Wayne Township Board of Trustees First Organizational Meeting January 5, 2017 Call to order: Chairman, Harold Grosnickle at 6:05 p.m. Roll Call: Harold Grosnickle, Carl Ritter, Warren Walker arrived at 6:20 p.m., Sandra Borchers Guests: Chief David Moulden, Jason Browning, Sue Allen Prayer and Pledge: Waived 01052017-01: Carl Ritter moved to pay all bills. 01052017-02: Harold Grosnickle moved to approve Then & Now Certificates as needed. 010152017-03: Harold Grosnickle moved to nominate Carl Ritter as Chairman for the year 2017. Harold Grosnickle then turned the floor over to Carl Ritter, the new Chair. 01052017-04: Carl Ritter moved to nominate Warren Walker as Vice Chairman for the year 2017. 01052017-05: Carl Ritter moved to nominate Harold Grosnickle to oversee and maintain roads for 2017. 01052017-06: Harold Grosnickle moved to nominate Carl Ritter to oversee the Zoning Department for 2017. 01052017-07: Carl Ritter moved to nominate Warren Walker to oversee and act as Sexton for the cemeteries for the year 2017. 01052017-08: Harold Grosnickle moved to nominate Warren Walker to oversee and act as Trustee to serve on the Woodville Cemetery Joint Maintenance Board for 2017. 01052017-09: Carl Ritter moved to have all mileage reimbursement for Board Officials outside of the Township limits for Township business at the rate that conforms to IRS current mileage rates ($0.53 ½ cents/mile). Mileage includes inside or outside the Township limits on business. Included in this resolution that all employees and Board Members are to use the Ford Explorer as the primary transportation if available and running. 01052017-10: Carl Ritter moved to have Trustees paid on a 14 day pay period, with all funds coming from the General Fund. 01052017-11: Carl Ritter moved that Township pay periods for hourly employees will be on a 14 day pay period, including Chief and Deputy Chief. This motion is to include Trustees, Zoning and Maintenance. 1

01052017-12: Carl Ritter moved that completed time cards and sheets have totals turned in by Monday at 10:00 a.m. at the Township Hall following the 14 day pay period. Slide manila envelope under Clerk s office door if clerk is not here. 01052017-13: Carl Ritter moved that all hourly and salary checks must include hourly breakdown and will be distributed by 12 Noon, Thursday following end of pay period. **Note: Clerk will have checks at the Township Hall to sign each Wednesday after 4:00p.m. for wages and payments of bills. 01052017-14: Carl Ritter moved to pay all Maintenance, Cemetery and Fire employee checks out of Road and Bridges, Cemetery and General Funds on a pro rate basis. Vote: CR NO 01052017-14A: Harold Grosnickle moved to pay all Maintenance, Cemetery and Road employee checks out of Road and Bridges, Cemetery and General Funds on a pro rate basis. Fire employee checks to be paid out of Fire and EMS Funds. 01052017-15: Harold Grosnickle moved that in the year 2017 that a portion of our Clerk s wages be paid 70% out of General, 20% out of Fire, 5% out of Roads, and 5%ouf of Cemetery. 01052017-16: Harold Grosnickle moved that all Regular Trustee Meetings each month be on the first Wednesday and fourth Wednesday at 7:00p.m. The meeting on the fourth Wednesday of the month will be held every other month and that meeting will be a Work Session for the Board of Trustees to conduct Township business and will not be open for the public to speak. The first Work Session will be held in February and consecutively thereafter in the even months. 01052017-17: Carl Ritter moved to authorize and hire on an Emergency basis contract labor: Cemetery at $15.00/hour, Roads $15.00/hour when full time employees are not available or assistance is needed. 01052017-18: Harold Grosnickle moved to approve Temporary Appropriations set and approved at the December 29, 2016 End of Year Meeting. 01052017-19: Carl Ritter moved to allow the Fire and Rescue Chief to incur expenses for Repairs and Supplies (per purchase) as necessary without Board approval up to $2,000.00. New items over $1,000.00 must have a Board approval, expenses made, to notify the Board at next Regular Meeting. 01052017-20: Harold Grosnickle moved to appoint Carl Ritter to be the liaison to Wayne Township Fire Department and Rescue for 2017. 01052017-21: Harold Grosnickle moved to permit the Clerk to pre-register herself and up to 2 Trustees, or a total of up to three for the Winter Conference attendance. 01052017-22: Harold Grosnickle moved to authorize the Clerk to make two room reservations, for one evening for Winter Conference 2017. 2

01052017-23: Carl Ritter moved that all monies under $1,000 received by Township Clerk or any other Trustees or Department Heads be deposited within 48 hours upon receipt per business days. Over $1,000 shall be deposited within 24 hours per business days by the Fiscal Officer then the Fire Chief, then the Trustee liaison of Cemeteries, then the Zoning liaison. Trustee Warren Walker arrived. 01052017-24: Carl Ritter moved to establish a Budget Committee comprised of 3 Trustees, 1 Clerk and at least two other residents of the Township to be reviewed on a semi-annual basis. Sue Allan agreed to continue the committee. 01052017-25: Harold Grosnickle moved that for the year 2017 health insurance premiums will be 80% paid by the Township, 20% paid by the employees and any employees not on the Health Insurance will be available to collect up to 80% of the premium for out of pocket expenses as long as it does not exceed what it would be if they were on the Township plan. Motion dies due to lack of a 2 nd. 01052017-26: Harold Grosnickle moved that for the year 2017 health insurance premiums will be 80% paid by the Township, 20% paid by the employees. 01052017-27: Harold Grosnickle moved that as of today, if any supplemental appropriation moves have been missed that we accept and adopt the entire 2016 printout of the entire year s changes for supplemental appropriations. 01052017-28: Carl Ritter moved that we have the flexibility to pull from Cash Carryover in Zoning any money needed from the General Fund to cover the Zoning Department for the year 2017. 01052017-29: Harold Grosnickle moved to go into Executive Session @ 6:50 p.m. under ORC121.22g (1) to consider the appointment, employment, discipline, promotion or compensation of public employee or official. Except as otherwise provided by law, no public body shall hold an executive session for the discipline of an elected official for conduct related to the performance of the elected official s official duties or for the elected official s removal from office. If a public body holds an executive session pursuant to division (G)(1) of this section, the motion and vote to hold that executive session shall state which one or more of the approved purposes listed in division (G)(1) of this section are the purposes for which the executive session is to be held, but need not include the name of any person to be considered at the meeting. Vote: HG - abstain, CR, WW 2/3 Aye Motion Carried Chief Moulden said the Motor Vehicle License Tax in accordance with Ohio Revised Code 4504.18, the Township is only allowed a tax rate of $5.00 per motor vehicle. Chief Moulden reported that Mr. Ramos has provided the Board of Trustees with the proposed easement for the tower project and recommended changes for review and comment. After review and comment Mr. Ramos will finalize the easement agreement for the Trustees signature. 01052017-35: Carl Ritter moved to accept the 12/30/2016 minutes with correction (Resolution #16 change 2016 to 2017). 01052017-36: Carl Ritter moved to accept the 12/14/2016 minutes as written. Chief Moulden and Harold Grosnickle will conduct interviews for the open Medic position on 1/17/2017. Mrs. Sue Allen asked how much money has been spent on the new building up to this point. Fiscal Officer reported $41,920.23. 4
