Oath of Office: Judge Lowell Witmer administered the Oath of Office to newly elected Supervisors Nora Blair and Robert Cassel. Both will serve a 6-year term expiring December 31, 2023. Election of Chairman. Solicitor Davidson opened the nominations for Chairman of the Board. Supervisor Scott nominated Rebecca Boehmer, seconded by Supervisor Cordaro. There were no other nominations. On the nomination of Rebecca Boehmer to serve as Chair the vote was 5-0. Election of Vice-Chairman of the Board. Chair Boehmer opened the nominations for Vice Chairman of the Board. Chair Boehmer nominated Tom Scott, seconded by Supervisor Cordaro. There were no other nominations. On the nomination of Tom Scott to serve as Vice Chairman the vote was 5-0. Election of Township Secretary. Chair Boehmer opened the nominations for Township Secretary. Vice Chairman Scott nominated Steve Cordaro, seconded by Supervisor Blair. There were no other nominations. On the nomination of Steve Cordaro to serve as Secretary the vote was 5-0. Appointment Township Treasurer. Motion: Supervisor Cassel made a motion, seconded by Supervisor Cordaro, to appoint Art Heilman as Township Treasurer. Appointment of Assistant Township Treasurer. Motion: Vice Chairman Scott made a motion, seconded by Supervisor Cordaro, to appoint Debra Force as Assistant Township Treasurer. Bond Amount for Treasurer and Assistant Treasurer. Motion: Vice Chairman Scott made a motion, seconded by Supervisor Cordaro, to set the bond amount for the Treasurer and Assistant Treasurer at $1,500,000.
2 of 5 January 2, 2018 Discussion: Supervisor Cassel asked for clarification that this amount was for each position. Vice Chairman Scott said yes. Appointment of Road Master. Motion: Vice Chairman Scott made a motion, seconded by Supervisor Cordaro, to appoint Scott Plouse as Roadmaster. Discussion: Supervisor Cassel asked whether the Roadmaster must be a Supervisor. Ms. Force said he does not. Appointment of Recording Secretary for the Sewer Authority. Motion: Supervisor Cordaro made a motion, seconded by Supervisor Cassel, to nominate Elizabeth England as Recording Secretary for the Sewer Authority. Appointment of Chief Administrative Officer of the Pension Plan. Motion: Supervisor Cordaro made a motion, seconded by Supervisor Cassel, to appoint Thomas Scott as Chief Administrative Officer of the Pension Plan. Hiring Supervisors as Stand-By Equipment Operators. Motion: Vice Chairman Scott made a motion, seconded by Supervisor Cordaro, to hire the Supervisors as standby equipment operators and recommend to the Board of Auditors that the rate of pay be established at $20 per hour. Designate Bank as Depository for Township Funds. Motion: Vice Chairman Scott made a motion, seconded by Supervisor Cordaro, to designate BB&T Bank as depository for the Township funds. Appointment of Township Accountants. Motion: Supervisor Cordaro made a motion, seconded by Supervisor Blair, to appoint the firm of Diana M. Reed & Associates as Township Accountants and accept the terms of service and fee schedule. Motion passed on a 5-0 vote. Appointment of Legal Firm for 2018. Motion: Vice Chairman Scott made a motion, seconded by Supervisor Cassel, to appoint Peter Henninger of Jones & Henninger, PC, as Township Solicitor and accept the terms of service and fee schedule. Motion passed on a 5-0 vote. Appointment of Labor Attorney for 2018. Ms. Force said the fee schedule was a blended hourly rate of $250 per hour. Motion: Supervisor Cordaro made a motion, seconded by Supervisor Blair, to appoint Michael McAuliffe Miller of Eckert Seamans as Labor Attorney for 2018 and accept the terms of service and fee schedule. Motion passed on a 5-0 vote. Appointment Township Engineer for 2018. Motion: Supervisor Cordaro made a motion, seconded by Vice Chairman Scott, to appoint Rettew as Township Engineer and accept the terms of service and fee schedule. Appointment of Sewage Enforcement Officer for 2018.
