Minutes of the Troy Township Board Meeting Monday, April 21,2014 7:00 p.m. Meeting of the Troy Township Board of Trustees held at the Troy Township Community Center, 25448 Seil Road, Shorewood, Illinois. Supervisor Joseph D. Baltz called the meeting to order. The Pledge of Allegiance was led by Collector Sharon Cemeno Hicks. A moment of silence was observed for former Village of Shorewood Trustee Celine "Cene" Schwartz. Roll call: Present were: Supervisor Joseph D. Baltz Clerk Kristin Dawn Cross Trustee Larry Ryan Trustee John Theobald Trustee Donald Walden Trustee Brett Wheeler Highway Commissioner Tom Ward Collector Sharon Cemeno Hicks Absent were: Assessor Kimberly Anderson - EA EA - Excused Absence; L - Late Arrival A - Absent Quorum is established, Supervisor Baltz opened the meeting for citizen comments and welcomed guest speaker, Jennifer Bertino-Tarrant, Illinois State Senators, 49th District. Senator Bertino-Tarrant gave a brief summary of activities happening at the state level including discussion of a possible capital bill, the fair tax, the millionaire's tax, the Obama Library, changes in the formula used for funding schools, infrastructure/road improvements with regards to CenterPoint Intermodal Center, and the Illiana Expressway. Supervisor Baltz thanked Senator Bertino-Tarrant for the presentation and after asking three times Supervisor Baltz closed the meeting for citizen comment. Motion made by Trustee Theobald; seconded by Trustee Walden to accept the MINUTES of the March 17,2014, Regular Board Meeting. Motion carried. The TREASURER'S REPORT was acknowledged by Supervisor Baltz and placed on file. CORRESPONDENCE Supervisor Joseph D. Baltz reviewed the following correspondence with the Board: Compliment from Mary Lou Jordan on the great service she received when visiting the Assessor's office. Page 1 of6

Compliment from Mr. Bennett who wanted to echo Supervisor Baltz's comments in the newsletter on what a great job all departments of Troy Township do. Received from the Office of the Circuit Court Clerk fine money totaling $33.69 for the period of February 1, 2014 to February 28, 2014. REPORTS OF TRUSTEES / COMMITTEES: TRUSTEE LARRY RYAN - Trustee Ryan reported that the Finance Committee met on April 8, 2014. Trustee Ryan distributed copies of the meeting notes. Trustee Ryan reported that the committee meeting was productive. Compliments should be given for ending the 2013-2014 fiscal year under budget, for having a net positive income in all funds, and for increasing reserve balances all while having a conservative levy. Trustee Ryan noted the committee's pleasure with certain budget items such as a server upgrade and moving to QuickBooks both of which will create benefits and offer improved efficiencies across the board. If needed there is still time for additional discussion before the budget hearing on May 19,2014. Ryan reported that the Finance Committee recommends the Board approve the tentative budgets for Road and Bridge and the Town Fund (including Town, Assessor and General Assistance) as presented tonight under new business. TRUSTEE BRETT WHEELER - Trustee Wheeler reported that the Health Insurance Committee met on April 3, 2014. Trustee Wheeler distributed copies of the meeting notes and reported that a subsequent meeting was held with employees and Steve Orlando from the Candos Agency to discuss any issues employees may be having using the Health Reimbursement Arrangement (HRA). Some issues were discovered and Mr. Orlando is working directly with each employee to address all concerns. Renewal premiums are not expected from Humana until early May. After rates ate received the committee will make a recommendation to the board regarding the July 1, 2014 policy renewal. TRUSTEE JOHN THEOBALD - No report. TRUSTEE DONALD WALDEN - Trustee Walden reported that the Trustee's Division of TOI has distributed the new Trustees' Operations Manual and copies should be distributed to all township trustees. HIGHWAY DEPARTMENT REPORT; Highway Commissioner Ward reported that the salt spreaders have been removed and truck maintenance is being performed. The Annual Spring Clean Up is from April 21st to Saturday, April 26th. Culvert work will begin after the Annual Spring Clean Up and branch and brush pick up begins May 1st. ASSESSOR'S REPORT: Assessor Anderson's absence