APPROVE THE ADDITION OF A NEW PART TIME CAREER CROSSING GUARD POSITION TO THE ADULT SCHOOL CROSSING GUARD PROGRAM TO STAFF THE INTERSECTION OF MORRISON STREET AND COTTONWOOD AVENUE (Report of: Public Works Department) Recommendation: Approve the addition of a new part time career crossing guard position to the Adult School Crossing Guard program to staff the intersection of Morrison Street and Cottonwood Avenue and approve the appropriation of $13,700 from the General Fund Account Number 010-72110-6120 to fund the additional part time career Adult School Crossing Guard position for the 2004/2005 fiscal year (July through June). A3. WASTE MANAGEMENT OF THE INLAND EMPIRE FY 2004/2005 RATE ADJUSTMENT (Report of: Public Works Department) Recommendation: Receive and file this report on the Waste Management of the Inland Empire proposed Fiscal Year (FY) 2004/2005 Rate Adjustment. FINAL MAP 24097 REDUCE FAITHFUL PERFORMANCE BOND BY 90% - WEST SIDE OF VIA DEL LAGO, SOUTH OF IRIS AVENUE, SUBDIVIDER PACIFIC CENTURY HOMES (Report of: Public Works Department) Recommendation: Approve a 90% reduction to the Faithful 4 AGENDA

Authorize the closure of the following streets between the hours of 7:00 a.m. and 12:00 noon for the purpose of conducting the Fourth of July Parade scheduled to take place on Saturday, July 3, 2004. a. TownGate Boulevard between Frederick Street, Eucalyptus Avenue and Memorial Way; b. Frederick Street between Centerpointe Drive and Cactus Avenue; c. Cottonwood Avenue between Pan Am Boulevard and Dunhill Drive; d. Eucalyptus Avenue between Pan Am Boulevard and Kochi Drive; e. Dracaea Avenue between Pan Am Boulevard and Kochi Drive; f. Atlantic Circle east of Frederick Street; g. Brabham Street between Frederick Street and Andretti Street; h. Towngate Boulevard between Frederick Street and Heritage Way; i. The streets closed to through traffic are to prevent overflow parking from the fireworks program into residential areas. Also, for a short period and immediately following the fireworks display, staff recommends that the City Council authorize one-way traffic on various streets in the vicinity of Morrison Park as directed by the Moreno Valley Police Department. A11. APPROVAL OF FINAL MAP 32450 SINGLE FAMILY RESIDENTIAL PROJECT WEST SIDE OF MORENO BEACH DRIVE, NORTH OF JOHN F. KENNEDY DRIVE - SUBDIVIDER - WESTERN PACIFIC HOUSING, INC. (Report of: Public Works Department) Recommendation: Approve Final Map 32450, authorize the City Clerk to sign the map, and transmit said map to the County Recorder s Office for recordation. A12. MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF MORENO VALLEY AND HIGHLAND FAIRVIEW PROPERTIES (Report of: Community and Economic Development Department) Recommendation: Authorize the City Manager to execute a Memorandum of Understanding (MOU) with Highland Fairview Properties (HFP), a California general partnership, for the provision of expedited entitlement processing for the UCR Field Station and the Moreno Highlands projects.