3 of 5 January 2, 2018 Motion: Supervisor Cassel made a motion, seconded by Supervisor Cordaro, to appoint Brian McFeaters as Sewage Enforcement Officer and accept the terms of service and fee schedule. Discussion: Supervisor Cordaro said he assumed the motion includes his daughter Carrie McFeaters. It does. Appointment of Alternate Sewage Enforcement Officer for 2018. Motion: Supervisor Cordaro made a motion, seconded by Vice Chairman Scott, to appoint Nelson Zeigler as Alternate Sewage Enforcement Officer and accept the terms of service and fee schedule. Motion passed on a 5-0 vote. Appointment of Code Enforcement Officer for 2018. Motion: Supervisor Cassel made a motion, seconded by Supervisor Cordaro, to appoint Glenn Snavely as Codes Enforcement Officer and accept the terms of service and fee schedule. Appointment of Alternate Codes Enforcement Officer for 2018. Motion: Supervisor Cordaro made a motion, seconded by Vice Chairman Scott, to appoint Approved Code Services, Inc., as Alternate Codes Enforcement Officer and accept the terms of service and fee schedule. Motion passed on a 5-0 vote. Appointment of Special Fire Police for 2018. Motion: Supervisor Cordaro made a motion, seconded by Supervisor Blair, to appoint Gerald Donlan, Kenneth Fruhwirth, Tom Brumbaugh, Nate Eshenour, Shane Peterson, Taylor Heisey, James Dengler, Paul Bosler, Corey Bosler, Heather Bixler, and Matt Berrell as Special Fire Police for 2018. Action to Fill Vacancies on the Parks and Recreation Board. Motion: Supervisor Cordaro made a motion, seconded by Supervisor Blair, to appoint Jane Iantosca to the Parks & Recreation Board to serve a 5 year term expiring 01/01/2023. Motion: Supervisor Blair made a motion, seconded by Supervisor Cordaro, to appoint Jhane Kunkel to the Parks & Recreation Board to serve a 5 year term expiring 01/01/2023. Vice Chairman Scott said there was a letter of interest from a third resident and recommended holding on to the letter for future vacancies. Action to Fill Vacancies on the Planning Commission. Motion: Supervisor Blair made a motion, seconded by Supervisor Cordaro, to re-appoint Frank Tomasic Jr. to the Planning Commission to serve a 4 year term expiring 01/01/2022. Motion: Supervisor Cordaro made a motion, seconded by Vice Chairman Scott, to appoint Kevin Stoehr to the Planning Commission to serve a 4 year term expiring 01/01/2022. Motion: Vice Chairman Scott made a motion, seconded by Supervisor Blair, to appoint Philip Zulli to the Planning Commission to serve the balance of the term expiring 01/01/2020. Action to Fill Vacancies on the Sewer Authority. Motion: Supervisor Blair made a motion, seconded by Vice Chairman Scott, to re-appoint Jack Studer to the Sewer Authority to serve a 5 year term expiring 01/01/2023. Motion: Supervisor Cassel made a motion, seconded by Supervisor Blair, to re-appoint Joan Scott to the Sewer Authority to serve a 5 year term expiring 01/01/2023. Motion passed on a 4-0-1 vote with Vice Chairman Scott abstaining.
