MINUTES OF THE CITY COUNCIL WORK SESSION HELD May 4, 2017. The City Council of the City of Crowley, Texas met for a Work Session Meeting on Thursday, May 4, 2017, at 6: 30 pm in the City Council Chambers, 201 East Main Street, Crowley City Hall, Crowley, Texas. Present were City staff included: Absent: Mayor Billy P. Davis Council Member Johnny Shotwell, City Council Place 1 Council Member Jerry Beck, Jr. City Council Place 2 Council Member Jesse Johnson, City Council Place 3 Council Member Jim Hirth, City Council Place 4 Council Member Tina Pace, City Council Place 5 Mayor Pro -Tern Christine Gilbreath, City Council Place 6 City Manager. Robert Loftin City Attorney, Rob Allibon City Secretary, Carol Konhauser Finance Director, Lori Watson Fire Chief, Pleasant Brooks Asst Police Chief, Kit Long Community Development Administrator, Cheryl McClain Library Director, Cristina Winner None CALL TO ORDER/ ROLL CALL Mayor Billy Davis called the Work Session to order at 6: 34 p.m. City Secretary Carol Konhauser called roll and noted a quorum was present. DISCUSSION OF NON - ACTION ITEMS CONSENT AGENDA All matters listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removedfrom the ConsentAgenda and will be considered separately. 1. Consider approval of the minutes from the regular meeting held on April 20, 2017. PUBLIC HEARING 1. Conduct a Public Hearing for the re -plat request made by Mr Joel Burns for Block 20, Lots 1-10, of the Crowley Original Town Subdivision. Case # 1700191. No discussion CITY BUSINESS 1. Discuss and consider the submitted preliminary plat for lots 1 and 2 of the Atwood' s addition. Council Member Christine Gilbreath asked we had received the engineering reports from Teague Nall and Perkins regarding the sewer and drainage discussed in the Planning and Zoning Commission Meeting Minutes. The Mayor informed her that this is always addressed as it is a requirement for the final plat. Discuss and consider approval of the Annual Tarrant County Tax Assessor - Collection contract between the City of Crowley and Tarrant County Tax Assessor - Collector for the City of Crowley - Council Minutes May 4, 2017 Page 1 1 of 5
collection services of Ad Valorem Taxes levied by the City and authorizing the Mayor to execute said contract. 3. Review and approve the annual review of the Investment Policy. 4. Discuss and consider adoption of Ordinance 05-2017 -302, authorizing the issuance of " City of Crowley, Texas, General Obligation Refunding Bonds, Series 2017 ", levying an annual ad valorem tax, within the limitations prescribed by law, for the payment of the bonds prescribing the form, terms, conditions and resolving other matters incident and related to the issuance, sale, and delivery of the bonds, including the approval and distribution of an official statement pertaining thereto; authorizing the execution of a paying agent /registrar agreement, and official bid form, and an escrow and trust agreement; complying with the letter of representations on file with the depository trust company; authorizing the execution of any necessary engagement agreements with the City' s Financial Advisors and /or bond counsel; and providing an effective date. Andrew Friedman, from SAMCO Capital Markets, Inc, the City's Financial Advisor, stepped up to inform the City Council that initially they had anticipated a savings of around $ 500, 000, but rates were better than expected and the City would actually save over $ 750,000 on the refunding bond. Mr Friedman further explained the breakdown of the savings. Lastly, he reviewed the City's credit rating which he stated was a Double -A Minus rating which is very high. 5. Discuss and consider adopting Ordinance 05-2017 -303, an ordinance of the City Council of the City of Crowley, Texas, approving budget amendments to the Fiscal Year 2016-2017 Budget submitted by the Board of Directors of the Crowley Crime Control and Prevention District (CCPD) in the amount of $274,082 to purchase facility control system equipment, two ( 2) fleet vehicles, one ( 1) evidence drying cabinet, three (3) air conditioner units, and ten 10) chairs.. Mayor Davis opened the public hearing at 7: 04 p.m. for anyone to speak either in favor of or in opposition of. Mr Joel Burns, 2420 South Adams St, Fort Worth TX 76110, stepped up to answer any questions regarding the re -plat request of the property located at 201 W Ash Street which is owned by his mother and father. City Council had approved the rezoning of these same lots from Commercial City of Crowley - Council Minutes May 4, 2017 Page 13 of 5
to 2- Family at the April 4, 2017 Council Meeting. The Burns are now requesting to replat the lots from 10 small lots to three larger lots. City Council did not have any questions for Mr Burns. Mayor Davis then asked if there were any other speakers, when there were no responses, the Mayor closed the public hearing at 7: 06. Council Member Jerry Beck made the motion to approve the replat request, second by Council Member Jim Hirth, council voted unanimously to approve the motion as presented. Motion carried 7-0. Motion carried 7-0. ADVISORY BOARDS AND COMMISSIONS Reports /appointments or reappointments. CITIZEN AND VISITOR PARTICIPATION Mayor Billy Davis asked if there were any citizens or visitors wishing to speak. Mrs Barbara Bowser, 520 E Mission St, stepped up to address two of her concerns. The first item she discussed was a violation of personnel policy regarding personal use of City owned vehicles. She explained that previously, on -call Criminal Investigative Detectives who resided in, or very near to, Crowley were allowed to take a City Vehicle home. This privilege was revoked and thus resulted in slower response times because personnel would have to drive to the station to pick up a City vehicle before responding to a call. Yet, in direct contrast of this policy, the Police Chief was allowed to drive a City vehicle, every day, to and from his home which is located in Frisco. The cost of the wear and tear, maintenance, insurance, and gas was paid for by the City. The cities first responders, as well as public works employees are often called in to respond to emergencies and must use their personal vehicles, therefore it is unfair to allow the Police Chief to utilize a City vehicle. Mrs Bowser's second concern was in regards to paying for the registration and travel expenses to a third parry consultant. She stated she understood that the City may benefit from the consultant attending the conference, but so does every other City they represent. Mrs Bower feels that if the City if paying for a consultant service, the City should expect the consultant to pay for their own conferences. In closing, Mrs Bowser encouraged the City to follow policies and enforce them impartially; allowing a violation or making exceptions to a policy creates a prejudicial and unjust working environment. Mrs Bowser also wanted to stress that she did not intended to insult, offend or hurt anyone. ITEMS OF COMMUNITY INTEREST Mayor Davis asked if there were any community interest items. The City Secretary reminded everyone that Saturday, May 6, 2017, was Election Day. Council Member Christine Gilbreath reminded everyone of the Chamber of Commerce Fun Run on Saturday, May 6, 2017. Council Member Tina Pace mentioned that it was National Day of Prayer and Council Member Christine Gilbreath mentioned is was also National Fire Fighters Day.
