Pursuant to article 39 paragraph 1 of the Law on financing of political entities and election campaigns (Official Gazette of Montenegro, 52/14), the Agency for Prevention of Corruption hereby issues the I N S T R U C T I O N S ON THE FORM FOR THE REPORT ON ORIGIN, AMOUNT AND STRUCTURE OF FUNDS COLLECTED AND SPENT FROM PUBLIC AND PRIVATE SOURCES IN THE ELECTION CAMPAIGN FOR THE ELECTION OF THE PRESIDENT OF MONTENEGRO Article 1 These Instructions shall prescribe the manner of submission of report and the form for the report on origin, amount and structure of funds collected and spent in the election campaign for the election of the President of Montenegro allocated from the Budget of Montenegro (hereinafter: the budgetary assets), as well as from private sources. Article 2 Candidate for the President of Montenegro shall prepare and submit to the Agency the Report referred to in article 1 of these Instructions, in electronic and printed form, directly or by post, on the forms constituting an integral part of these Instructions. The Report referred to in article 1 of these Instructions shall be submitted within 30 days following the Election Day. Article 3 Candidate for the President of Montenegro shall submit data on the following forms: PPPK Form Data on submitter of the proposal for the candidate; IPI Form Elections for which the report is being submitted; PKP Form Data on the candidate for the President; RZUS Form Data on the account for payment of funds for the election campaign financing. Article 4 Report on funds collected from public sources shall be submitted on the following forms: PBD Form Revenues from the Budget of Montenegro. Article 5 Report on funds collected from private sources shall be submitted on the following forms: PPPL Form Revenues from contributions made by legal persons; PPFL Form Revenues from contributions made by natural persons; KZT Form Credits, loans and other services of banks and other financial institutions and organisations. Article 6 1

The Report on funds collected and spent from public and private sources shall be submitted on the following forms: TPS Form Expenses of campaign rallies, TRSRM Form Expenses for commercials and promotional material, TOP Form Expenses for advertising, TMP Form Expenses for media coverage, TIJM Form Expenses for public opinion polls, TAOP Form Expenses for engagement of authorised representatives of the candidate for the President of Montenegro in an extended composition of the body responsible for conducting elections; RTTOA Form Overhead and general administration expenses, TP Form Transportation expenses during election campaign, OTIK Form Other expenses of election campaign. Article 7 Summary report (recapitulation) on funds collected and spent from public and private sources shall be submitted on the UPUS Form Total funds collected and spent. Article 8 With the entry into force of these Instructions, the Instructions on the form for report on origin, amount and structure of collected and spent funds from public and private sources for the election campaign for the election of the President of Montenegro, dated 31 July 2015 (Official Gazette of Montenegro, 43/15) shall no longer be applied. Article 9 These Instructions shall enter into force on the day of publishing thereof in the Official Gazette of Montenegro.