4 of 5 January 2, 2018 Supervisor Blair thanked Mr. Tomasic for his interest in the Sewer Authority. Action to Fill Vacancy on the Zoning Hearing Board. Motion: Supervisor Cassel made a motion to appoint James Kessler to the Zoning Hearing Board to serve a 3 year term expiring 01/01/2021. The motion died for lack of a second. Motion: Supervisor Blair made a motion, seconded by Vice Chairman Scott, to appoint Edwin Schwartz to the Zoning Hearing Board to serve a 3 year term expiring 01/01/2021. Vice Chairman Scott asked that a letter be sent to Mr. Kessler thanking him for his service. Action to Fill Vacancy on the Vacancy Board. Motion: Supervisor Cordaro made a motion, seconded by Supervisor Blair, to appoint Pam Brian to the Vacancy Board to serve a one year term expiring 01/01/2019. Action to Fill Vacancy on the Board of Auditors. Motion: Supervisor Cassel made a motion, seconded by Vice Chairman Scott, to appoint Dan Collins to the Board of Auditors to serve a 5 year term expiring 01/01/2023. PUBLIC COMMENT: There was no public comment. MANAGER S REPORT: Resolution No: 1-2018. Ms. Force said no Single Audit was required this year. Motion: Supervisor Cassel made a motion, seconded by Vice Chairman Scott, to adopt Resolution 1-2018, appointing Brown, Schultz, Sheridan & Fritz P.C. to audit the accounts of the Township for 2017 for a total fee of $9,775.00. Discussion: Supervisor Cassel asked whether this includes the Sewer Authority. Mr. Heilman said it included all the funds except the Sewer Authority Administration fund which is covered by a separate proposal. Supervisor Cordaro asked that the Resolution be corrected to read $9,775. Resolution No: 2-2018. Motion: Supervisor Cordaro made a motion, seconded by supervisor Cassel, to adopt Resolution No: 2-2018, setting the Township Subdivision/LDP Application Fees and Fee Schedule for Rettew Associates. Discussion: Supervisor Blair said the Planning Commission had been talking about updating the fee schedule and could it be updated later in the year. Mr. Davidson said it can be revised at any time via Resolution. SOLICITOR S REPORT: Mr. Davidson said the Board made a good choice with Peter Henninger. TREASURER S REPORT: Mr. Heilman reported there was one addition error in the Sewer Revenue Fund budget of $300. Mr. Heilman has corrected the error. CHAIRMAN S REPORT: Appointment of Delegates to Capital Region Council of Governments. Motion: Vice Chairman Scott made a motion, seconded by Supervisor Blair, to appoint Stephen Cordaro as Delegate to Capital Region Council of Governments.
5 of 5 January 2, 2018 Motion: Supervisor Cordaro made a motion to appoint Robert Cassel as Alternate Delegate to Capital Region Council of Governments. Motion died for lack of a second. Motion: Vice Chairman Scott made a motion, seconded by Chair Boehmer, to appoint Nora Blair as Alternate Delegate to Capital Region Council of Governments. Appointment of Voting Delegate to PSATS State Convention. Motion: Vice Chairman Scott made a motion, seconded by Supervisor Cordaro, to appoint Debra Force as voting delegate to the PSATS State Convention. Attendance at PSATS 96 th Annual State Convention. Motion: Vice Chairman Scott made a motion, seconded by Supervisor Blair, to approve attendance of the Board of Supervisors, the Manager, the Treasurer, and any other Township staff the Manager deems appropriate, to the PSATS 96 th Annual State Convention at Hershey Lodge & Convention Center on April 22-25, 2018. Discussion: Supervisor Blair recommended allowing a Planning Commission member to attend at Township cost. Vice Chairman Scott amended his motion by adding to include one Planning Commission member. EXECUTIVE SESSION: The Board recessed at 7:38 PM for an Executive Session to discuss legal matters. The Board reconvened the regular meeting at 8:24 PM. Chair Boehmer announced that the Board has been advised by Labor Counsel that while there is a Petition for Representation pending the status quo should be maintained. No action was taken on compensation. ANY OTHER BUSINESS FROM BOARD MEMBERS: There was no other business discussed. Payroll: Motion: Supervisor Cordaro made a motion, seconded by Vice Chairman Scott, to approve the payroll dated January 3, 2018. Motion passed with a 5-0 vote.
