Chairperson Falcone abstained. Corrected minutes for February 28, 2011 were submitted for Motion by Selectman Gauthier to approve the corrected minutes of February 28, 2011. SIGNING OF ACCOUNTS PAYABLE MANIFEST Accounts payable manifest for week ending April 15, 2011 in the amount of $603,495.24 was submitted for $500,000.00 was the school portion, $103,495.24 was the Town. SIGNING OF PAYROLL MANIFEST Payroll manifest for pay period ending April 14, 2011 in the amount of $75,930.10 was presented for Motion by Selectman Gilbert to approve the Payroll Manifest in the amount of $75,930.10. BUSINESS POLICE Purchase order for Central Chrysler Jeep Dodge in the amount of $24,899.00 for the new Police Cruiser was submitted for Motion by Selectman Gauthier to approve the Purchase order for Central Chrysler Jeep Dodge in the amount of $24,899.00 for the new Police Cruiser. Seconded by Selectman Jordan. Motion carried 5-0. Purchase order for Eagle Point Gun in the amount of $1,970.00 for ammunition was submitted for Motion by Selectman McGeough to approve the Purchase order for Eagle Point Gun in the amount of $1,970.00 for the ammunition. Purchase order for Con Verdant Vehicles in the amount of $6,550.00 for Anti-Idling Devices was submitted for Motion by Selectman Gilbert to approve the Purchase order Con Verdant Vehicles in the amount of $6,550.00 for Anti-Idling Devices. Seconded by Selectman McGeough. Motion carried 5-0. Police Chief Gregory Dodge explained the National Take Back Program on April 30 th 10AM 2PM to be held at Police Department. This Program is where residents can get rid of unwanted or no longer needed prescription medications. PUBLIC WORKS Purchase order for Dennis Lewis in the amount of $3,000.00 for grading dirt roads was submitted for Motion by Selectman Gauthier to approve the Purchase order for Dennis Lewis in the amount of $3,000.00 for grading dirt roads. Purchase order for Gleason Architects in the amount of $2,000.00 for a set of stamped plans for the new Highway Garage was submitted for BOS April 18, 2011 2

Motion carried 5-0. Selectman Gilbert requested a project plan, with beginning and end dates and who is doing the work. Public Works Director Dennis Koch is compiling all that information and will be submitting the list to the Board. A Public Service of New Hampshire pole attachment application and permission to temporarily attach form was submitted for This is used for the Holiday Flag Display during the Memorial Day Parade. Flags will be flown May 15 th July 15 th. Motion by Selectman Jordan to approve the Public Service of New Hampshire pole attachment application and permission to temporarily attach form and to have Town Administrator Dean Shankle sign the form. Seconded by Selectman Gauthier. Motion carried 5-0. Public Works Director Dennis Koch announced that the Transfer Station will be closed on Easter Sunday. FIRE DEPARTMENT A letter from the Board of Selectman to the Division of Forest and Lands to remove Jeffrey Leduc from the position of the Forest Fire Warden and appointing Bruce Chapman was submitted for Motion by Selectman Jordan to accept the letter to the Division of Forest and Lands to remove Jeffrey Leduc from the position of the Forest Fire Warden and appoint Bruce Chapman. Seconded by Selectman McGeough. Motion carried 5-0. Fire Chief Don DeAngelis requested permission to sell the ambulance for $8,500 as is. Motion by Selectman McGeough to give permission to sell the ambulance for $8,500 as is and let Town Administrator sign the title. Seconded by Selectman Gilbert. Motion carried 5-0. Fire Chief Don DeAngelis submitted an estimate to fix the 2 old police cars. Bruce Chapman is donating the labor. Fletcher s sandblasting is charging for paint and lettering with no labor. One of the cars will be used by the Fire Department; one will be used by the Code Enforcement Office. Motion by Selectman Jordan to allow the Fire Department and Bruce Chapman to oversee the project of fixing the two cars, not to exceed $2,500. Seconded by Selectman Gilbert. Motion carried 4-1. Selectman Gauthier voted nay. Motion