ABOUT THE ICSS The ICSS is a globally-renowned and respected leader in sport safety, security and integrity. The ICSS is an independent and non-profit organisation and at the forefront of efforts to safeguard sport. We play an increasingly integral role in addressing critical issues in sport such as corruption, betting fraud and transparency, as well as major event safety and venue security. Through ICSS Enterprise - a centre of research and innovation - we develop research agendas and initiatives that allow us to maintain our thought-leading role while working with many of the world s leading academic institutions. As part of the ICSS commitment to safeguarding sport, the organisation has established the rapidly expanding programme, Save the Dream. By influencing policy makers, conducting social campaigns and implementing its community projects and global initiatives, Save the Dream directly promotes the positive ethics and values of sport to young people around the world. Working alongside our partners who are leading organisations in sport, government and civil society, Save the Dream aims to educate, inform, inspire and empower youth to play a positive role in the future of sport. Who We Work With The ICSS works with National Olympic Committees, International Federations, governments, cities, leagues, clubs, venue operators, major event organisers and other stakeholders to safeguard sport. The ICSS collaborates closely with UNESCO, UNODC, UNICEF, World Health Organisation, World Bank, European Union, OECD, Council of Europe, Organization of American States, Commonwealth Sports Ministers, Community of Portuguese Language Countries, NGOs and governments to provide thought-leadership and influence policy and legislation. OUR GLOBAL REACH Headquartered in Doha, Qatar, the ICSS has a global network, including offices in London, Paris, Brussels and Turin. ICSS Europe Recognising the invaluable social, cultural, economic and educational impact of sport, ICSS Europe was founded in 2014 to play an important role in influencing the direction of sport governance and policy within Europe and Latin America particularly within inter-regional linguistic blocks. ICSS Europe works with global leaders, governments & other organisations to safeguard sport. This is achieved by effective implementation of legal, regulatory and operational frameworks concerning: Sport Ethics and Credibility Good Governance - Democracy, Transparency, Accountability and Human Rights in Sport Sporting and Financial Integrity and Transparency Highest Standards of Sport Safety and Security Well-being and the Fundamental Rights of Children in Sport With the need for enhanced international cooperation in sport, ICSS Europe coordinates efforts to address issues affecting sport safety, security, governance, integrity and youth development and protection. We also share our expertise through high-level committee memberships, hosting conferences and forums and participating in continental initiatives like the European Union s Week of Sport. Recognising the significant role that sport plays in the European Union, ICSS Europe oversees a liaison office based in Brussels, which maintains regular relations with EU institutions and other key organisations. Former European Professional Football Leagues CEO Emanuel Medeiros (pictured right) is CEO of ICSS Europe. A former FIFA Committee member on Club Football and UEFA Professional Football Strategy Council, Emanuel is part of the EU Expert Group on Good Governance in Sport, member of the Court of Arbitration for Sport and Portugal s Ambassador for Sports Ethics. SAFETY AND SECURITY The threats to the safety and security of sport are global, complex and challenging. Issues such as venue design, venue security, crowd management and counter terrorism confront major event organisers and sports venues on a daily basis. The ICSS uses innovative strategies, practices and techniques to achieve the overall aim of safeguarding sport. We believe that this can only be achieved by empowering safety and security practitioners and developing recognised global standards in sport safety and security, as well as the security design of sport facilities. We regularly develop new tools and frameworks to support bid committees, venue designers and architects, major event organisers and venue owners in staging safer sporting events. Our Safety, Security and Integrity (SSI) Model and Sport Facility Security Design Model are just two of the pioneering resources that have been developed by the ICSS. We aim to make them recognised frameworks for organisations striving to ensure the highest levels of safety and security at their major sporting event or sport facility. Our Safety and Security team is led by Executive Director, Malcolm Tarbitt (pictured right), who has over 30 years of experience across major sport events, law enforcement and security. Malcolm is a former senior police officer and has an in-depth understanding of safety and security requirements at major events having played a key role in organising committees including the 2010 FIFA World Cup. 14 The ICSS believes in maximum safety with minimum restriction at major sport events ICSS 15
INTEGRITY, TRANSPARENCY AND ANTI-CORRUPTION The integrity of sport is under threat and the challenges are both global and constantly evolving. Without integrity, sport is meaningless. Breaches of integrity not only damage the values of sport, but also erode its popularity, commercial viability and ultimately, its survival. In response to these threats, the ICSS has established a specialist Sport Integrity team to provide valued integrity support across all sports and develop world-class initiatives and policy influencing research. We also provide hands-on assistance to organisations tackling corruption in sport, as well as technical support in investigation, monitoring and compliance. In May 2014, the ICSS and the University Paris 1 Panthéon-Sorbonne unveiled the ground-breaking key findings from its two-year research programme as well as guiding principles to provide sport, government and betting with practical recommendations to combat corruption in sport. The Sport Integrity team is led by Executive Director Sport Integrity Chris Eaton (pictured right), who brings over 40 