Amending Title II of the Dixon City Code The purpose of this Ordinance is to terminate the Dixon Tourism Board with further action to adopt a Resolution transferring tourism operations to the City Manager s office and creation of an ad hoc tourism committee of the City Council. 13. New Business A. Res. Creating Tourism Committee of the Dixon City Council The purpose of this Resolution is to creating a Tourism Committee and transfer tourism operations to the office of the City Manager. B. Ord. Amending Code The purpose of this Ordinance is to amend Section 10-12-1 by adding language to regulate the use of hover boards and other similar devices on sidewalks. C. Discussion of possible acquisition of State property at the corner of River Street and State Route 2 for public purposes and authorization for Mayor to inquire with IDOT as to the same Mayor Arellano is requesting authorization to approach IDOT in acquiring some property along Route 2 that would be needed to extend the multi-purpose trail.

January 19, 2016 O'Donnell Ordinance Amending Title II DMC 12-A The Ordinance amends Title II of the Dixon Municipal Code by terminating the Tourism Board. As a of this action staff proposes passage of a resolution at this meeting transferring tourism operations to the City Manager's office with oversight by an ad hoc committee comprised of three council members.

Staff recommends the adoption of the Ordinance Amending Title II of the Dixon Municipal Code terminating the Tourism Board with further action to adopt a resolution transfering tourism operations to the City Manager's office and creation of an ad hoc tourism committee of the City Council. Concerns were raised at the last meeting regarding the liquor license attributed to the Tourism Board. Sec. 5-13-24 of the DMC allows a liquor license for the Welcome Center. This license is for the sale of wine only. Since the license is not issued to the Tourism Board there is no conflict with the board's termination. I move that an Ordinance Amending Titile II of the Dixon City Code be passed.

January 19, 2016 O'Donnell Resolution Creating Tourism Committee 13-A With the termination of the Tourism Board the duties of the board need to be transferred. Staff proposes the following: 1. The Mayor appoints 3 council members to an ad hoc committee that will oversee tourism activities until Dixon One takes over. The Committee shall have oversight of activities but will need approval of the full council for expenditures and contracts. 2. Welcome Center employees report directly to Managerês office. 3. Managerês office coordinates tourism activities with ad hoc committee review and approval.

Ord. Terminating Tourism Board Staff recommends approval of the Resolution Creating the Tourism Committee and transferring tourism operations to the office of the City Manager. The new committee will need to decide how to proceed with the Welcome Center. We currently have two years left on our lease. The Committee has several options: 1. Maintain the Welcome Center until the end of the lease and then incorporate into the Dixon One building. 2. Maintain the Welcome Center until the Dixon One building and organization are ready then negotiate a buy out or sublease. 3. Close the Welcome Center immediately and negotiate a buy out or sub lease. Welcome Center activities would be suspended until Dixon One is ready. I move that a Resolution Creating a Tourism Committee of the Dixon City Council.

RESOLUTION NO. RESOLUTION CREATING TOURISM COMMITTEE OF THE DIXON CITY COUNCIL WHEREAS, the Mayor and City Council of the City of Dixon (the City ) have been studying the formulation and implementation of the Dixon One concept with respect to, among other matters, tourism activities in the City WHEREAS, in furtherance of Dixon One, the Mayor and City Council of the City have previously terminated and abolished the Dixon Tourism Board by ordinance; and WHEREAS, until implementation of Dixon One, the Mayor and City Council desire to provide for the organizational structure necessary to oversee tourism activities required or desired to be performed by the City. NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Dixon, Illinois, that the recitals contained in the preambles to this Resolution are true and correct and are hereby incorporated as if fully set forth herein; and BE IT FURTHER RESOLVED, that the Mayor shall appoint three (3) members of the City Council to serve as the Tourism Committee. The Tourism Committee shall oversee tourism activities required or desired to be performed by the City until such time as Dixon One is implemented or as may otherwise be determined by further action of the Mayor and City Council; provided, that the Tourism Committee shall have no authority to enter into any contract or to spend any monies without the prior approval of the Mayor and City Council. BE IT FURTHER RESOLVED, that, until such time as Dixon One is implemented or as may otherwise be determined by further action of the Mayor and City Council, day-to-day tourism activities required or desired to be performed by the City shall be conducted and coordinated by the City Manager, subject to review and oversight from the Tourism Committee. BE IT FURTHER RESOLVED, that, until such time as Dixon One is implemented or as may otherwise be determined by further action of the Mayor and City Council, all employees of the Dixon Welcome Center shall be under the jurisdiction and control of the City Manager. BE IT FURTHER RESOLVED, that the provisions and sections of this Resolution shall be deemed to be separable, and the invalidity of any portion of this Resolution shall not affect the validity of the remainder. BE IT FURTHER RESOLVED, that all resolutions and parts of resolutions in conflict herewith are, to the extent of such conflict, hereby repealed. BE IT FURTHER RESOLVED, that this Resolution shall be in full force and effect from and after its passage and approval. 1

January 19, 2016 O'Donnell Ordinance Amending 10-12-1 Skateboards 13-B The Police Department recently received an iquiry regarding the use of hover boards on sidewalks in the downtown area. When staff looked at Sec. 10-12-1 of the Dixon Municipal Code (DMC) the definition of prohibited items was not specific enough to cover the new motorized devices. The amendment adds language covering these items and langauge for "other items of similar nature and use." Restriction of skateborads, bicycles, and other personal transport device, motorized or otherwise, from sidewalks is to insure pedestrian safety. Operators of these devices are not always able to make quick changes in direction as pedestrians move in and out of stores.

Staff recommends passage of the Ordinance Amending Sec. 10-12-1 adding language to regulate the use of hover boards and other similar devices on sidewalks. I move that an Ordinance Amending the Dixon City Code Title X, Chapter 12, Section 1 be passed.

ORDINANCE AMENDING THE DIXON CITY CODE TITLE 10, CHAPTER 12, SECTION 10-12-1 follows: BE IT ORDAINED by the Mayor and the City Council of the City of Dixon, Illinois, as SECTION 1: That Title 10, Chapter 12, Section 10-12-1 of the Dixon City Code, 1963, as amended, is hereby further amended by amending the definition of Skateboard to read as follows: "SKATEBOARD: A single platform mounted on wheels, which is propelled by human power or mechanical in nature, and which has no mechanism or other device with which to steer or to control the direction of the platform. Skateboards shall be deemed to include longboards, hoverboards and other items of a similar nature and use. SECTION 2: In all other respects, Title 10, Chapter 12, Section 10-12-1 shall remain in full force and effect. SECTION 3: The provisions and sections of this Ordinance shall be deemed to be separable, and the invalidity of any portion of this Ordinance shall not affect the validity of the remainder. SECTION 4: All ordinances and parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed. form. SECTION 5: The City Clerk is hereby directed to publish this Ordinance in pamphlet SECTION 6: This Ordinance shall be in full force and effect from and after its passage and approval, and publication as required by law. January 19,2016 O'Donnell Authorization to Enter Discussions on Proprty 13-C The trail plan calls for extension of the trail along River Street and Route 2. IDOT owns some property along Route 2 that would be needed for the trail. Mayor Arellano is requesting authorization to approach IDOT in reference to acquiring the property. Prior to acquisition, any discussion of terms will need to be brought to the Council for approval.

Authorize the Mayor to enter into discussion with IDOT on possible acqusition of property along Route 2 for the purpose of extending the multi-purpose trail. I move to authorize the Mayor to inquire with IDOT as to the possible acqusition of State property at the corner of River St and State Rt. 2 for public purposes.
