AGENDA SAPULPA CITY COUNCIL TUESDAY, SEPTEMBER 8, 2015 CITY HALL, 425 EAST DEWEY REGULAR MEETING - 7:00 P.M., COUNCIL CHAMBERS As required by Section 311, Title 25 of the Oklahoma Statutes, notice is hereby given that the City of Sapulpa, State of Oklahoma, will hold a regular meeting on Tuesday, September 8, 2015 at 7:00 p.m., at the Council Chambers, Sapulpa City Hall, 425 East Dewey, Sapulpa, Oklahoma. MEETING PROCEDURE: Comments from the public are welcome at two different times during the course of the meeting: (1) Comments not scheduled on the Agenda will be heard under Public Comments - Agenda Item No. V.; and (2) Comments on all scheduled Agenda Items will be heard immediately following the presentation by staff or petitioner. Please wait until you are recognized by the Mayor and keep comments as brief as possible. The City Council will act on the Agenda Item after comments from the staff and the public has been heard. I. CURRENT BUSINESS 1. Consider approving temporary street closure request from the TAPS organization of Holmes Park Elementary School to accommodate their annual Tailgate Party fundraiser on Friday, October 9, 2015, from 5:00 7:30 p.m. The closure consists of Dewey Avenue from west of Watchorn to east of the entrance in front of Holmes Park (Just east of the high school handicapped loop entrance) to allow families to cross the street safely. The high school football parking would still be accessible. This temporary closure does not involve state highway. 2. Consider approving temporary street closure request from Sapulpa Public Schools to accommodate the annual high school homecoming parade on Thursday, September 24, 2015, at 6:00 p.m. The Oklahoma Department of Transportation (ODOT) has approved the temporary closure. The parade route will begin at the corner of Dewey and Poplar, proceed east down Dewey and end at the Sapulpa High School parking lot. This is the same route that was used last year. 2

3. Consider approving temporary street closure request from Route 66 Steps for Success for a 5K/Fun/Run on Saturday, November 7, 2015, from 12:00 P.M until 4:00 P.M. The City of Sapulpa has the approval of the Oklahoma Department of Transportation (ODOT) to close the highway lanes for this event. The event supports the Sapulpa Public Schools. The race will begin on Dewey and goes east to Mission, then right on Mission to Taft, proceeding right on Taft to Main, then right on Main to Dewey, and finishing at Dewey. This is the same route that was used last year. 4. Consider adopting an Ordinance of the City of Sapulpa, changing the corporate limits of the City of Sapulpa, Oklahoma, by deannexing certain contiguous tracts of land in Southwest Quarter (SW/4), Southeast Quarter (SE/4), Section 31, Township 18 North, Range 11 East of the Indian Base and Meridian, Creek County, Oklahoma, from the city limits of Sapulpa, Oklahoma, and declaring an emergency. 3

B. Resolutions: 1. Consider adopting a Resolution of the City of Sapulpa, Oklahoma, amending the FY 2015-2016 Annual Budget by increasing appropriations in the Cemetery Perpetual Care Fund for the purpose of providing funds for a concrete slab for a new pole barn. C. Bid Awards: 1. Consider awarding the bid(s) for Major Thoroughfare Materials and Supplies to the following vendors as being the most responsive and responsible bids and authorizing the City Manager to purchase other listed material on the open market as there were no bids received: Dunham Asphalt Services, Inc. Type A,B,C,D Asphalt, Type S-3, S-4, S-5 Super pave, Cold lay asphalt. Consider approving the Commercial Preventive Maintenance Agreement with Airco Service, Inc. for annual maintenance to the Library and Library Annex heat/air units and boiler systems at a cost of $3,482.00. 4

Consider approving an Easement Acquisition Agreement with Herbert D. Tilley and Wanda L. Tilley, husband and wife, owners of real property located at Lots 11, 12, 13, 14, 38 and 39, Block 8, Burnetts Refinery Addition to the Sapulpa, Creek County, Oklahoma. 8.
