BOROUGH OF AVALON REGULAR COUNCIL MEETING June 20, 2017 The Meeting was called to order at 7:01 pm with Council President Joshua Klicker presiding, leading the Meeting in the Pledge of Allegiance. An invocation followed by Brigitte Jackson, Mayor. Roll Call of those present: John Crawford, Victoria Donnelly, Joshua Klicker, Thomas Lloyd, Shawn McWilliams, Patrick Narcisi, Lee Nelson, William Pascale. Also present: Mayor Brigitte Jackson, Chief Tom Kokoski, Solicitor Megan Turnbull, Borough Manager Lorraine Makatura, Assistant Borough Manager Brian O Malley, Engineers Kevin Brett and John Heyl. Absent: Tax Collector Ed Klicker. Nelson moved: To accept the minutes of the May 23, 2017 council meeting. Pascale 2 nd Pascale moved: To accept the Tax Collector s Report as submitted for the June 20, 2017 meeting. To approve the List of Bills as submitted for June 20, 2017, in the following funds: General Fund $404,963.69 *Noted amount included the repayment of the TAN Loan for $303,000.00* Sewage Surcharge $10,194.13 Health & Sanitation $557.91 To approve the April Profit Loss Report and the Treasurer s Balance Sheet Report as submitted June 20, 2017. PUBLIC COMMENT (Agenda Items): Daniel Engels 935 Clive Street Mr. Engels asked Council if there was any update to the list of streets that will be paved this year. President Klicker told Mr. Engels that Council would be making a decision later in the meeting about the 2017 Road Improvement Program. Tracy Burns 934 McKinley Terrace Ms. Burns let Council know about properties on McKinley Terrace not being taken care of properly with overgrown vegetation and possible wildlife living in the structures. President Klicker thanked the neighbors from McKinley Terrace for bringing this to Council s attention in the public forum. He said that the Borough will work with the Police and Department of Public Works within the limitation of the Borough s power to address these issues. Karen Link 940 Clive Street Ms. Link let Council know about properties on Clive Street that are also unkempt and the lack of parking spaces that causes issues on Clive Street. She also mentioned that she would like a handicap parking space in front of her house. President Klicker explained the handicap parking space request procedure to Ms. Link and also spoke about the avenues that the Borough Administration can take to address the issues on McKinnley Terrace and Clive Street. He also mentioned to please call 911 if anyone sees illegal activities. Carol Gobrecht 617 Florence Ave Ms. Gobrecht came to say that she hadn t seen the minutes on the website updated since March. Assistant Manager O Malley said the minutes of the April Council meeting is missing on the website, but the April and May meeting minutes will be added in the next few days. MAYOR: Mayor Jackson updated everyone on her work with the Chief of Police and went for a ride-along with him. Mayor Jackson also announced that Northgate School Board approved the use of the weight room for the Avalon Police. 2
Mayor Jackson spoke about the Drug Task Meeting that she was invited to participate in across the North Boroughs. National Night Out is coming up on August 1 st with the Borough of Bellevue. Mayor Jackson provided a police activity report. Mayor Jackson mentioned Sidewalk Sales Days July 13, 14, and 15 and the Art and Wine Crawl is July 14 th put on by the Chamber of Commerce. SECRETARY/MANAGER: Manager Makatura let council know about the first meeting with the EIP Consultants that will take place on July 10 th with Borough staff and Police Chief. ENGINEER: 2017 Paving Program CDBG Reviewed bids of the 2017 Paving Program and will discuss recommendations of who should be awarded the bids. Exploring options for use of CDBG grants for increased costs related to ADA compliance at the Park and Pool area. GROW GRANT Action item regarding application for the Grow Program. SOLICITOR:! No Report FINANCE: Pascale moved: To appoint John Paul McFeeley of 615 City View Avenue, to fill the remaining term as 3 rd Ward Councilman through December 31, 2017. Lloyd 2 nd Mayor Jackson administered the oath of office to John Paul McFeeley. 3
Pascale moved: To accept the resignation of Jennie Lynn-Knox effective May 31, 2017. To confirm the appointed term of John Crawford, Ward 1 through December, 31, 2017 or as otherwise certified by the Allegheny County Department of Elections. To hire Bookminders, as the Borough bookkeeping service, effective June 1, 2017. To advertise Ordinance #1370 authorizing the borough of Avalon to renew a nonexclusive cable franchise with Comcast on terms and conditions set forth in a cable franchise agreement. SAFETY: Narcisi moved: STREETS: To approve a handicap parking spot at 525 California Ave. Crawford moved: To approve Resolution #1142 to seek funding under the ALCOSAN Green Revitalization of Our Waterways (GROW) program for the purpose of reducing sewer overflow at the point of connection in the Spruce Run sewershed, at an estimated cost of $88,421.00 Pascale 2 nd 4
To approve Resolution #1140 for Dunkin Donuts plan revision for new land development at 940 Ohio River Boulevard. To approve Resolution #1141 to provide professional legal and engineering services, as needed, to the Joint Planning Commission. Services will be provided by Avalon, Bellevue, and Ben Avon Boroughs on a one year rotation, itemized invoices to be equally shared between the three Boroughs. 4 th of July: McWilliams 2 nd Mr. Nelson let everyone know that the main event is coming up on July 1, 2017 with live music and food trucks. Free swimming at the swimming pool and fireworks. Mr. Lloyd reported on: Council of Governments: Spoke about Library Services across the COG LIBRARY: Summer Reading season is coming along. Will continue to have books at the Avalon Pool during the summer. Joint Planning Commission: Bees, Chickens, and Medical Marijuana will be discussed at the next JPC Meeting. NEW BUSINESS: Crawford: To accept the roadway improvement program bid from Michael Facchino Contracting in the amount of $247,489 for bid contract A and B of the specifications. 5
To accept the roadway improvement program bid from Shields Asphalt Paving in the amount of $69,828 for bid contract C of the specifications. Lloyd 2 nd Council President Klicker said that Administration has been working hand in hand with Columbia Gas to find a better way to address the road openings as Columbia Gas replaces gas lines under Borough roads. Council has been putting together a plan for capital improvements with a lot of input from the finance and streets committee over the last few years to address the aging and neglected infrastructure. It has been some time since Council has been able to allocate for a non-emergency capital improvement plan. Councilman Lloyd took a moment to thank the Avalon Volunteer Fire Departments, neighboring Fire Departments, and everyone that responded on a hot day to help the firefighters cool down while they were battling the fire on N. School Street. Councilman Pascale thanked the hard work by the Finance Committee, Administration Office, and Council to be able to get to a budgetary place that we can use mixed funding sources to put together the 2017 Roadway Improvement Program.
