ASSOCIATION B & R Economic Development & Free Trade Districts Association Project Proposal 1. Name of the Association B & R Economic Development & Free Trade Districts Association 2. Purpose of the Association B & R Economic Development & Free Trade Districts Association is established to answer China s Belt and Road Initiative. With the aim of Building a New Pattern of Reform and Opening Up in the New Era, the association adheres to the principle of Joint consultation, contribution and sharing benefits and is closely connected with all the economic development zones, free trade zones and bonded areas in China as well we the free trade port which will soon be established. With Hong Kong as a bond, the association serves as a platform for these economic and trade zones to conduct exchanges and cooperation with the political, business and academic circles from home and abroad, for them to ofer mutual assistance and beneits and to expand their inluence. All the member units will play an important role to promote the construction of building a new pattern of reform and opening up so as to achieve better and faster development. 1

3. Background 1) To meet the need of China s opening up with a new pattern in an all-round way On Oct. 18, 2017, General Secretary Xi Jinping, on behalf of the 18th Central Committee of the Communist Party of China, delivered a report to the 19th National Congress. The ifth part of the report points out that China will carry a new idea of development to develop a modernized economy system, and will promote a new pattern of opening up in all-round way The report also mentions that China will grant more powers to pilot free trade zones to build free trade ports. In the forty years history of China s reform and opening up, economic development zones, free trade zones and bonded areas are important parts in China s reform and opening up. Amid China s current new round of eforts to open China wider to the outside world, all the zones and ports are expected more to play bigger roles. To meet the needs of China s economic development and efforts to build the new pattern of opening up in an all-round way, it is imperative that China s economic development zones, free trade zones and bonded areas should cooperate tightly. The cooperation will serve as a platform for its members to conduct exchanges, cooperation and expanding influence on the global stage. The association will conduct communications and exchanges with countries and regions along the Belt and Road and promote greater and higher level opening up for all the zones and ports in inancial and service industries, and will form higher level of resource allocation optimization and further apply new rules for international trade and investment. 2

ASSOCIATION 2) Hong Kong can ofer experiences for building free trade ports In November 2017, Wang Yang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier, published a signed article with the title Promoting to Form a New Pattern of Opening Up in an all-round way in which he gave a detailed explanation on the report to the 19th National Congress regarding situation, concept and measures of opening up. The topic of how to explore to build free trade ports drew extensive discussion. He pointed out in the article that free trade port is a special area set up outside the borders of a country (region), where the goods, capital and persons are free to enter and leave, and most goods are exempt from customs duties. Free port is a special economic area with the highest level of opening up in the world. The global famous free trade ports include Hong Kong, Singapore, Rotterdam and Dubai. China boasts a long coastal line and numerous ofshore islands. China will explore to build free trade ports with Chinese characteristics and build a new highland with higher level of opening up, better business environment and greater inluence, which will be of great signiicance to promote an open economy and innovation development. As a free port with a history of more than 100 years, Hong Kong ranks among the top in the world in terms of container port transit capacity, and can provide important experience for the mainland to build free trade ports and is an example for other free trade ports and to compete with and surpass in terms of reform and opening up. In addition, Hong Kong has assumed the role of Super Connector in actively responding to our country s Belt and Road Initiative, and it can play an important role in the further reform and opening up of the country and the implementation of the Belt and Road Initiative. 3) In the midst of the growing trade conflict between China and US, China released the new measures to expand reform and opening up With the growing tension of China-US. trade war, China announced on the Boao Forum for Asia which just concluded recently that China will open its door wider and wider to the outside world. At the same time, Governor of People s Bank of China Yi Gang released a number of measures to open mainland s inancial market and ofered a timetable of the implementation of the measures. In the world s biggest new wave of reform and opening up initiated by China, the Chinese mainland and Hong Kong, Macao and Taiwan as well as foreign countries will build closer connection in terms of economy and inance. It will be an irresistible trend to rely on Hong Kong to serve as a platform for the mainland s economic development zones, free trade zones and bonded areas to communicate with each other and for exploring the building of free trade ports and seeking opportunities for the Belt and Road Initiative to go global. 3

4. Signiicance 1) The establishment of the association actively echoes the country s instruction of building a new pattern of opening up in an all-round way. The association aims to improve the construction quality of China s economic development zones, pilot free trade zones and bonded areas and free trade ports. It will also adopt international rules as the benchmark to develop free trade ports and introduce a series of reform measures. 2) The association will serve as a platform for economic development zones, free trade zones, bonded areas and free trade ports to conduct closer exchanges, connection and mutual learning and assistance. 3) The association will take the advantage of the rich resources of overseas media, Hong Kong s geographical position will attract investment, enhance the influence at home and abroad and establish brands for China s economic development zones, free trade zones, bonded areas and free trade ports. 4) The association will hold a number of events including forums, seminars etc. events so as to ofer tremendous opportunities to economic development zones, free trade zones, bonded areas and free trade ports for mutual learning regarding to reform and innovation. 4

