CSUEU CHAPTER 315 CHAPTER MEETING Wednesday, December 16, 2009 Student Union Ball Room 12:00 pm to 1:30 pm 5 Pages OFFICERS PRESENT Peggy O Neil-Rosales, President, Richard Duarte, Vice President and Chief Steward. Janine Licausi, Secretary, Denitra Jones, Treasurer, Corina Carpiet, Bargaining Unit 2 Representative, Rosalva Guzman, Bargaining Unit 5 Representative, Toni Kukreja, Bargaining Unit 7 Representative, Matthew Black, Bargaining Unit 9 Representative and Janet Gonzales, Organizing Chair. GUESTS Gerry Daley, Labor Relations Representative, F. King Alexander, CSULB President and School First Credit Union. HANDOUTS 2010 proposed budget CALL TO ORDER President O Neil-Rosales called the meeting to order at 12:11 pm. PREVIOUS MEETING MINUTES Moved by Janine Licausi and seconded by Denitra Jones The minutes from the October 22, 2009 Chapter Meeting has screen shots and was too large to send and were just put on the web site on Monday. MSC To table the October 22, 2009 Chapter Meeting Minutes until the members can be notified to review. 1

PRESIDENT S REPORT President O Neil-Rosales reported (summary): We will begin an email campaign to the governor that we have had enough. There will be a March to various government offices in Los Angeles and Sacramento, staff, faculty and students will participate. We must send a public message to the governor. Janet Gonzales, Organizing Chair, attended the last CSU Trustees meeting and spoke to the trustees about our workload. There is a consensus that we will be moving to layoffs the next time around. We have Article 24 which states the university needs to consider voluntary programs. We will use this article to fight back layoffs. Participate, the squeaky wheel gets heard. LABOR REALTIONS REPRESENTATIVE REPORT Gerry Daley, Labor Relations Representative reported (summary): We have a campus wide grievance regarding the requirement that all staff must take at least two furlough days per month. The furlough agreement states that there are two kinds of furloughs, one is campus shut down and the other is employee choice. There is also the option of a one time use of five days. The university president closed the campus for 17 days, which left employees with 7 employee choice days. Simply we aren t getting what we bargained for. We have issues in which employees were denied furlough days, stating operational needs, but told they can take vacation. Janine and I had a Level III grievance at the Chancellor s Office. The issue is that the CO views that they have the right to require people to perform duties in lower and higher classifications on a regular basis. The manager that we met with for the grievance stated that is what they do. This means that an ASA II can do ASC I work. We have issues with job merging and position rotation. I am working with Peggy, Janine, Richard and other stewards to resolve issues on campus. 2

TREASURER S REPORT Denitra Jones, Treasurer, submitted the following 2010 Chapter 315 Budget. Moved by Richard Duarte and seconded by Wayne King MSC To approve the budget as submitted. 3

King Alexander reported (summary): Thank you for what you have done this year. I wish all of you a very happy holiday season. For the coming year we need to hold our legislature accountable, each side of the isle. Hold them accountable by how they vote on issues of Higher Education. Don t only listen to the promises or rhetoric; judge them on how they vote. Our university is a wonderful place because of the work you do everyday. Please have a happy safe holiday. ADJOURNMENT Adjourned by consensus at 1:14 pm. Respectfully submitted by Janine Licausi, Secretary The minutes are a draft and not yet approved. 5
