Commissioner McHenry called the closed session meeting to order at 11:38 a.m. When there is a need for the Chairperson to pass the gavel to a Commissioner, this action shall be automatic without need for a formal motion. The Personnel Commission adjourned to closed session pursuant to Government Code Section 54957 to discuss personnel issues. Commissioner McHenry called the meeting to recess at 12:30 p.m. Reconvened to Open Session at 12:38 p.m. No action was taken. Roll Call Deborah McHenry, Chair present V. Minutes Upon a motion by Commissioner Adams and seconded by Commissioner Wiggins, the Commission approved the Minutes of the September 17, 2015 Regular Personnel Commission meeting with the word Review changed to Reviewed under the Proposed Revised Classification/Job Description for the Program Manager II, High Needs Student Population. McHenry Adams Wiggin Examination After discussion by the Commission, a motion was made by Commissioner Adams and seconded by Commissioner Wiggins; the Commission approved the following examination announcements. Accounting Specialist I (Range 14, CSEA) Director II, District Advisory Services (Range 19, MGMT CL) Program Manager I, Wellness (Range 15 MGMT CL)

Page 3 of 5 Eligibility List After discussion by the Commission a motion was made by Commissioner Adams and seconded by Commissioner Wiggins, the Commission approved the following eligibility lists: Student Support Counselor (Range 22, CSEA) Approve Personnel Actions of August 16, 2015 September 15, 2015 After discussion and upon a motion by Commissioner Adams and seconded by Commissioner Wiggins, the Commission approved the personnel actions. Items from the Floor Making Strides for Breast Cancer, GG Park Walk Annual Turkey Drive, Trustee McWilson Proposed Classification/Job Description After discussion and upon a motion by Chair McHenry, the Commission tabled the Career Technical Education Specialist due to insufficient information. Out-of-Class After discussion and upon a motion by Commissioner Adam and seconded by Commissioner Wiggins, the Commission approved Out-of-Class extension pay for Lucia Duong, Support Center Team (Range 20 CSEA) in recognition of her performance of the higher level responsibilities of a Client Support Manager (Range 17, MGMT CL); effective September 17, 2015, to December 17, 2015, or until the position is filled (whichever comes first).

Page 4 of 5 Classification and Compensation RFP Review Approve the recommendation of the staff and to authorize the Chief Human Resources Officer to prepare and execute a contract with selected vendor, for the 2015/2016 Alameda County Office of Education Personnel Commission Classification & Compensation study. After discussion and upon a motion by Commissioner Adams and seconded by Commissioner Wiggins, the Commission approved the Chief Human Resources Officers vendor recommendation, Education Management Systems (EMS). Personnel Commission Monthly Budget Review This is a monthly review of the Personnel Commission budget (line item breakdown). Report from Employee/Employer Relations Committee (EERC) CSEA President Sinegal mentioned that they have met with the CHRO about issues. Also mentioned that CSEA is currently in negotiations. CSEA President announced that she was appointed to the Northern California School Personnel Commissioners Association of Northern California (SPCA/NC) Board. Report from Human Resources Staff The CHRO congratulated Kyla Sinegal, CSEA President and Commissioner Adams to their appointment to the SPCA/NC and mentioned the CHRO s appointment to the Board. The CHRO congratulated Commissioner Wiggins on his reappoint as the Board Appointee. The CHRO mentioned information about Form 700 and classification information obtained from the SPCA/NC conference. The CHRO discussed a legal opinion about the 610 process and the Merit System. The CHRO mentioned trainings hosted by ACOE including Job Analysis and Classification coming soon. Items from the Commissioners The Commission Chair congratulated Commissioner Wiggins on his reappointment.