is excused and her written report was placed on file. TOWNSHIP COLLECTOR'S REPORT: Collector Hicks reported that Cemeno's Pizza will be hosting the Senior Services Center of Will County's Spaghetti Dinner on Thursday, May 8th from 4:00 p.m. to 7:00 p.m. TOWNSHIP CLERK REPORT; No report. ADMINISTRATOR'S REPORT: Administrator Dylik reported: The AARP Free Tax Prep program is complete and 86 appointments were conducted at our site. Administrator Dylik, Clerk Cross, Assessor Anderson and Trustee Theobald will be attending Topics Day in Springfield on April 30th. Appointments are scheduled with our legislators to discuss needs in Troy Township, review a capital improvement list for Troy Township and to discuss current legislation affecting township government. The next shredding event will be this Saturday, April 26th. The event is from 9:00 a.m. to 11:00 a.m. Volunteers are needed from 8:15 a.m. until approximately 11:15 a.m. Information was recently distributed regarding TOI's District 5 Training to be held in Lisle on Friday, June 20th. The Medical Equipment Loan Closet officially opened on March 1st. It has been publicized in the Spring 2014 edition of the Troy Township Communicator and also with a recent article in the Joliet Herald News. Several donations including canes, five walkers, three transfer boards and two sets of crutches have been received. We had one inquiry for a loan and we were able to loan out a wheel chair. The feedback and response to the program have been very positive. Trustee Walden asked about the township's liability when loaning out equipment. Dylik confirmed that the program was vetted with TOIRMA and that all persons who loan a piece of equipment must sign a waiver and release of liability and the wording of which was approved by TOIRMA. At the beginning of April we launched an in-house program for office staff called "Jeans for Charity". Employees who donate a minimum of $1.00 per week to either the United Way of Will County or to CASA of Will County have the opportunity to wear jeans on Friday. Employee's had to register for the program and sign off on specific dress code requirements for participation. Staff is very excited for this program and we have seen 100% participation from all regular office staff. The program is promoted throughout the office with flyers to let Page 3 of6

visitors know why staff is wearing jeans and to show that our staff supports our local community. SUPERVISOR'S REPORT; Supervisor Baltz reported that the community room schedule was distributed and the room usage remains very active. The Annual Town Meeting went well and an article was published in the Shorewood Sentinel. Supervisor Baltz reported that the 2013 levy extensions were received. Although it is important to remain conservative, it is also important to tax to the max with regards to the Road and Bridge Levy as to ensure the Road District qualifies for additional funds like County Aide to Road and Bridge. When filing the levy, estimated figures were used for new property. The estimates used turned out to be low due to an enterprise zone adjustment which increased the value of new property. Therefore, the township could have levied for more because of the higher new property figure. As it stands, the Town Fund levied for $995,520.00 but could have been extended up to $1,001,689.40. The Road and Bridge Fund levied for $1,174,860.00 but could have been extended up to $1,182,140.80. Therefore, because the Road and Bridge Fund did not levy to the maximum amount it could have been extended, R&B cannot petition for the County Aide to Road and Bridge. This (County Aide to Road and Bridge) amounts to approximately $150,000.00 for the estimated repairs to the Shepley Road Bridge. Supervisor Baltz asked that the Board and Finance Committee give this consideration when the 2014 levy is considered this fall. Trustee Walden concurred that filing the levy to the maximum would be beneficial for getting the funds necessary to take care of the residents' needs. Trustee Ryan believes that the voting Board would give adequate consideration to this issue when working on the levy next fall. Supervisor Baltz asked twice for any old business. No old business. NEW BUSINESS: Supervisor Baltz presented Resolution 14-15R-01 a resolution naming Troy Township Open Meeting Act Designees as