC campus and infrastructure wiring work to be completed in the A & B wings. Fixed Assets Appraisal Ms. Schmidt stated that Sullivan BOCES is now insured by the New York State Insurance Reciprocal (NYSIR). Moving to NYSIR saved the BOCES several thousand dollars in the 2015-16 year. NYSIR offers a fixed asset appraisal and the BOCES will be taking advantage of this service and will be coordinating a fixed asset inventory including an updated building appraisal. The appraisal project will be starting in the next few weeks and will continue into the fall. Claims Audit Report The Board of Education reviewed the Claims Audit Report for June 2015. Personnel Matters Ms. Megan Becker, newly hired White Sulphur Springs Principal, was introduced to the Board by Debra Fuchs Nadeau. Ms. Becker was a Special Education Teacher at the Monticello CSD for 12 years and she ran the Summer School Program for the past 2 years. The Board welcomed Ms. Becker! The Board President and the Interim District Superintendent read to the Board a letter from Mr. Charles Wyant, CSEA President, asking the Board to reconsider the approval of the termination of a staff member. Approval of Personnel Matters On the recommendation of the Interim District Superintendent and a motion by Kenneth Hilton, seconded by Linda Fisk, the Board approves the following personnel matters: LEAVES OF ABSENCE On the recommendation of the District Superintendent, the Board approves the following Leaves of Absence: Sharon Erdman Teaching Assistant effective April 7, 2015 through June 25, 2015 FMLA Emma McKay-School Psychologist effective October 1, 2015 through January 14, 2016 (change of effective date) Page 4 of 10