The secretariat consists of Committee Afairs Group, Head of the PR Group, New Media Group, Copywriter Planning Group and Budget Group. 5

Introduction of Economic Herald and advantages 1) Hong Kong Economic Herald Launched in Hong Kong on Jan. 1, 1947, Hong Kong Economic Herald is a Chinese-language inancial magazine which enjoys the longest history in Hong Kong. It is a media to love China and Hong Kong and is directly guided by the Liaison Office of the Central People s Government in the Hong Kong SAR., therefore, it is politically correct and reliable. Economic Herald has received wide attention from China governmental leaders. On Jan. 19, 1987, on its 40th anniversary reception meeting, Xi Zhongxun delivered a speech. The former General Secretary Jiang Zemin received the delegation of Economic Herald on Dec. 13, 1991 and wrote an inscription Carrying forward the past and opening up the future, running Economic Herald well; Serving the motherland and making Hong Kong prosperous On Sept.7, 2016, former chief executive Leung Chun-ying received an exclusive interview with Economic Herald at the Government House and he shared his views on some of the issues in Hong Kong during his four-year term. On Dec. 15, 2016, Leung and Yang Jian, deputy director of the Liaison Oice of the Central People s Government in the Hong Kong SAR. as well as Song Ru an, deputy commissioner of the Office of the Commissioner of the Ministry of Foreign Afairs of the People s Republic of China in the Hong Kong SAR. attended the reception of the 70th anniversary of Economic Herald. Economic Herald has a keen sense of politics and covers all the important news and features. When President Xi proposed the Belt and Road Initiative in 2013, Economic Herald planned a series of in-depth feature reports about the initiative and was the irst mainstream media in Hong Kong to interpret the initiative. On December of 2015 and 2016, the 3rd and 4th anniversary of President Xi s proposal of the great rejuvenation of Chinese nation, Economic Herald planned two major cover special reports called Shenzhen and Hong Kong join hands to build China Dream and China Dream win popular support, making it the only Hong Kong media to interpret and sort out the development of China Dream. 6

ASSOCIATION Economic Herald enjoys wide-ranging influence in Hong Kong, Macao SARs, Taiwan and Chinese mainland as well as in South East Asia and boasts abundant a great number of specialists and think tanks. Economic Herald has formed an all media platform including the magazine, website, WeChat, Weibo and Facebook. Economic Herald has also established close partnership with new media outlets in Hong Kong and Taiwan including OrangeNews.hk and Taiwan Commercial Times and with Global Commercial Newspapers Union which has 71 members from four continents. Therefore, Economic Herald has become an important media outlet to spread China s voice to the international community, particularly the countries and regions along the Belt and Road. Economic Herald has rich experience in planning and hosting large-scale trans-regional international event. It has hosted various large-scale regional and international events including China International Machine Tool Show, East China Fair and the appraisal of Shanghai s Famous Brand Commodities. It has also published the list of Top 100 China Machinery Industrial Companies and the special issue of China Imp. & Exp. Commodities Trade Fair (Canton Fair) The reception of the 70th anniversary of Economic Herald on Dec.15, 2016 was attended by more than 200 people including high-ranking oicials of Hong Kong government and the Liaison Oice of the Central People s Government in the Hong Kong S.A.R., deputies to the National People s Congress, member of the national committee of CPPCC, representatives from consulates, International Communication Office of Guangdong Provincial Committee of the CPC, Information Office of Guangdong Provincial People s Government, celebrities and important igures in diferent circles. On Dec. 18, experts and academicians gathered in Beijing at a seminar to celebrate the 70 Anniversary of Economic Herald and shared their wisdoms and suggestions on China s economic transition, upgrading and restructuring as well as on China s economic growth and Hong Kong s prosperity and stability. 7

