ROLL CALL AND PLEDGE OF ALLEGIANCE Clerk of the Board Angela Calvillo, called the meeting to order at 12:01 p.m. On the call of the roll, Supervisor Safai was noted not present. There was a quorum. Supervisor Safai was noted present at 12:03 p.m. COMMUNICATIONS Angela Calvillo, Clerk of the, informed the that she was in receipt of a communication from John Arntz, Director of Elections, certifying the candidates for the Office of the Members of the who received a plurality of votes cast at the election held on November 6, 2018, and have been declared elected to that office, namely: District 2 - Catherine Stefani District 4 - Gordon Mar District 6 - Matt Haney District 8 - Rafael Mandelman District 10 - Shamann Walton Finally, Clerk Calvillo, informed the Board Members that she had received a communication from the Controller confirming that certification of surety bond requirements were established for all newly elected Board Members, pursuant to Administrative Code, Article IX, Sections 16.122(a-e) and 16.126(b). OATH OF OFFICE - MEMBERS OF THE BOARD OF SUPERVISORS Clerk Calvillo introduced the Honorable Garrett L. Wong, Presiding Judge, Superior Court of California, County of San Francisco, a fourth generation San Franciscan who grew up ten blocks from City Hall. NOMINATIONS FOR THE OFFICE OF THE PRESIDENT OF THE BOARD OF SUPERVISORS Clerk Calvillo provided the nominating principles, as follows: - Members may nominate one individual, either themselves or another Member; - Nominees shall state on the record if they accept the nomination; - Nominees do not need to vacate the Chamber; - Nominees may withdraw their own nomination without a second at any time; - At completion of nominations, the nominations are closed; - The Board may adopt a motion to reopen nominations with a majority vote; and - If nominations are reopened, those Members who have not nominated may do so, or a Member may withdraw their previous nomination and nominate a different Member. Supervisor Fewer nominated Supervisor Yee. Supervisor Haney nominated Supervisor Ronen. Clerk Calvillo asked if there were any further nominations. ELECTION OF THE PRESIDENT OF THE BOARD OF SUPERVISORS Supervisor Yee accepted the nomination. Supervisor Ronen accepted the nomination. Discussion on the nominations ensued amongst the Members of the Board. Clerk Calvillo provided some of the principles for the election of the President of the Board of Supervisors, as follows: - Voting shall occur in alphabetical order; - There are no abstentions or passes; - Members vote by stating their preference from among the nominees; - First Nominee to receive a majority vote will be the Board President; - Member with the least number of votes is not obligated to withdraw their name nor will they be automatically withdrawn from the ballot; - If no nominee receives a majority of the votes, we will proceed to the next round of voting; - If nominations are reopened, a Member has yet to nominate may do so and a Member who has already nominated may withdraw their previous nomination and nominate another Member. The roll was called on the nominations of Supervisors Ronen and Yee. Round 1 - Vote to select the President of the among the names in nomination were declared as follows: Ronen: 4 - Haney, Mar, Ronen, Walton Yee: 7 - Brown, Fewer, Mandelman, Peskin, Safai, Stefani, Yee After receiving the affirmative vote from a majority of the, the Clerk of the Board declared Norman Yee the President of the. Supervisor Mar, seconded by Supervisor Peskin, moved to rescind the previous vote. The motion passed by the following vote: Ayes: 11 - Brown, Fewer, Haney, Mandelman, Mar, Peskin, Ronen, Safai, Stefani, Walton, Yee Round 1 - Vote to elect Supervisor Yee as the President of the by acclamation, passed by the following vote: Ayes: 10 - Brown, Fewer, Haney, Mandelman, Mar, Peskin, Safai, Stefani, Walton, Yee Noes: 1 - Ronen PRESIDENT NORMAN YEE ASSUMED THE CHAIR REMARKS FROM THE MAYOR OF THE CITY AND COUNTY OF SAN FRANCISCO, THE HONORABLE LONDON N. BREED Mayor London N. Breed congratulated President Yee and all of the newly elected Members of the. President Yee called on each of the newly elected Members of the and afforded each an opportunity for brief remarks and introduction of family members and guests in attendance. REMARKS BY THE HONORABLE PRESIDENT OF THE BOARD OF SUPERVISORS President Yee thanked the other Members of the Board and shared his continued efforts and civic work in order to have the most positive impact on the lives of children and families in San Francisco. He shared his desire for the Board to work collectively and highlighted the accomplishments of each individual Member of the Board. He expressed his job as the President will be to build the bridges between the Members and ensure a smooth legislative process. The President then introduced his family members and guests in attendance and thanked them for their continued support.
