South Central Community Unit School District #401 Minutes Regular Board Meeting 6:05 P.M. Unit Office Roll Call: Present: Ann Blomberg Dena Hoffmann Jeremy Chasteen Don Hall Jason Markley Absent: Mike Vandeveer Dan Hiestand The South Central Community Unit School District #401 Board of Education held a regular monthly meeting on in the Conference Room at South Central Elementary School located at 810 East First Street in Kinmundy, IL. Vice President Ann Blomberg called the meeting to order at 6:05 p.m. Vice President Ann Blomberg recognized staff member Ken Milano, Teachers Association Rep. Also present were Principals Sara Rose, James VanScyoc and Greg Grinestaff; Superintendent Kerry Herdes and Ginny Keen, Board Clerk. A motion was made by Jason Markley and seconded by Dena Hoffmann to approve the minutes of the Regular Board Meeting held on August 15, 2018 as presented. Roll call vote was as follows: Jason Markley Aye Jeremy Chasteen Aye Mike Vandeveer Absent Don Hall Aye Due to mileage costs to transport a student to Mattoon school, we were in need of another school van and purchased a 2016 Dodge Caravan. Discussion was held regarding water bills and gas bills.
Motions Regular Board Meeting 2 A motion was made by Jeremy Chasteen and seconded by Jason Markley to approve the payment of bills as submitted. South Central District could have the potential for an additional $120,000. This will be brought to the next month s meeting for approval. The District has received the final payment from the State for the CDB construction project in the amount of $879,886. This will bring the current balance of Capital Projects Fund to $880,235.57. There are current loans on the books for $115,000 from the Education Fund and $935,200 from the Working Cash Fund. This will allow us to pay back all of the Education loan of $115,000 and pay back most of Working Cash loan of $765,235. The remaining Working Cash loan balance will be $169,964.43. A motion was made by Jason Markley and seconded by Jeremy Chasteen to approve the repayment of the Education Fund loan from the Capital Projects Fund for the full amount of the loan. A motion was made by Jeremy Chasteen and seconded by Dena Hoffmann to approve the annual budget for South Central CUSD #401 for the 2018-2019 fiscal year as presented. The original contract proposal from Glass & Shuffett, LTD. did not include this. A revised proposal from Glass & Shuffett, LTD. for the preparation of a Single Audit for an additional cost $1,200 was presented for approval. A motion was made by Don Hall and seconded by Jason Markley to approve the revised proposal from Glass & Shuffett, Inc. for the additional preparation of a single audit for South Central CUSD #401 for fiscal year ending June 30, 2018 as presented. A motion was made by Don Hall and seconded by Dena Hoffmann to inform the State Board of Education that hazardous conditions exist at the South Central Elementary School in Kinmundy, Illinois and the South Central Middle School in Kinmundy, Illinois for students transported less than 1 1/2 miles for the 2018-2019 school year. South Central currently has 10 students attending the Okaw Center for a half day. A motion was made by Dena Hoffmann and seconded by Jeremy Chasteen to approve the resolution from Illinois State Board of Education authorizing South Central CUSD #401 to enter into a joint agreement with other school districts of Okaw Area Vocational Center for the 2019-2020 school year. Principal Greg Grinestaff South Central Middle School Congrats to Coach Kapper and the Girls Softball Team and Coach Kerner and the Boys Baseball Team for a great season. The first girls basketball game will be September 20 th. Midterms are next week. Student Council induction will be Friday at 2:00 p.m. Parent- Teacher Conferences will be the end of October. The Library renovation has been completed and looks great. He talked about the Active Shooter training provided by the Effingham Police Department. We received a notice from ISBE stating PARCC testing will be eliminated. ISBE will partner with Data Recognition Corporation (DRC) for the administration of the Illinois Assessment for Readiness program. Discussion was held regarding various student testing programs. Principal Jamie VanScyoc South Central High School Picture day was August 31 st. The Volleyball Team and Baseball Team tourneys will be held in October. Staff members appreciated the active shooter training. The shop class students have been working on the sidewalk in front of the high school. We will be using PSAT and SAT scores for assessing students for RTI placement. Lakeland College held a financial aid night for parents. PSAT testing will be October 10 th. South Central s Ag Teacher was awarded a $10,000 grant from the Illinois Farm Bureau. The high school received donations to help Scholar Bowl purchase new equipment. Two students received awards from the General Federation of Women s Club Art Competition for artwork submitted by the Farina Women s Club. Superintendent Kerry Herdes Report Discussed safety issues. He compiled a survey of several schools to review substitute teacher pay rates. He reviewed substitute pay rates for support staff and certified staff.