2) China s Customs Statistics China s Customs Statistics monthly is the only monthly periodical published in English by Economic Herald which is empowered by General Administration of Customs of PRC, providing the latest statistics on China s monthly import and export. The periodical was established in Hong Kong in 1984 and has been published for 34 years. The monthly is an important reference for departments, major enterprises and companies which are engaged in or conducting researches in foreign economy and trade, it s also an important reference for foreign companies to do business with China and invest in China and to conduct market research and analysis. The monthly periodical is compiled on the customs declaration papers for imports and exports made and regulated by all the customs across China. The periodical adopts the international trade statistics standard, so it s comprehensive, reliable and internationally comparable. The subscribers are from the five continents including many international organizations, world s Top 500 companies and major consulting and research institutions, embassies in China and universities and colleges. Due to the fact that these subscribers often put the periodical on the book shelves in libraries or data banks of organizations, enterprises, institutions and colleges for people to read, it s hard to estimate the actual number of the readers. Well-known subscribers include WTO, UN Conference on Trade and Development, IMF, Dow Jones, Reuters, Standard & Poor's, The Economists, Japanese International Financial Center, Nomura Research Institute, Korea National Development Committee and Taiwan ChungHua Institution for Economic Research. China Customs Statistics provides monthly import and export data (in US Dollar) for all import and export commodities within the scope of China customs statistics, each issue has a total of 80 pages, in paper and electronic version (PDF file), provides 18 monthly customs import and export statistics table, including: 1) Annual and Monthly Summary of Imports and Export, 2) Imports and Exports by Country (Region) of Origin/Destination, 8

While exchanging views and learning from each other, attendees also ofer fresh insights and thinking on the development of Belt and Road. The summit serves as a platform for business negotiations and resources promotion through which attending members can seek opportunities for high-end cooperation with their counterparts from home and abroad. 2) Think Tanks Research Institute of B & R Economic Development & Free Trade Districts Association: The association will probe into economic issues related to Belt and Road and to analyze the nature of economic phenomena. Besides, the association will also set up the think tanks research institute including conducting researches into subjects concerning the B & R Economic Development & Free Trade Districs. The association will conduct in-depth cooperation with colleges and universities from Hong Kong and other regions and countries to have research collaboration regarding to major subjects related to free trade zones. The association with also foster an interdisciplinary team for the construction and development of China Pilot Free Trade Zone. The fruits of related researches will be published on academic periodicals on a regular basis. The B & R Economic Development & Free Trade Districts Association Think Tank Research Institute will provide a consultation service for governments, companies and institutions which located in economic development zones, free trade zones, bonded areas and free trade ports in the countries along the Belt and Road. and serve as the think tanks for the long-term development of the B & R Economic Development & Free Trade Districts Association. 10

ASSOCIATION 3) EXPO of B & R Economic Development & Free Trade Districts Association: In order to provide a platform for member units to show themselves, to communicate with others and to increase the inluence of the member units, the association will hold Association Expo events regularly for the member units. By then member units including economic development zones, free trade zones, bonded areas and free ports will be given a host of opportunities for cooperation with potential partners home and abroad, promote themselves about their competitive industries and expand economic and trade exchanges with the outside world and their economic inluence. 2. Daily activities 1) Takes advantage of the geographical locations of Hong Kong and other cities, the Association serves as an appropriate platform with rich media resources. The Association organizes various promotion conferences and cooperation and exchange activities between diferent economic development zones, free trade zones, bonded areas and free trade ports extending to global countries and regions along the Belt and Road. The director units and member units can take these opportunities to make recommendations, business negotiations, and seek opportunities for cooperation at home and abroad. 2) Holding related forums and seminars, inviting famous experts and scholars at home and abroad, and heads of economic development zones, free trade zones, bonded areas and free trade ports to discuss and communicate hot issues, and to learn from each other. 3) Spons oring the annual conference of B & R Economic Development & Free Trade Districts Association, providing the opportunities for members to communicate and especially with politicians and businessmen from Hong Kong and abroad, giving commendation to members with outstanding achievements, innovative developments, and special contributions and performances in this year. 8. Member Units Qualiications 1) All the member units should be oicially recognized as economic development zones, free trade zones, bonded areas and free trade ports by Chinese mainland and the countrues and regions along the Belt and Road. 2) To be willing to actively cooperate with the Belt and Road economic development and to promote the formation of the new pattern of all-around opening-up economic development zones, free trade zones, bonded areas and free trade ports. 3) To be willing to share their successful experiences with others on the exploration and construction of economic development zones, free trade zones, bonded and free trade port. 11

Member Units Beneits Association members enjoy the following rights and beneits: 1) All the member units will receive the "B & R Economic Development & Free Trade Districts Association Member" certiicate issued by the association. 2) Every member unit can send two delegates each time as guests to participate in the forums, seminars, and meetings organized by the association free. 3) Representatives of the member units can participate in the annual conference and exchange recommendation meeting held by the association in Hong Kong or aboard as a guest for free (details of the recommended qualiications, please refer to the "Annual Conference and Exchange Recommendation Meeting Plan Book"). 4) Members can enjoy the point-to-point global financial information services and customs data provided by the "Economic Herald" and "China s Customs Statistics."
