The purpose of the Yellow Rose Chapter shall be to expand the knowledge and image of the office of the City Secretary or City Clerk (Municipal Clerk); to engage in organized efforts to promote awareness of the importance of the duties performed by those in municipal government; to encourage each member to pursue the education opportunities offered, emphasizing the value of certifications afforded by membership in the TMCA; to foster relationships and network opportunities along with assistance and support among the chapters and individuals throughout our area, as well as throughout the state; to mentor new city clerks/secretaries and to impart professionalism, honesty and integrity to the communities we represent and to stand united in the common goal of upholding the constitution and laws of our communities, state and country.

Yellow Rose Chapter of the Texas Municipal Clerks Association MINUTES Thursday, The Yellow Rose Chapter of the Texas Municipal Clerks Association convened their meeting on Thursday,, at the Garden House at Winston Patrick McGregor Park, located at 1628 W Henderson St., Cleburne, TX 76033. Welcome: Chapter President Amanda McCrory President McCrory called the meeting to order at 11:47 a.m. and thanked Shelly Doty and the City of Cleburne for hosting this month s meeting. Kisha Morris gave the Invocation. President McCrory welcomed TMCA Chapter President Lydia Lopez visiting from the City of Hewitt. II. Guest Speaker: Lydia Lopez, TRMC TMCA President President Lopez reported TMCA membership is about 941 and of that total 801 members have received their Texas Registered Municipal Clerk certification. She encouraged enrollment in the certification program, membership to TMCA, and membership with your local chapter. She explained education is very important to our profession. President Lopez challenged the members to help in these trying times noting the TMCA Board will be taking donations for our fellow colleagues affected by the hurricanes that hit Texas and will be discussing disbursement of the funds. III. Business Meeting a. Consider Chapter Officer Nominations From The Floor Amanda McCrory presented the Chapter Officer Nominations from the Nominating Committee. She noted the office of Secretary was vacant and asked for nominations from the floor. Yellow Rose Chapter Meeting Minutes Page 1 of 5

Lori Cartwright noted she spoke with other City Secretaries at the TML Conference and determined they have two-year terms as board members in their local chapters. Amanda McCrory explained the members could vote on the current nominations and change the bylaws at the next meeting to reflect the two-year term. Angie Wade expressed her agreement with extending the board member terms for two years to stay in alignment with the Treasurer s term. Lydia Lopez noted her local chapter has two-year board terms. Cathy DiMaggio expressed concern with the lack of volunteering from the chapter members and said she would like to keep everyone participating either on the board or through a committee. The members also discussed having a central meeting location for the Chapter., City of Waxahachie, was nominated as Board Secretary from the floor by Amanda McCrory. b. Installation of FY 2017-2018 Chapter Officers Below is the list of candidates/nominations for the Officers positions for FY 2017-2018, all with a term of one (1) year, with the exception of Treasurer, which has a term of two (2) years. There was a Motion by Rana Gamel with a second by Kathy Moore to approve the FY 2017-2018 Chapter Officers. An Oath of Office was administered to the Officers by TMCA President Lydia Lopez. c. Motion carried unanimously. e. Receive Year End Financial Update Angie Wade reviewed the Financial Report indicating the chapter balance as $10,939.86. The board discussed the budget for member gifts, lapel pins, and chapter logo shirts. The board will continue discussion to a future meeting. Motion by Ivy Peterson with a second by Ronda Quintana to accept the Financial Report as submitted. Motion carried unanimously. f. Present 2018 Scholarship Awards Shelly Doty & members of the Scholarship Committee presented a $500 scholarship to Kennedale City Secretary Leslie Galloway for her certification.