years of international law enforcement, security and integrity experience to the ICSS. RESEARCH AND DEVELOPMENT ICSS ENTERPRISE 18 ICSS Enterprise helps communities, cities and countries ride the next wave of innovation ICSS Enterprise is tasked with the research and development of new, innovative solutions which enable the ICSS to maintain a thought-leading role in the world of sport safety, security, integrity and legacy. Sport creates jobs, delivers numerous economic advantages and has the potential to deliver social benefits for cities and countries, especially those that host major international sporting events. But too often, the benefits experienced from safe, secure and clean sport are limited in scope and duration. So, how exactly can cities and countries maximise the long-term benefits of sport? To help answer this question, ICSS Enterprise is working with leading academics and sport economists around the world to support local and national governments, major event rights holders, international federations and multi-national corporations to identify new opportunities and catalysts for growth through sport. With a belief in helping communities, ICSS Enterprise supports cities and countries to ride the next industrial wave by using sport as a means to encourage economic diversity and entrepreneurship. ICSS Sport Index One of the key initiatives of ICSS Enterprise is the ICSS Sport Index, developed in collaboration with the Harvard Kennedy School s Center for International Development. Encouraged and supported by the World Bank and UNESCO, the ICSS Sport Index aims to become a powerful and unique approach in economic development and competitiveness and identifies ways to use sport to facilitate and stimulate short, medium and long-term economic growth and social impact. It is a ground-breaking and comprehensive approach that analyses the potential of a city or country to enhance and develop its sports-related economy and/or to use sport as a catalyst for economic diversity and growth. Shaun has over 35 years experience in the security and intelligence sectors of government, as well as in economic diversity and development, including senior roles as Director for Special Operations for Kroll and Vice President of Monitor Group. FIFA World Cup winner, Alessandro Del Piero, is the captain of the Save the Dream Ambassadors YOUTH EMPOWERMENT AND SOCIAL INNOVATION Sport is constantly reaching out to new audiences and the next generation of young athletes and fans. At the same time, it is children who are the most vulnerable to manipulation and other emerging threats in sport. In response we have created Save the Dream, a joint initiative with the Qatar Olympic Committee (QOC), to promote and protect the core values of sport for the benefit of young people around the world. Working with organisations across sport, art, media and technology, as well as United Nations bodies and NGOs, Save the Dream aims to empower young people and inspire societies towards a goal of sport free from violence, corruption and discrimination. Some key initiatives include: * Jonas Bendiksen 20 It s in your hands to protect campaign A joint campaign with UNICEF started during the 2014 FIFA World Cup and ahead of the Rio 2016 Olympic Games to encourage people to report violence against children during major sporting events. Youth Empowerment - Pioneering initiatives to promote sport values to youth Save the Dream - UNESCO Youth Workshops at the FINA Swimming World Championship Let s Cheer Positively - national competitions for 15 to 18 year olds to nurture a culture of cheering positively in sport, started in Italy jointly with the Ministry of Education and Italian Olympic Committee Cooperation with the QOC School Olympic Programme in Qatar, an initiative designed to promote the social values of sport to youth Sport4All Community projects to promote social inclusion, such as Delhi Dreams, an initiative developed in India with Aston Villa FC and CEQUIN Foundation to encourage young girls to play football and sport in general. Save the Dream Days A campaign to promote sport integrity among young people, was launched in 10 stadia across Italy in cooperation with Lega SERIE A. Securing Sport is the annual international conference of the ICSS and attracts some of the world s top experts and decision-makers to discuss and debate a range of issues impacting on the safeguarding of sport. Acknowledged by many as one of the top annual conferences on the international sport calendar, Securing Sport aims to raise awareness of the global threats that face sport. ICSS Journal The ICSS Journal is a quarterly, thought-leadership publication which provides expert perspectives and timely insights on a wide range of sports safety, security, integrity and legacy issues. Contributors include ICSS experts as well as academics, lawyers, consultants, advisors, policy-makers and journalists who write authoritatively on technical, legal, policy and future challenges and issues. Sorbonne - ICSS Research Programme In 2014, ground-breaking research, co-managed by the University Paris 1 Panthéon-Sorbonne, focusing on the links between sport betting and sports result manipulation grabbed global headlines. The Sorbonne - ICSS Guiding Principles have been recognised by Commonwealth Sport Ministers, endorsed by the Community of Portuguese Language Countries (CPLP) and also contributed to the Council of Europe s (CoE) Convention on the Manipulation of Sports Competitions. The Role of Sport in the Projection of Hard and Soft Power ICSS Research Reports Research reports have focused on Public Health Concerns and Contingency Planning during Major International Sports Events and The Role of Sport in the Projection of Hard and Soft Power. The ICSS continues to develop databases on relevant sports safety and security related information such as our Chronology of Acts of Violence and Terrorism against Major Sport Events. Training and Advanced Education Our professional development programmes provide practical, theoretical and simulated training designed for those working in sport safety and security. Alongside the SRH University Heidelberg in Germany, the ICSS has developed the first International Advanced Studies Programme on Sport Safety and Security Management.