Clerk Kristin Dawn Cross, Administrator Jennifer Dylik and Office Clerk/Planning Commission Member Lisa Imbody. Motion made by Trustee Wheeler; seconded by Trustee Theobald to approve Resolution 14-15R-01. Roll call vote: Ryan-Aye; Theobald-Aye; Walden-Aye; Wheeler-Aye; Baltz-Aye. 5 Aye, 0 Nays, 0 Absent. Motion carried. Supervisor Baltz presented Resolution 14-15R-02 a resolution approving an agreement between Supervisor Joseph D. Baltz and Highway Commissioner Thomas R. Ward approving three months of the Highway Commissioner's Salary to be paid by the Road and Bridge Fund for the Fiscal Year 2014-2015. Motion made by Trustee Walden; seconded by Trustee Theobald to approve Resolution 14-15R-02. Roll call vote: Ryan-Nay; Theobald-Aye; Walden-Aye; Wheeler- Aye; Baltz-Aye. 4 Aye, 1 Nay, 0 Absent. Motion carried. Supervisor Baltz presented the Tentative Road and Bridge Budget for the 2014-2015 Fiscal Year. Motion made by Trustee Ryan; seconded by Trustee Walden to approve the Road and Bridge 2014-2015 Tentative Budget. Roll call vote: Ryan-Aye; Theobald-Aye; Walden-Aye; Wheeler-Aye; Baltz-Aye. 5 Aye, 0 Nay, 0 Absent. Motion carried. Supervisor Baltz presented the Tentative Town Fund Budget including Town, Assessor and General Assistance for the 2014-2015 Fiscal Year. Motion made by Trustee Ryan; seconded by Trustee Wheeler to approve the Tentative Town Fund Budget. Roll call vote: Ryan-Aye; Theobald-Aye; Walden-Aye; Wheeler-Aye; Baltz-Aye. 5 Aye, 1 Nay, 0 Absent. Motion carried. As a result of Trustee Ryan's no vote on Resolution 14-15R-02, Supervisor Baltz suggested that a Finance Committee meeting be held to discuss other options so that Trustee Ryan could support this resolution which is a part of the tentative budgets which were unanimously approved. Trustee Ryan noted that Resolution 14-15R-02 is only one part of the budget and his lack of support for one part does not mean there is not support for the budget as a whole. Trustee Wheeler suggested the Board go into closed session to discuss salaries. Supervisor Baltz reminded that the resolution in question is about the Highway Commissioner's salary which the Board cannot go into closed session to discuss. Supervisor Baltz asked twice for any other new business. No other new business presented. CLOSED SESSION; Supervisor Baltz asked if there was any business for closed session. Administrator Dylik reported that there was no business for closed session. Page 5 of6

Trustee Ryan motioned to go into closed session if any trustees wanted to discuss any personnel or compensation issues. No second was made. Supervisor Baltz reminded that salaries of elected officials are public and set by the board prior to the election. If there is a request by a board member to go into closed session to discuss a specific township employee's salary or a personnel issue that the topic be brought to the Supervisor in advance of the meeting so that the item can be correctly listed on the agenda, adequate preparation can be made and the information requested can be gathered before the meeting. ANNOUNCEMENTS; Supervisor Baltz asked for any additional announcement. Motion made by Trustee Theobald; seconded by Trustee Ryan to adjourn the meeting. Motion carried. Board Meeting April 21, 2014 Tarn and I attended the monthly Will County Assessor's meeting on Thursday, April 10th. The guest speaker was Miles Jacob's a real estate attorney from Joliet. He used my article from the Township Communicator as an example for the other assessors. He was most pleased with the way our office handles appeals and our willingness to work our taxpayers. Wednesday, April 16, 2014, Jan'ee and I attended a meeting at Will County regarding an intervener's interest in the Walgreen's PTAB's. The meeting went well and an appraisal will be obtained for the Shorewood Walgreens. I am still working on getting an intervener to obtain an appraisal for the Walgreens on Essington. As previously discussed, taxing bodies stand to lose substantial tax dollars if Walgreen's would prevail with their appeal. To date, my staff has assisted with 132 Senior Freeze applications, and 42 other exemptions, including Senior and Disabled. Field staff has been out in the Township measuring new homes as well as home improvements. I will be attending Topic's Day in Springfield on Wednesday, April 30th.
