PRESIDENT S REPORT President O Neil-Rosales reported (summary): We will begin an email campaign to the governor that we have had enough. There will be a March to various government offices in Los Angeles and Sacramento, staff, faculty and students will participate. We must send a public message to the governor. Janet Gonzales, Organizing Chair, attended the last CSU Trustees meeting and spoke to the trustees about our workload. There is a consensus that we will be moving to layoffs the next time around. We have Article 24 which states the university needs to consider voluntary programs. We will use this article to fight back layoffs. Participate, the squeaky wheel gets heard. LABOR REALTIONS REPRESENTATIVE REPORT Gerry Daley, Labor Relations Representative reported (summary): We have a campus wide grievance regarding the requirement that all staff must take at least two furlough days per month. The furlough agreement states that there are two kinds of furloughs, one is campus shut down and the other is employee choice. There is also the option of a one time use of five days. The university president closed the campus for 17 days, which left employees with 7 employee choice days. Simply we aren t getting what we bargained for. We have issues in which employees were denied furlough days, stating operational needs, but told they can take vacation. Janine and I had a Level III grievance at the Chancellor s Office. The issue is that the CO views that they have the right to require people to perform duties in lower and higher classifications on a regular basis. The manager that we met with for the grievance stated that is what they do. This means that an ASA II can do ASC I work. We have issues with job merging and position rotation. I am working with Peggy, Janine, Richard and other stewards to resolve issues on campus. 2
