February 13, 2018 Board of Commissioners The February meetings for the Clearwater County Board of Commissioners commenced on February 13, 2018 at 9:00 a.m. with Chairman Stenseng presiding and Commissioners Illies, Syverson, Nelson and Newland present. The Board recited the Pledge of Allegiance. Agenda Motion by Commissioner Newland, seconded by Commissioner Illies and carried, to approve the Agenda with additions. Minutes Motion by Commissioner Syverson, seconded by Commissioner Illies and carried, to approve the Minutes for the month of January with corrections. Nursing Service Marissa Hetland presented the following motions: Motion by Commissioner Nelson, seconded by Commissioner Syverson and carried, CCNS may hire Lauri Beier RN part time at Step 7, She will work more than 1040 hours per year. Motion by Commissioner Illies, seconded by Commissioner Newland and carried, CCNS may advertise for Home Health Aide/Homemaker position. Sheriff Darin Halverson presented the following motions: Motion by Commissioner Illies, seconded by Commissioner Nelson and carried, the Clearwater County Board of Commissioners hereby pass a resolution authorizing Clearwater County to enter into a law enforcement mutual aid agreement with other law enforcement agencies for law enforcement purposes. Motion by Commissioner Newland, seconded by Commissioner Nelson and carried, the Clearwater County Board of Commissioners hereby authorize the purchase and installation of two cameras to be mounted on the exterior of the courthouse that will integrate with the current video system at a cost not to exceed $3,000. The funds will come from the building and grounds account. Motion by Commissioner Illies, seconded by Commissioner Syverson and carried, the Clearwater County Board of Commissioners hereby authorize the replacement of an indoor air unit for the control room in the Clearwater County Jail from Merschman s Sales and Service at the cost of $2,816.58. The funds will come from the buildings and grounds account. Auditor-Treasurer Emily McDougall presented the bills, month end financials and the following motions: Motion by Commissioner Nelson, seconded by Commissioner Newland and carried, to accept the resignation of Noah Shegrud on the Extension Committee and to appoint Dan Riewer to fill the remainder of the term. Motion by Commissioner Stenseng, seconded by Commissioner Nelson and carried, to authorize the County Auditor to pay the submitted invoices of $335,573.47 for the County Revenue Fund and $106,489.26 for the Nursing Service Fund. - 1 -
Motion by Commissioner Newland, seconded by Commissioner Nelson and carried, to pay registration fees and expenses for Commissioner Neal Illies to attend the 2018 Rinke- Noonan Drainage Conference which will be held on February 15, 2018 in St. Cloud. Open There was a discussion on a Border to Border Trail meeting coming up on February 28, 2018. A motion was made by Commissioner Illies, seconded by Commissioner Nelson and tabled until later in the meeting: to approve Commissioner Newland to attend the Border to Border Trail meeting on February 28, 2018 to represent the Clearwater County Board in opposition to the Border to Border Trail. Soil & Water Conservation District Chester Powell and Lori Buell presented the following motion: Motion by Commissioner Illies, seconded by Commissioner Newland and carried, to approve the Always There Staffing General Agreement for personnel services needed for the 2018 Watercraft Inspection Season. Open Motion by Commissioner Illies, seconded by Commissioner Nelson and carried, to approve Commissioner Newland to attend the Border to Border Trail meeting on February 28, 2018 to represent the Clearwater County Board in opposition to the Border to Border Trail. Engineer Dan Sauvé presented the bills, financial statement and the following motions: Motion by Commissioner Nelson, seconded by Commissioner Illies and carried, to approve payment of the Clearwater County Highway Department bills as presented. Motion by Commissioner Illies, seconded by Commissioner Newland and carried, to authorize the County Highway Department to advertise project SAP 015-613-007, SAP 015-636-007 & SAP 015-640-004: Mill and Overlay, and to set date and time of letting for 10:00 a.m. on April 10, 2018. Motion by Commissioner Nelson, seconded by Commissioner Syverson and carried, to authorize the County Highway Department to advertise project CP 18-100: Pavement Markings, and set date and time of letting for 10:10 a.m. on April 10, 2018. Motion by Commissioner Newland, seconded by Commissioner Syverson and carried, to authorize the County Highway Department to advertise project CP 18-200: Aggregate Surfacing, and set date and time of letting for 10:20 a.m. on April 10, 2018. Motion by Commissioner Nelson, seconded by Commissioner Newland and carried, to authorize the County Highway Department to advertise project CP 18-500: Crack Sealing, and set date and time of letting for 10:30 a.m. on April 10, 2018. Motion by Commissioner Illies, seconded by Commissioner Syverson and carried, to authorize the County Highway Department to advertise project CP 18-400: Supply Fuel in Bagley, and set date and time of letting for 10:00 a.m. on July 10, 2018. Motion by Commissioner Newland, seconded by Commissioner Syverson and carried, to approve the Resolution regarding MnDOT Agreement No. 1030134, on file. Bituminous Surfacing, Aggregate Shouldering & Culvert Replacement to accept said completed project for and in behalf of Clearwater County, and to authorize final payment to Mark Sand & Gravel Company. Dan Sauvé also discussed upcoming construction projects. Close/Re-open Motion by Commissioner Nelson, seconded by Commissioner Illies and carried, to close the meeting at 10:30 a.m. for a Department Head Evaluation of Marissa Hetland. Motion by Commissioner Illies, seconded by Commissioner Nelson and carried, to reopen the meeting at 10:46 a.m. Open The Board completed Department Head Evaluations at the January 30, 2018 meeting for the following Department Heads with satisfactory results: Bruce Cox, Steve Faldet, Harry Hutchens, Jamie Freeman and Stuart Lien. Recess The meeting recessed at 11:00 a.m. until 1:00 p.m. on February 20, 2018. February 20, 2018 Reconvene The meeting reconvened at 1:00 p.m. on February 20, 2018 with Chairman Stenseng presiding and all Commissioners present. US Fish & Wildlife Service Neal Powers and Lynn Sebek presented the following motion: Motion by Commissioner Nelson, seconded by Commissioner Syverson and carried, to approve the 2 Wetland and 2 Wildlife Habitat easements on file. Neal Powers scheduled a tour of some easements in Clearwater County with the Board on May 29, 2018. Environmental Service Dan Hecht presented an annual office activity report and discussed landfill fees. Auditor-Treasurer Al Paulson presented the bills and the following motion: Motion by Commissioner Stenseng, seconded by Commissioner Nelson and carried, to authorize the County Auditor to pay the submitted invoices of $45,276.44 for the County Revenue Fund and $12,378.07 for the Nursing Service Fund. Open The Board completed Department Head Evaluations at the February 9 th Work Session meeting with satisfactory results for Dan Hecht and Dan Sauvé and Marissa Hetland at the February 13 th Board meeting.