by Selectman McGeough to write a thank you letter to Fletchers Sandblasting from the Board of Selectman and a letter for Bruce Chapman s File. Fire Chief Don DeAngelis submitted two raise requests for approval from the Fire Wards. The 20 hour secretary position would have a 15 cent raise. The duty officers would increase from $15 to $50 on weeknights and $25 to $100.00 weekends. Motion by Selectman Gauthier to approve the secretary position to have a.15 raise. Seconded by Selectman Jordan. Motion carried 5-0. Motion by Selectman Gilbert to table the duty officer s increase. Seconded by Selectman Gauthier. Motion carried 5-0. RECREATION Purchase order for Seacoast Business Machine in the amount of $1,150.32 for the printer renewal and service contract was submitted for Motion by Selectman Gauthier to approve the Purchase order for Seacoast Business Machine in the amount of $1,150.32 for the printer renewal, service contract and to have Town Administrator Dean Shankle sign the form. A Large Assembly Permit for the Tons of Trucks event on May 22, 2011, held in the Middle School parking lot 10AM 3PM was submitted for Motion by Selectman Jordan to approve the Large Assembly Permit for the Tons of Trucks event on May 22, 2011, held in the Middle School parking lot 10AM 3PM. TOWN CLERK/TAX COLLECTOR Town Clerk and Tax Collector Linda Foley will be having new office hours starting May 1, 2011. The office will be open everyday, Monday 11AM 7 PM, Tuesday, Wednesday, Thursday 9AM 3:30 PM, and Friday 9AM 2:30 PM. COMMENTS BY VISITORS None PUBLIC HEARINGS/APPOINTMENTS 7:30A APPOINTMENT A proposed amendment to increase fees associated with all forms of Building Permits through the Building Department was submitted for Motion by Selectman Gauthier to vote on the building permit increases separately, as residential and as commercial. Seconded by Selectman Gilbert. Motion carried 5-0. Motion by Selectman Gauthier to approve the rate increase listed for commercial permits. Seconded by Selectman Jordan. Motion carried 5-0. Motion carried 5-0. 7:30B APPOINTMENT Star Speedway submitted the race schedule for 2011 for Chairman Falcone read the abutter list. The Public Hearing was then opened. Jerry Wiederhold, 198 Exeter Road voiced his concern regarding early morning noise coming from the race track on weekends. Mr. Webber explained there should not be any noise until noon and to call the police so they can find out who is making the noise and stop them. Debra Roberts, 254 Exeter Road was hoping to have the July 4 th race cancelled for her cookout. The Public Hearing closed. 8:30 APPOINTMENT Application to build on a Class VI road by Louis Catinchi. It was explained that to do so he would need to bring the road up to a Class V paved road. Mr. Catinchi replied he wouldn t be able to pave the road. Motion by Selectman McGeough to deny the application to build on a class VI road. Seconded by Selectman Gauthier. Motion carried 5-0. CORRESPONDENCE & REPORTS TOWN ADMINISTRATOR REPORT Town Administrator Shankle reported John DiFrancesco resigned from the Recreation Commission for personal reasons. Motion by Selectman Gauthier to accept John DiFrancesco resignation with regret. Seconded by Selectman Jordan. Motion carried 5-0. Town Administrator Shankle announced the Bunker Pond Dam informational meeting will be held at the Town Hall on April 25 at 7PM. The state has plans on starting work May 2 nd. Town Administrator Shankle announced there will be a brief public Selectmen s meeting next Monday, April 25 th. INDIVIDUAL SELECTMEN S REPORTS Selectman Gauthier Selectman Gauthier questioned whether the Water and Sewer Department switched propane companies. Selectman Gauthier received the letter from Mr. Cloutier, are we providing the information he is requesting? Town Administrator Shankle replied that we have provided everything that this office has under the right to know law. Selectman Gilbert would like vision to provide a list of properties that had changes after the closed period. Selectman McGeough offered that a third party should come and do another reevaluation.
